Questions for N0018919R00020002 Set 1:

1. This is in regard to Solicitation N000189-19-R-0002, Amendment 0002 and the page count for the Cover Sheet

Section L, page 4 of Amendment 0002 notes that Attachment 9, OCI Representation should be included in the cover page, however there is only one page allowed for the cover. In addition to OCI Representation the follow also appears to be required:

The cover should indicate the following:

· Title of the proposal

· Volume Number (I or II)

· Proposal Category (Technical, Past Performance or Price)

· Request for Proposal (RFP) Number

· Name and Address of Offeror, Cage Code, DUNS and applicable Tax I.D. Number (TIN)

· Identification if original or a copy of the proposal

· Organizational Conflict of Interest (OCI) Mitigation Plan, if applicable, or completed copy of the Organizational COI representation.

· Proposal validity period of 180 days from solicitation closing.

It does not appear that this information will fit on one page.

Is it acceptable to have more than one page for the cover?

If it is not acceptable will the Government clarify the formatting for the cover page?

Instructions have been updated to advise that the OCI Mitigation Plan shall be provided in Volume II Factor IV. The requirement for it to be included in the cover page section has been removed.

2. The Solicitation indicates the distribution of labor is estimated to be 85% Contractor site, 15% Government Site. Typically, Government Site pricing is provided when contractor employees are stationed permanently at a government facility, and the government provides the computer, desk, telephone, software, etc. required to support the assignment. When this occurs, contractors are able to utilize on-site overhead rates for those employees, as they will not require the full support of the company to setup and maintain their work environment.

In the Solicitation, Section 8.2, n. Computer Equipment: #1 indicates the contractor is required to provide all computers, etc. for the on-site employees. It is our experience that no contractor-owned equipment can be connected to any government networks, etc., and that we are not to be on-site to provide maintenance support to on-site employees. Please clarify the intent of the term "government site". Is it intending that the term "government site" is being used to identify those times when contractors will be outside of the normal contractor office space, such as when they would be performing ship checks? Or, is it anticipated we will have employees stationed on-site at government facilities for the duration of the contract? And, if they are to be stationed on-site as a permanent duty location, will the contractor be permitted to provide computers and provide support to the employees?

Task Orders will identify specific places of performance. The 15% Government Site estimate is not for permanent assignments. Employees will not be stationed on-site. The government will not be providing any facilities or equipment. The contractor must fully support all of their employees.

Set 2:

1. The answer to question #2 of set 3 (original Q&A file) states that the table on page 51 of the RFP “represents the minimum rates for the labor categories.” However, the statement above the table states, “statement is for information only: it is not a wage determination.” Also, the rates in the table on page 51 are significantly lower than the rates listed for all five of the geographical locations in Attachment 8 provided on the NECO site. Attachment 8 also lists rates for five different geographical locations, but page 18 of the RFP estimates that 84% of the contract labor will be completed in the Norfolk area.

Will the Gov’t clarify: 1) whether contractors should or should not bid the rates listed in the table on page 51 of the RFP; and 2) if contractors should not bid the rates listed on page 51, which geographic location should contractors use to develop bids for wage determined labor categories?

The rates in the Statement of Equivalent Rates for Federal Hires’ table were pulled from the Norfolk Wage Determination as it is expected to be the area the majority of the work will be performed. Contractors should review all applicable Wage Determinations and provide a single ceiling rate for each position.
