The number of hours expended per month under each resulting term-type task order shall be commensurate with the pursuit of performance of the task order’s statement of work, provided that such fluctuation does not result in the utilization of the task order hours prior to the expiration of the task order. The number of hours for any labor category may be utilized by the contractor for any other labor category if necessary in performance of the contract.

(e) The contractor shall not be obligated to accept orders beyond the contract’s Estimated Total Hours, except that the Contracting Officer may place orders in excess of the Estimated Total Hours until the contract’s total estimated cost has been expended. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause entitled “Limitation of Cost” and/or “Limitation of Funds.”

(g) For any resultant fixed-price task orders, the hours proposed shall be considered against the contract’s Estimated Total Hours.

(h) It is understood and agreed that for each CPFF task order issued under this contract, the number of hours and the total dollar amount for each labor category specified in the task order are estimates only and shall not limit the use of hours or dollar amounts in any labor category which may be required and provided for under an individual task order. Accordingly, in the performance of any CPFF task order, the contractor shall be allowed to adjust the quantity of labor hours provided for within labor categories specified in the order provided that in so performing the contractor shall not in any event exceed the ceiling price restrictions of any order, including modifications thereof.

Accordingly, in the performance of any CPFF task order, the contractor shall be allowed to adjust the quantity of labor hours provided for within labor categories specified in the order provided that in so performing the contractor shall not in any event exceed the ceiling price restrictions of any order, including modifications thereof.

Performance-Based Work Statement for Transformation Management Services in support of Navy Manpower, Personnel, Training, and Education (MPTE) Transformation 22 March 2018

1.Introduction
The MPTE domain consists of the Deputy Chief of Naval Operations, MPTE/Chief of Naval Personnel (DCNO(N1)/CNP), the Bureau of Naval Personnel (BUPERS), Navy Personnel Command (NPC), the Navy Manpower Analysis Center (NAVMAC), Naval Education and Training Command (NETC), and Navy Recruiting Command (CNRC). The DCNO(N1)/CNP requires specialized expertise and services for the “MPTE Transformation.” The MPTE Transformation is the effort to modernize the function of the MPTE domain to make it more efficient and cost-effective; with the ultimate goal of placing the Navy on the cutting edge of personnel management by reducing the reliance on customized programs and services.
2.Background
The MPTE Transformation is a holistic, end-to-end effort intended to streamline personnel management processes, organize more effectively around the work, and modernize the enterprise to dramatically improve quality of service to Sailors, Fleet Commanders, and the Navy as a whole. The DCNO(N1)/CNP Executive Director (N1ED) has been delegated by the DCNO(N1)/CNP to execute the overall Transformation process. This Transformation falls in line with the Chief of Naval Operations’ (CNO) Design for Maintaining Maritime Superiority. It requires MPTE to organize, train, and equip to:

· “Expand the use of […] analytics and other tools as a means to bring in creativity, operational agility and insight.”

· “Optimize the Navy intellectual enterprise to maximize combat effectiveness and efficiency. Reinvigorate an assessment culture and processes.”

· “Aggressively pursue implementation of the core benefits of the ‘Sailor 2025’ program – fully integrated and transparent data and analytics, increased career choice and flexibility, expanded family support and tailored learning.”

· “Accelerate ‘Sailor 2025’ efforts to leverage information technology to enhance personnel system and training modernization efforts.”

Previous work has been done to establish a top-level organizational operating model with a corresponding technology strategy. While an operating model for the Transformation has been created and established, additional work is required to leverage Commercial-Off-The-Shelf (COTS) technologies and execute the operating model. The U.S. Army and the U.S. Coast Guard have demonstrated success with a COTS PeopleSoft system for Integrated Personnel and Pay System – Army (IPPS-A) and the Direct Access Program, respectively. Additionally, the Department of Commerce Enterprise Services Project Team is preparing to transition all bureaus to a PeopleSoft COTS-based, enterprise services solution called HR Connect. The MPTE Transformation team is partnering with these organizations to leverage their investments, lessons learned, requirements, implementation approaches, and contract requirements, scope, tasks, and functional areas to reduce risk and accelerate the Navy’s Human Resource (HR) Transformation.

3.Scope
The objective of this PWS is to obtain business and technology management services to support the MPTE Transformation effort. This PWS will primarily support the Transformation project management office and all tasks associated with that effort. Additional support includes acquisitions assistance, cost estimating support and market research consulting. This contract will also support the alignment of the MPTE organization to a new business process operating model, and the organizational change management, communications, and transition support required to achieve this. Consulting for new HR functions, requirements, and technology will also be provided as we determine the new systems and processes we wish to implement. With the Transformation, the MPTE Enterprise aims to utilize data in a similar manner to industry norms, so data management and analytics are another requirement of this effort. Additionally, support is required with the stand-up of a new HR call center and the associated service management to improve the sailor’s experience. This assistance shall also require direct liaison with action officers and program managers across the MPTE enterprise and other affected Navy organizations.

· Transformation/Technology Management

· Shared Services Center (My Navy Career Center) Support

· Transformation Analysis Support
