MEMORANDUM FOR THE RECORD

SUBJ: STANDARD OPERATING PROCEDURE FOR DISCOVERY OF POTENTIAL

COMUNICATIONS SECURITY OR OTHER CLASSIFIED DEVICES/

COMPONENTS DURING AIRCRAFT INSPECTION PROGRAM

1. Background. This Memorandum For the Record (MFR) was created to outline steps to be taken for Naval History Heritage Command (NHHC) Static Display Aircraft Inspection Program

(SDAIP) contractor or government employees who represent government interests while observing contracted static display aircraft inspections. Assuming proper procedures were followed when an aircraft was retired from service, no sensitive or classified equipment should be found during inspections. However, without adequate documentation, it’s possible that the demilitarization procedure was not explicitly followed in every case. Government employees and/or SDAIP contractors shall follow these steps to ensure equipment of sensitive nature (if or when found) is properly protected, while notifying only those who need to know to make appropriate decisions regarding the equipment disposition. If a potential Communications

Security (COMSEC) or other classified device/ component is found installed or displayed during aircraft inspections, a “spillage” has already taken place. Government employees and contractors working under the authority of the SDAIP shall work to minimize any further spillage of information. This MFR outlines the steps to be taken to verify the status of potential

COMSEC or other classified devices/ components and also provides procedures to properly secure the device/ component.

2. Dataplate. The SDAIP contractor and/or government employee shall IMMEDIATELY

INVOKE AND follow this procedure to manage the situation and protect potential sensitive equipment:

CAUTION: DO NOT TAKE PHOTOGRAPHS OF DEVICE(S)/ COMPONENT(S) DUE

TO THE SENSITIVITY AND POSSIBILITY OF THE EQUIPMENT MAINTAINING A

CLASSIFICATION.

a. Record as much of the device/ component information from tags, labels, stickers, and data-plates as possible: name of device/ component, serial number, model number, markings and stickers affixed to the device/ component, paying particular attention to potential markings that render equipment “demilitarized”.

b. IF EQUIPMENT IS MARKED “DEMILITARIZED”, NO FURTHER

ACTION IS NECESSARY.

c. If applicable, record information about the cabinet or major gear/ cabinet in which the questionable component is/ was installed.

d. Record aircraft type, model, series, bureau number, loan origination date (or length of display in years, months), and device location.

SDAIP DIRECTIVE FOR MANAGING POTENTIALLY CLASSIFIED EQUIPMENT

e. If requested, provide museum name, point of contact name, museum address, and whether or not the device/ component has been on display for public access/ viewing.

f. Follow all other requirements within the SDAIP contract with regard to security requirements until determination of device/ component disposition has been made.

NOTE: DEVICE(S)/ COMPONENT(S) SHALL REMAIN “SECURED” IN THE

AIRCRAFT UNTIL DETERMINATION BY APPROPRIATE AUTHORITY HAS BEEN

MADE AND ABATEMENT PLAN TO SECURE DEVICE / COMPONENT IS

EXECUTABLE, IF APPLICABLE, AS DELINEATED BELOW.

CAUTION: IF ATTEMPTING TO MAKE CONTACT AFTER NORMAL BUSINESS

HOURS (MON-FRI 0730-1600 EST), THERE MAY BE A DELAYED RESPONSE.

3. Potential COMSEC equipment. To determine if device/ component is COMSEC accountable, perform all actions and follow-up actions as stated below:

a. Report and request assessment:

(1) Make report via email to Naval COMSEC Material Systems

Command (NCMS) equipment division

NCMS_NAFW_EQUIPMENT_DIVISION@navy.mil,

(2) info copy NHHC security email address

<NHHC_SECURITY@navy.mil>,

(3) info copy NAVSEA COMSEC Manager (NAVSEA Security Group) nssc_navsea-security.fct@navy.mil,

(4) info copy NHHC SDAIP COR email address

500-9972,

(5) provide device/ component information from paragraph 2.a. only, and

(6) your identification and contact information (full name, position/title, email address, and phone numbers) with the reason for contacting

NCMS — which is to “request NCMS check Tier 1 Data Base of

COMSEC equipment”, for determination of current classification status of device/ component.

