SUMMARY OF CHANGES
The purpose of amendment 0003 to solicitation N00174-19-R-0100 is as follows:
1. The following Questions were submitted to the Government as of 20 March 2019, and the Government has provided answers to all.
bb. Because N00174-19-R-0100 is a competitive solicitation can FAR 52.215-20 be deleted from the solicitation in its entirety?
Answer: No.
cc. As a follow up to Question x., the USG answer states that the Government is willing to sell Navy Special Interface Gages to the contractor and that updated values would be provided. What are the updated values?
Answer: To inquire about purchasing the gages for use, please contact: Ryan Marcroft (ryan.marcroft@navy.mil), CC: Jim Mickolajczyk (james.mickolajczyk@navy.mil). A separate purchase ordering agreement will need to be established.
dd. As a follow-up to prior question v. re: Battery, part number 8630684, Rev A, we are working to identify an alternate battery design solution that is compliant to the 4Kg requirement and initial supplier proposals do not support the defined schedule for Base Year production. Thus, the battery development timeline is such that this solution may not be able to be implemented during the base year in time to meet the 39 month schedule requirements. Will the USG allow use of the current TDP defined Diehl battery and accept a waiver of the 4 Kg performance requirement until the new developed battery validation is completed? If the USG will not accept a waiver, will it consider an alternate Base Year delivery schedule that allows completion of Battery development prior to those Base Year deliveries?
Answer: The Government is not willing to accept a waiver for that performance requirement. No, the USG will not consider an alternate base year delivery schedule.
ee. Based on the RFP Section C clause entitled, “C-2-0014 CONTRACTOR'S PROPOSAL (NAVSEA) (MAR 2001),” we understand that the technical volume(s) of the Contractor's proposal shall be incorporated into the contract by reference and designated as item (f) of the clause “ORDER OF PRECEDENCE (FAR 52.215-8).” If we are selected as part of the Government’s best value evaluation and selection process, will the resultant contract reflect and incorporate our unique proposal approach, schedule, and solution which is contained in our technical proposal, including an alternative approach that will offer the Government the lowest risk solution to address obsolescence?
Answer: That is dependent on what the Offeror’s unique proposal approach, schedule, and solution details with respect to addressing obsolescence. USG and the Contracting Officer reserve the right to incorporate this unique approach at their discretion.
ff. Does the Government intend to make the MMICs being procured under Ordnance Technology Initiative Agreement No. DOTC-16-01-INIT-0720 available for use under this contract? If so, will the units be provided to the contractor at no cost?
Answer: Yes, 4,000 each Rx and Tx MMICs will be made available to the Contractor who wins award.
Yes, they will be provided at no cost.
N0017419R0100
gg. Regarding the binder size for each volume, for those volumes with fewer than 75 pages, a ½” binder is more appropriate. Is this acceptable?
Answer: No, the Government specifically wants 1-1/2” binders.
2. All other terms and conditions remain unchanged.
3. For further information regarding this amendment please contact Thomas Howes at thomas.howes1@navy.mil
