Questions for N0018919R00020001 Set 1:

1. 1.The RFP (page 18 and 26) references Attachment 8 (Wage Determination), but no wage determination is available on the NECO site. Will the Gov’t provide Attachment 8 or the correct Wage Determination number to be used in proposal development?

Attachment 8 (Wage Determination) is available in NECO. The additional attachments can be retrieved through “Click here for Additional Documents” under the solicitation.

2. Page 22 of the RFP requires submission of one resume for the key position of “Senior Engineer.” Should that resume be submitted for the Supervisory Engineer key position, vice the non-key position of Senior Engineer?

Section has been updated to reflect the correct key personnel for the resumes. One (1) each for Program Manager, Program Planning Manager, Supervisory Engineer, Systems Analyst and five (5) for Project Manager.

Set 2:

3. Does the Government expect a comprehensive Attachment 7 that states the Team’s overall price? In order for the Prime contractor to provide a comprehensive Attachment 7, one must include its subcontractor’s rates in the calculation. In some instances, the Prime and the Subcontractor could be assigned the same labor category. Without the ability to modify the Attachment to accommodate the split of hours, the Prime would be required to calculate a blended rate for the team. Is this the Government’s expectation? Or will the Government allow the bidder to add a line item to show the breakout of hours between the Prime and subcontractor across one labor category? For example, Prime has 3 FTEs and Subcontractor has 1, we propose to illustrate this on two rows within the cost workbook. Please advise the appropriate practice.

Additional lines may be added to show the breakout between the Prime and the Subcontractor.
