N0017822R4404 Rapid Prototyping RFP

Questions/Answers

Question 1

The files received yesterday were unable to be opened. Is it possible to resend them in a different format? Or recommend a software that will allow us to open the files that were sent?

Answer 1

An Offeror would need PCB designer software, or a gerber (.art file extension) previewer to see the files.

Question 2

Our main manufacturing facility is located more than 200 miles from Dahlgren VA. Would there be leniency considered for this requirement so that we are not excluded from participating?

Answer 2

We will not relax the distance requirement.

Question 3

Section L 252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)

(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment --, Mission Essential Contractor Services, dated -- ------, during periods of crisis.

Issue: List of essential contractor services not provided as attachment.

Answer 3

Mission Essential Contractor Services will be identified at Task/Delivery order level.

Question 4

L.2.2.2 ELEMENT 2 - SCENARIO/MANUFACTURING SAMPLE. We received the data package for the Manufacturing Sample, however, no test procedure (TPROC) was provided. Please clarify.

Amendment 0001 was issued to update the element 2 language from “With the Manufacturing Sample information, the Offeror will receive a complete drawing package, assembly instructions, and test procedure (TPROC) for this Manufacturing Sample” to “With the Manufacturing Sample information, the Offeror will receive a complete drawing package for this Manufacturing Sample.”

L.2.2.2 ELEMENT 2 - SCENARIO/MANUFACTURING SAMPLE

The parts required for to assemble the Manufacturing Sample have long lead delivery dates which extend past the due date of the proposal. We respectfully request guidance on how the government wishes us to address long lead parts.

Answer 5

There are two items listed below that are redlined to Do Not Populate. These items are not required to be installed and delivered to the Government for this requirement.

a) Long Lead Parts:

(ATSAME70Q21A-AN) This item is not required to be installed and delivered to the Government for this requirement

(KSZ8081RNAIA-TR) This item is not required to be installed and delivered to the Government for this requirement

(BLM18PG471SN1D) Part number MH1608-471Y from Bourns Inc. is a suitable alternate.

b) Obsolete Parts:

(GRM21BR61A106KE19L) Part number GRM21BR61C106KE15L from Murata Electronics is a suitable alternate.

(MCR03ERTF5621) Part number RC0603FR-075K62L from Yageo is a suitable alternate.

(MAX3491EESD) Part number MAX3491EESD+ from Analog Devices is a suitable alternate.

(7B-25.000MAAJ-T) Part number 830059532 from Wurth Electronics is a suitable alternate.

c) Incorrect Part Number:

(R-78C3.3-0.5) Part number R-783.3-0.5 is the correct number

(PRTR5V0U4D) Part number PRTR5V0U4D,125 is the correct number.

Question 6

Documented on BMS NCR 3321 that the PCB fabrication for SK108838 has been placed on CAM hold for the following reasons:

1. The .038" holes have .050" pads (plus .012".) When the pad around holes is less than hole size plus

0.016" break out may be present. A breakout of more than 90degrees or at wire/pin junction is a defect under IPC-600 for a Class 2 product. To maintain Class 2 we need holes plus 0.016" pad size. The .027" holes have plus .015" ( .042") pads also.

* Recommended: Edit the .038" and .027" holes pads and clearances to meet Class 2.

2. A Top side unterminated trace stub was located at C53.

* Recommended: remove this stub trace.

3. In some locations, pads are too close to non-plated holes which may result in exposed copper at the non-plated holes.

* Recommended: back set .003" into the pads to avoid exposed copper at the non-plated holes.

Requesting approval of recommended changes in which an RFV will be generated for documentation or updated design files to be provided by NSWCDD.

Answer 6

Request for approval of recommended changes is denied. We want to ensure the design tolerances are consistent for all Offerors. Please proceed with the design as is.

Question 7

Request a 45 day extension to the manufacturing sample deadline of August 12th.

The due date of the manufacturing sample has been updated by 30 days to 12 September 2022 1200.

Question 8

Can the copper weight on the inner layers be adjusted to 1 oz or 1.5 oz to accommodate the current inner spacing

Answer 8

Yes, Engineering approved.

Question 9

The paste-mask files were not provided with the TDP. Is the Government able to provide the paste-mask files for the PCB?

Answer 9

There are no paste-mask files provided with this TDP.

Question 10

The Attachment J3 "Cost Summary Spreadsheet" does not appear to align with the requirements of the solicitation. The attachment available on Sam.gov is a labor estimate sheet from a Seaport-e IDIQ task order. I just wanted to confirm this is the correct file for this solicitation. Other indicators in the instructions of the solicitation that add to the confusion are:

L.2.4.1 COST-PLUS-FIXED-FEE COST PROPOSAL – Specific Requirements o The Government has established an amount of $46,053,000.00 as the maximum CPFF ceiling of CLIN 0001 in the resulting IDIQ contract. Offerors shall insert this dollar amount in Section B.

L.2.4.3 FIRM-FIXED-PRICE COST PROPOSAL – Specific Requirements o The Government has established a Not To Exceed Amount of $52,990,000.00 as the maximum FFP ceiling of CLIN 0002 in the resulting IDIQ contract. Offerors shall insert this dollar amount in Section B.

L.2.4.4 TRAVEL COSTS

o The Government has established a Not to Exceed Amount of $54,000.00 as the maximum Cost ceiling of CLIN 0003 in the resulting IDIQ contract. Offerors shall insert this dollar amount in Section B.

There does not appear to be a "Section B" in the cost summary spreadsheet or a location to put the contract ceiling values. Please confirm that the supplied Attachment J3 is the form you intended to use and if not, please provide an updated cost summary spreadsheet that has the correct format.

Answer 10

CLIN 0001 – CLIN 0004 are a part of Section B. Offerors are to insert the dollar amounts listed in

Sections L.2.4.1, L.2.4.3, and L.2.4.4 into the each corresponding Section B CLIN (See Pages 5 and 6 of the Solicitation).

Note – See Section M.10 of the RFP which states “Evaluated cost to the Government, which is an

Offeror's evaluated cost and the proposed fee for the Delivery Order 0002 (Section L.2.4.2), will be used in making the award determination.
