N00178-22-R-4404 Request for Proposal 0002

DELIVERY ORDER ACTION SHEET: This is a Request for Quotation and does not obligate the Government. Should the Government decide to implement this task, it will be accomplished by the issuance of a delivery order.

1. CONTRACT/ORDER NUMBER: N00178-22-R-4404/RFP 0002

2. PERIOD OF PERFORMANCE: 05/30/2023 – 05/29/2022

3. ACTION TYPE: New Action/CPFF

4. TASK DESCRIPTION: This delivery order includes tasking that is within scope of the base contract Statement of Work (SOW). The contractor shall notify the Contract Specialist if they feel this tasking is not within scope of the contract prior to the submittal of a proposal.

The SOW for this Delivery Order is below. The estimates provided below are furnished for the purpose of providing additional information to the SOW as the exact types and number of repairs is unknown at this time. The labor categories provided below have been determined to be appropriate for the type and complexity of tasking to be performed.

The Contractor may need to procure the following types of materials: PCB Assemblies, displays, network switches, connectors, harnesses, and other electrical components and miscellaneous hardware to perform this work. The material estimate is $175,000 for this period of performance.

5. STATEMENT OF WORK:

The Contractor shall provide technical and administrative support associated with deliverables produced by the Contractor throughout the product life cycle. Specific tasking will be associated with specific ongoing work to deliverables under Delivery Orders that have been or will be awarded, and includes the following:

1. Meeting and Reporting (CDRL A001, A002, A003, and A004)

The Contractor shall attend meetings, participate in working groups, and support technical interchange as required, both on-site and off-site. Results of these meetings shall be documented in accordance with the appropriate CDRL (A001, A002, A003, and A004). The Contractor shall provide Monthly Progress Reports in accordance with CDRL A001. The Contractor shall provide Government Furnished Equipment Reports in accordance with CDRL A00E.

2. Product Improvement (CDRL A00B)

The Contractor shall support upgrades and enhancements to deliverable products, to correct deficiencies, address urgent mission requirements, evaluate emerging capabilities, and resolve obsolescence issues.

Request for Variations (RFV) shall be submitted upon discovery of any of the above for

Government approval (CDRL A00B).

This tasking may involve selecting and installing an alternative electronic component, modifying the existing design to correct a deficiency, or upgrading the existing product to accommodate a new weapon capability or platform. The Contractor shall submit a Request for Variation (RFV) for Government approval of the proposed design change.

3. Logistics Support (CDRL A003, A004)

The Contractor shall support maintenance, trouble shooting, and repairs of deliverable products as required. This shall include identifying and maintaining an inventory of spare parts, to include long lead items, which may be required to repair products in a timely manner.

Documentation of this tasking, and associated costs for packaging, handling, storage, and transportation, shall be in accordance with CDRL A004.

This tasking may require the Contractor to evaluate the item through physical inspection and troubleshooting to identify the failure. Problem resolution may involve removing/replacing failed PCB assemblies, installing a new display or network switch, and repairing/replacing defective connectors, wiring harnesses, miscellaneous electrical components and hardware items.

Subsequent to Government approval, the Contractor shall make the required repairs. The contractor shall conduct an ATP prior to returning repaired or upgraded products.

4. Hardware and Electrical Engineering (CDRL A001, A004, A006, A00A, A00C, and A00D)

The Contractor shall support on-site and off-site Hardware/Electrical integration and testing of deliverable products when required to assist the government technical team.

This tasking may involve engineering tasking necessary to ensure products are properly installed and perform correctly with other weapon platform subsystems.
