About this file
This document is a set of questions and answers related to a Request for Quote (RFQ) for academic marketing materials for the United States Naval Academy (USNA). The RFQ, numbered N0018924Q0300, is a 100% small business set-aside contract for the procurement of various marketing items such as decals, t-shirts, and Jibbitz.
The key details include: the sizes and designs for the decals, t-shirt colors, logos, and quantities by size; a required July 1 delivery date for the items to support various USNA events; the process for design approvals and revisions; and the requirement for the contractor to assemble and ship kits to USNA Blue and Gold Officers. The solicitation was posted on June 5 with responses due on June 17, which the document notes may be an unrealistic timeline given the scope of the requirement.

Questions USNA Academic Marketing Materials
RFQ N0018924Q0300
1. What size decals? Where will they be applied? 2 x 2 is the preferable choice. The artwork will be a collaboration between the company and our digital media specialist. We are hoping to have a mascot cartoon photo with text underneath “Fear the Goat, United States Naval Academy”. These are water bottle stickers.
2. What are the color assortments of the T-shirts? How many ink colors will be imprinted on each side? Sizes? Amount of each size? T-shirt sizes range from Small, Medium, Large, X-Large, 1X, 2X, 3X. The color of the shirt will be gray, and the two additional print colors will be Navy with Gold imprint. The vendor will provide equal of sizes of each color. The art department for the vendor will work with our digital media specialist for final artwork approval. The website URL will be included on the sleeve.

3. Are there any logos or specific designs required? Please see the attached style guide for the logo. Please note however that these are preliminary markups, and that the vendor will again collaborate with the digital media specialist to finalize design efforts for the final production.
4. Is the July 1 delivery date a hard date? Yes, all items must be received prior to the start of the school term.
5. Is there an event happening on that day where these kits are needed?
The number of items in need of scoping, designing, estimating, setting up/ordering, printing, and shipping is likely going to require more time to handle the volume of quantities, as well as the number of different items, assembling kits, etc. This was posted June 5 and due June 17. That leaves less than two weeks for the project to arrive, which would require rush fees/several printers/overtime hours and assistance to pull it off.
Sounds a bit unrealistic on that timeline against the scope, so want to be clear on the date the items are needed for use. As specified in the SOW, these items are required for a variety of events, such as College Fairs, School Visits, Forums, Informational Sessions, and Fleet Week.
6. Will the printed logos and artwork that will be inserted and instructions on each of these item designs, colors and preferences for styles and information be provided? IF so, can this information/requirement be provided alongside each item in the list. Please see the attached style guide for guidance, however, most items will have a simple 1 color logo of the USNA crest as the chosen design. The additional items requiring design will be coordinated through the USNA Strategic Outreach Department, to provide photos, logos, and text to be printed on all items.
7. Will the kit itself require an insert and an assembly by the contractor prior to delivery? If so, how many? The items that will be shipped to the Blue and Gold Officers (listing of cities and states to be provided herein), will require the contractor to place the EuroFit standing display, table display and tablecloth in a box to be shipped to each member listed.
8. Will there be a specific shipping method required for these items? Please see the attachment herein for a listing of the zip codes, cities, and states for shipments.
8. What is the process for design approvals? How many rounds of revisions should we anticipate for each item? Most items will have a simple 1 color logo of the USNA crest as the chosen design, with text underneath “United States Naval Academy”. The additional items requiring design will be coordinated through the USNA Strategic Outreach Department, to provide photos, logos, and text to be printed on all items.
10. What is the ideal Jibbitz? Is it Navy related or can it be random? The custom Jibbitz will be the N Star logo.
