Q&A for Leadership BPA TLO 0616-03 N0017824A1600 Q. My company has provided Supervisory and Management training to the Navy on 3 other contracts:
1. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD)
1. Commander Navy Region Southwest (CNRSW)
1. 3. Naval Sea Surface Warfare Center (NSWC) Carderock Division
1. Each time I was provided with a training room and Visual and audio equipment. I brought my own computer, speaker and remote control. Can I assume it would be the same with this contract?
a. A training room with Audio/Visual (A/V) equipment will be provided by the government. Vendors should bring their own computer; speakers and a remote will be provided with the A/V equipment.
2. Is there a limit to the class size?
a. Class size should be limited to a maximum of 30 students.
3. Do we need to incorporate the cost of an assessment into our session price or will that be a separate line item to be purchased at the time of the program?
a. Separate costs into individual line items with a total price for the course and all services/assessments for maximum student size.
4. I agree spacing sometime between modules would be advantageous for application, practice and follow up conversations. DO you have a preference of having 5 to 8 separate modules, each spread apart or is it acceptable to combine a few modules? For example, I might do a Day using the DiSC Assessment and then a second day dealing with Conflict Management, building upon the DiSC assessment. Then have a month break and do a couple more modules with another break and then finishing up the series.
a. Preference would be to have all modules presented in back-to-back sessions over several days. However, vendor proposal should include total number of modules and recommended schedule for providing the modules. If sessions are broken up over multiple weeks, how does this affect cost if travel is required to the learning site?
| Q. | I worked for the United States Department of Education, New York University, Harvard University and other relevant organizations/agencies, but just recently registered with Sam.gov. This listing asks for five past performance evaluators. I have many past evaluators of my work, but not on government contracts. Should I submit the type of work I completed for each client? Should I share the contracts I managed during my federal service? Any information on how to approach this would be greatly appreciated. |
| a. Yes, they can submit evaluators from private companies and client work. |
We would need to know the type and scope of work, product delivery, and feedback/evaluation from each source.
Q. Is that there are expectations for the course syllabus and student guides, but this would be submitted after selection.
Is it the expectation that we provide the outline of the course (with full sources etc.) and then submit the full course materials after we have been approved for a BPA? It's unclear as to whether they would like to see a syllabus as part of the proposal.
a. Please provide any information that would help the government evaluate the content, focus and scope of each course, along with recommended student assessments. A course syllabus could be useful but is not required. However, descriptions of course materials along with a plan for delivery and course length would be helpful.
Q. 1. Will the person selected have to create the Leadership training or will you provide the content and the instructor teach the class.
a. The selected vendor will need to create the Leadership training. The Government will not provide the content.
2. The links with the course objectives - is that the statement of work?
a. The Statement of Work (SOW) (Section C of the SF1449) and attachments 1-3 cover what is required for the leadership BPA courses.
2. Since it is on an as needed basis - do we submit a price proposal or is size standard $15,000.000. The cost to provide the trainings?
a. This is Firm Fixed Price (FFP) contract. Use CLINS to document cost of basic course as well as recommended assessments or other costs for each course. Separate costs into individual line items with a total price for the course and all services/assessments for maximum student size. Price each course as a fixed price for each course that is taught.
1. Am I submitting two documents for this bid - 1.) Capability Statement and 2.) 5 Past Performance references - are there other documents that I need to submit or just these two?
a. Please see Evaluations Factors, SOW, Attachments 1-3, SF1449 and synopsis for required documents. This is all listed in the RFP.
Q. Vendor has 5 questions below:
1. Section 3.1.2 references Att. 1 and 2 concerning DoD Continuum and Framework and Att.3 identifies learning objectives for the courses. In the solicitation the Attachments appear to be the courses in sequence (Att 1. lists objectives and the overview for Phase 1, Att. 2. for Phase 2 etc.). Are the Continuum and Framework found in the body of the SoW or in the additional PDFs listed?

1. Does the government anticipate the courses being taught in parallel or sequenced (In other words, only Phase 1 will be taught for week 1, phase 2 week 2)? And, can we anticipate courses being taught at the Va. Beach and Dahlgren simultaneously?
a. Courses should be taught in sequence, not in parallel. Courses will not be taught simultaneously at VA Beach and Dahlgren.
1. How many weeks in a calendar year were courses taught in the past?
a. In FY23, a total of eight (8) courses were taught over a total of eight (8) weeks. Each course was one (1) week in length.
1. Factor 4 verbiage is missing…was this intentional?
a. This was a numbering error and has been corrected.
1. Is there a ballpark award date for the BPA?
a. Plan is to award the contract by 1/29/2024
