About this file
This is Amendment 0001 to Solicitation N0017426R1016, issued by NSWC Indian Head Division (Naval Surface Warfare Center) on August 6, 2026. The amendment extends the proposal submission deadline from August 10, 2026, 3 p.m. EDT to August 17, 2026, 3 p.m. EDT, updates the proposal submission point of contact to Ashleigh Bowie (ashleigh.m.bowie.civ@us.navy.mil), and provides answers to six questions received during the solicitation process. Key clarifications include: (1) DBS (Dielectric Base Stock) samples must be shipped with proof of shipment prior to the closing date, with receipt permitted up to one week after closing; (2) retained samples from completed commercial production lots with Certificate of Analysis satisfy manufacturing scale requirements; (3) ISO 9001:2015 is the required certification standard; (4) past performance questionnaires should be sent to bridget.m.taylor.civ@us.navy.mil; (5) price evaluation will use both total ceiling price (highest unit price × 171,458 kg maximum quantity) and Government-predetermined quantity methodologies; and (6) small business offerors must address the 5 percent small business participation requirement in Volume I, Element A, Item 7 and are not required to submit Volume IV.
The solicitation seeks proposals for the supply of DBS with a mandatory 5 percent small business subcontracting goal. Proposals must be submitted electronically in four volumes: Technical (Factor 1, 15-page limit), Past Performance (Factor 2, no page limit), Price (Factor 3, no page limit), and Small Business Subcontracting Plan for non-small businesses (Factor 4). Technical proposals must address seven specific items, including ISO 9001:2015 certification, raw material sourcing documentation (excluding Chinese-manufactured materials), submission of a representative DBS sample (two 1-quart or 1-liter bottles produced at manufacturing scale), equipment and capacity information, and demonstration of small business subcontracting approaches. The government intends to award a single contract to the responsible offeror whose proposal represents best value using a trade-off process. All proposals must remain valid for 270 calendar days, and offerors must be certified in the System for Award Management (SAM) at the time of solicitation close.

Section A [Mod Specific] - Mod Specific
Miscellaneous text in this section has been modified to:
The purpose of this amendment is to 1) answer questions received as a result of this solicitation and 2) extend the proposal submission due date and 3) update the proposal submission point of contact as follows:
1. Questions and answers received as a result of this solicitation are as follows:
Question 1: Three solicitation documents appear to establish different requirement for delivery of the DBS sample:
- Section L, Volume I, Element A, Item 4 states the sample "shall be delivered no later than one week after RFP closing date/time."
- Section M, Factor 1, Element A states the Government will evaluate "that the sample was delivered prior to the RFP closing date /time."
- Attachment 4, Proposal Checklist, states "proof of shipment or delivery completed prior to RFP closing."
Would the Government please confirm which of the following applies?
Answer 1: The DBS sample must be shipped, with proof of shipment provided, on or before the solicitation closing date/time. Receipt of the sample is permitted up to one week after the solicitation closing date.
Question 2: Section L, Item 4 and Section C, Paragraph 5.1 requires the sample to be produced at manufacturing scale using the same process that will be used for production deliveries. Please confirm that a retained sample taken from a completed commercial production lot of the offered material, accompanied by the lot's Certificate of Analysis and traceability documentation, satisfies this requirement.
Answer 2: A retained sample taken from a completed commercial production lot of the offered material, accompanied by the lot's Certificate of Analysis and traceability documentation, satisfies this requirement.
Question 3: Section C, Paragraph 4 requires documentation that the DBS manufacturer is ISO 9001:2015 certified. However, Section L, Volume I, Element A, Item 2 references ISO 9001:2008 or ISO 9001:2015. Please confirm whether ISO 9001:2015 is the required certification standard.
Answer 3: ISO 9001:2015 is the required certification standard.
Question 4: What is the correct email address that the past performance questionnaires should be sent to?
Answer 4: The past performance questionnaires may be sent to bridget.m.taylor.civ@us.navy.mil.
Question 5: Section B states that the total price for CLIN 0001 will be calculated using the highest unit price multiplied by the maximum quantity of 171,458 kg. Section M, Factor 3 states that the Government will apply a predetermined undisclosed quantity to develop the total evaluated price.
Please clarify how price evaluation will be conducted and whether one or both of these methodologies will be used.
Answer 5: Price will be evaluated by the Contracts personnel to determine fairness, completeness and reasonableness through the most appropriate method available in accordance with FAR RFO Part 15.4. Price will be evaluated using the total ceiling price (multiplying the highest unit price by the maximum quantity of 171,458 kgs) and the total evaluated price (the total evaluated price will be developed by multiplying the Offeror-proposed unit price by the Government's predetermined quantity).
Question 6: Section L, Element A, Item 7 requires all offerors, "whether a large or small entity," to demonstrate 5 percent small business participation. Volume IV, however, appears to apply only to other-than-small-business offerors. Please confirm that a small business offeror addresses this requirement in Volume I, Element A, Item 7 and is not required to submit Volume IV.
Answer 6: The requirement for Section L, Element A, Item 7 applies to both large and small businesses. Section L, Volume IV applies to business that are other than small businesses.
2. The proposal submission due date is extended 10 August 2026, 3 p.m. EDT 17 August 2026, 3 p.m. EDT.from to
3. Proposal submissions shall be sent via email to Ashleigh Bowie, .Ashleigh.m.bowie.civ@us.navy.mil
4. All other terms remain the same.