(7) Alternatively, and for faster response, contact Naval Sea Systems

Command COMSEC Manager by telephone at (202) 781-0077.

(NAVSEA 00P is NHHC’s POC for COMSEC related questions.)

b. Maintain security:

(1) The device/ component shall remain secured with limited access in aircraft until COMSEC disposition is determined by appropriate

COMSEC authority.

(2) Written notification from appropriate COMSEC Authority/ Manager must be observed and maintained in the inspection file or as determined by the SDAIP COR.

NOTE: BE SURE TO FOLLOW-UP ALL PHONE CALLS WITH WRITTEN

COMMUNICATIONS AS DESCRIBED IN PARAGRAPH 3.a.

c. COMSEC Accountable. NCMS (or other appropriate COMSEC Authority) has directed securing the device for turn-in. Turn-in the device as delineated below:

NOTE: ADDITIONAL INFORMATION MAY BE REQUIRED TO FULLY INVESTIGATE AND

PROCESS THE DEVICE/ EQUIPMENT.

CAUTION: THE DEVICE SHALL NOT BE STORED TEMPORARILY IN ANY

LOCATION OTHER THAN THE AIRCRAFT FROM WHICH IT WAS REMOVED.

(1) All devices/ components must be turned in to a local military base or reserve center of the appropriate classification to handle this equipment.

(2) NHHC Security and/ or NAVSEA COMSEC Manager will assist in locating a turn-in site meeting COMSEC requirements.

(3) Handler must retain positive control of the device/ component and not leave it unaccompanied, nor unprotected. Direction and assistance with turn-in requirements will be provided by NCMS, NAVSEA

COMSEC Manager, and or NHHC Security.

d. NON-COMSEC Accountable. NCMS determined the device is not accountable.

Unclassified device/ component as deemed by appropriate COMSEC Manager may remain in place “as is” and “where is” as part of the loaned government property

IAW current loan agreement.

4. Potential “Other Classified” equipment. To determine if device/ component is otherwise classified, perform all actions and follow-up actions as stated below:

a. Report and request assessment:

(1) Make report via email to NAVAIR Common Avionics Program Office

(PMA-209) at <PMA209.ARC-210.fct@navy.mil>,

(2) info copy NHHC security email address

<NHHC_SECURITY@navy.mil>,

(3) info copy NAVSEA COMSEC Manager (NAVSEA Security Group) nssc_navsea-security.fct@navy.mil,

(4) info copy NHHC SDAIP COR email address

500-9972,

(5) provide device/ component information from paragraphs 2.a. and 2.d.

only, and

(6) provide your identification and contact information (full name, position/title, email address, and phone numbers) with the reason for contacting PMA-209 Avionics Program Office — which is to

“request assessment of equipment found”, for determination of current classification status of device/ component.

(7) Alternatively, for a quicker response, a phone call to the NAVAIR

PMA-209 office may be made. The program manager may be reached at (301) 757-6478. The deputy program manager may be reached at

(301) 757-6480.

NOTE: BE SURE TO FOLLOW-UP ALL PHONE CALLS WITH WRITTEN

COMMUNICATIONS AS DESCRIBED IN PARAGRAPH 4.a.

b. Maintain security:

(1) The device/ component shall remain secured with limited access in aircraft until equipment disposition is determined by NAVAIR PMA-

209.

(2) Written notification from NAVAIR PMA-209 must be observed and maintained in the inspection file or as determined by the SDAIP COR.

c. NAVAIR PMA-209 determines equipment remains classified.

(1) Maintain security and positive custody of device after removal from aircraft.

(2) NAVAIR PMA-209 and or NHHC Security will provide directions for secure turn-in of device.

d. Unclassified equipment. NAVAIR PMA-209 determined the device is not accountable to their program. Unclassified device/ component may remain in place

“as is” and “where is” as part of the loaned government property IAW current loan agreement.
