10” ULTRA RUGGED PANEL TOUCHSCREEN MODIFICATION
STATEMENT OF WORK
1.0 BACKGROUND
The Naval Surface Warfare Center Dahlgren Division (NSWCDD), Battle Management System’s (BMS) 105mm Gun Weapon Program requires a modification to the gunner’s 10” Ultra Rugged Panel design in support of a safety-of-flight issue.
1.1 Scope
The purpose of this Statement of Work (SOW) is to develop a modification to the 10” Ultra Rugged Panel that senses the state of the touchscreen brightness and prevents functioning of any of the panel’s buttons should the screen be blanked or the brightness turned all the way down. The scope of this SOW is strictly for the engineering design of the modification and does not cover any material purchases.
The modification should be entirely contained within the existing Ultra Rugged Panel configuration, and no changes to existing electrical or data signal external interfaces should be made.
2.0 APPLICABLE DOCUMENTS
2.1 The following governing documents have applicability to
this modification as already covered by the contractor’s description of engineering of the 10” Ultra Rugged Panel:
2.1.1 Military Standard (MIL-STD) 461E - Department Of Defense
Interface Standard: Requirements for the Control of
Electromagnetic Interference Characteristics of Subsystems and
Equipment (20 Aug 1999);
2.1.2 MIL-STD 810E - Military Standard: Environmental Test
Methods and Engineering Guidelines (14 Jul 1989); and
2.1.3 MIL-STD 810F - Department Of Defense Test Method Standard:
Environmental Engineering Considerations and Laboratory Tests
(01 Jan 2000).
3.0 DESIGN REQUIREMENTS
3.1 The Contractor shall provide modification engineering for all or any portion of the hardware and software development cycle, up to the development of a complete modified 10” Ultra
Rugged Panel.
3.2 The Contractor shall modify the existing 10” Ultra Rugged
Panel to sense when a user sets the screen brightness all the way down to OFF or blanks the screen using a hardware button.
Upon sensing this condition the touchscreen is deactivated and any further touch panel or bezel key inputs are disabled.
3.3 The Contractor shall ensure that any modifications to the
10” ULTRA RUGGED PANEL do not affect any of the existing touchscreen features including:
3.3.1 1024x768 screen resolution
3.3.2 800 NITS luminance
3.3.3 LED backlight for lower power consumption and wide dimming range
3.3.4 Unit settings (Dimming, On/Off) on front bezel
weatherproof membrane (6 function keys with integrated dimmable backlight)
3.3.5 CPU based on a dual core ATOM D525 INTEL processor or
better, 2GB RAM, 16 GB removable industrial CF
3.3.6 Ethernet (2X GBit ports), RS422/232/485 (2X ports), USB
(3x ports)
3.3.7 Front bezel includes 12 soft user interface keys (2x6), software configurable and four (4) function keys for gun control with diamond configuration layout (Up, Down, Left, Right)
3.3.8 Power requirements: 18-36 VDC on MIL cylindrical connector
3.3.9 Touchscreen: resistive touch sensor for glove operation
3.3.10 Light dimming level reported to the user on connector J1
3.3.11 Operating temperature: -40 deg C to 50 deg C
3.3.12 Storage temperature: -40 to 85 deg C
3.3.13 Vibration: vehicle exposure as per MIL-STD-810F, Method
514.5, Procedure I, 4G RMS
3.3.14 Shock: MIL-STD-810F, Method 516.5, Procedure I, par. 4, Saw Tooth 40g x 11ms
3.3.15 Humidity, MIL-STD-810E, Method 507.3, Procedure III, 40°C, 95%, 10x24 hours, 10 cycles
3.3.16 EMI: CE101, MIL-STD-461E, Conducted Voltage emission;
CE102, MIL-STD-461E, Conducted Voltage emission; RE102, MIL-STD-
461E, Radiated electric emission; CS101, MIL-STD-461E, Conducted voltage susceptibility; CS114,MIL-STD-461E, Conducted current susceptibility; RS103, MIL-STD-461E, Radiated Electric Field susceptibility
3.4 During the engineering phase, the contractor shall support teleconferences with the NSWCDD as required, but not expected to be greater than once per week.
4.0 DELIVERABLES
4.1 The contractor shall provide an updated block diagram and wire run list (CDRL A001);
4.2 The contractor shall provide a revised installation drawing package (CDRL A002). The primary purpose of this drawing package is to demonstrate how the Touch Panel is attached.
4.3 Upon approval by the government of the preliminary
installation drawing and 3D model (CDRL A003), the contractor shall release all documents and launch manufacturing of the touchscreens to include the approved modification. This will conclude the engineering phase of the modification.
4.4 The Contractor shall develop and conduct a Factory
Acceptance Test (FAT) for a 10” Ultra Rugged Panel that includes the modification described herein (CDRL A004).
5.0 QUALITY ASSURANCE
The contractor shall ensure quality meets or exceeds previous
Rugged Panel engineering standards.
6.0 RIGHTS IN TECHNICAL DATA
The Government shall have Government Purpose Rights to all technical data (e.g. drawings, schematics, and documentation).
7.0 TECHNICAL POINT OF CONTACT (TPOC)
To be determined at award.
