SUMMARY OF CHANGES
The purpose of amendment 0002 to solicitation N00174-19-R-0100 is as follows:
1. SECTION A – SOLICITATION/CONTRACT FORM
The required response date/time has changed from 19 March 2019 4:00PM EST to 2 April 2019 at 4:00 PM
EST.
2. To remove “The Government has no plans to provide any financial assistance.” From Section L Volume III
– Price.
Volume III – PRICE (Factor 3) (No Page Limit)
REMINDER: It is imperative that Offerors label all price files with Volume III, company name and a unique identifying name which is reflective of the contents of the file.
This volume is the only volume that shall contain price information. There is no limitation on the number of pages or print size for the price proposal. All Attachments submitted under Volume III (Factor 3) shall be clearly identified.
The Price Volume shall include the completed RFP document, with Section B, pricing filled in. The Price Volume shall include any available pricing information to facilitate the price analysis that will be performed in evaluating the proposal (i.e., price breakdown, catalog pricing, past pricing history, etc.).
The price information shall include data regarding the general financial condition of the Offeror and specific plans for financing the proposed contract.
The Price Volume shall also include all executed representation certifications.
3. To revise the answer to question p from amendment 0001 as follows:
FROM:
p. As mitigation for potential supply issues for PBXN-9, of which BAE Holston is the only NTIB manufacturer, we would like to request the Navy customer to consider potential alternate sources of supply through Chemring Nobel in Norway and Eurenco Bofors in Sweden. In order to request quotes from these two suppliers, we will need to provide them with MIL-DTL-82875A which contains the technical requirements for the materials. The document is currently Distribution Statement D and we will need concurrence prior to obtaining export approval to share the technical requirements with Chemring Nobel and Eurenco Bofors.
Answer: At this time, this procurement is approved for component sourcing within the NTIB (US and Canada Only). However, if a change is made it will come in the form of an amendment to the solicitation.
TO:

Answer: A revised Section 806 Determination has been approved. There are no US & Canada restrictions on acquiring RDX, HMX, PBXN-9 and PBXN-5.
4. The following Questions were submitted to the Government as of 28 February 2019, and the Government has provided answers to all.
s. What format is requested for each volume, e.g. Word, Excel, .pdf, etc.?
Answer:
Volume I (Technical): *.pdf format requested at minimum Volume II (Past Performance): *.pdf format requested at minimum Volume III (Price): *.pdf and *.xlsx (raw data) requested at minimum Volume IV (Small Business Contracting Plan): *.pdf format requested at minimum
t. What are the file size limitations for the USG receiving the file?
Answer: There are no file size limitations if the package is delivered using a file transfer system such as AMRDEC Safe (https://safe.amrdec.army.mil/safe/) or ARL Safe (https://safe.arl.army.mil/). Both of these methods are considered acceptable for package delivery. It is recommended that an e-mail is sent to the recipients directly informing them that you have uploaded a package for download.
u. Can the MS Project IMP/IMS file be included as an Appendix outside of the 100-page Tech Volume page limit?
Answer: The raw project file (*.mppx) may be included with the proposal, but its contents should be printed and included as part of Volume I (Technical), Sub-Factor 3: Management and Schedule. It will count towards the 100-page Tech Volume page limit.
v. The ADL requires the contractor to build using Battery, part number 8630684,Rev A, which is a Source Control Drawing calling out to use commercial battery part number DEP 14017.03 from Diehl & Eagle Picher GmbH. Per the attached data sheet for the DEP-14017 03 Q1-2018, the minimum setback level is 6,000 G’s for this battery. Under the MK 419 Fuze Weapon Spec 35460C, paragraph 3.5.9.3 Reserve Battery - Activation Environment states “The Battery shall be activated when experiencing a setback force of 4,000 G’s minimum and a spin rate of 140 RPS. This inconsistency in battery vs fuze setback levels make the MK 419 fuze unbuildable to the WS requirements. Will a proposal that includes costs for ECPs to address the WS requirements be deemed non-compliant?
Answer: No, as long as the effort is fully detailed and described with timelines and costs as part of the proposal. USG would only be willing to entertain solutions that meet the requirements of WS35460C (i.e.
4,000 G’s minimum setback force and a spin rate of 140 RPS).
w. The ADL requires the contractor to build the Controller Rigid Flex Circuit Assembly (P/N 83407033) with MMIC RX and TX devices per PL8347033 (classified drawing). We have been working with the supplier to complete development efforts for an alternate part; however that effort is not yet complete. We plan to propose the alternate parts for the RX and TX for this proposal. The NRE pricing will include costs for the final validation testing of a sample of the new devices prior to FAAT, and an ECP will be prepared that identifies the new parts. Will a proposal that includes NRE and an ECP be deemed non-compliant?
Answer: No, as long as the effort is fully detailed and described with timelines and costs as part of the proposal
x. As a follow up to Q&A “o” included in RFP Amendment 1, will the US Government consider including the following Navy Special Interface Gages (NSIG) as part of the list in SOW Paragraph C.3.11.8? These gages were included as part of the previous GD-OTS MK 64 contract.
Answer: The USG is not willing to consider adding any NSIGs to those currently listed in SOW Paragraph C.3.11.8. If interested, USG would be willing to sell NSIGs to Contractor for their use, calibration, and maintenance. Updated values would be provided.
y. The RFP states that 1 each Setter Unit Assembly and Setter Coil Assembly will be provided and are mandatory. Our throughput assumes use of 2 MK34 setters. Are 2 of each setter available to be provided as CFE?
Answer: Yes, two of each setter are available to be provided as CFE for this effort.
z. Will the Government authorize the contractor to obtain test support/services from MRTFB installations as Government-furnished services at the DoD customer rate? Are US Government rates authorized at the government test ranges under this contract?
Answer: Yes, the contractor is authorized to obtain test support/services from MRTFB installations at the DoD customer rate. US Government rates are authorized at the Government test ranges under this contract.
NSWC Dahlgren Potomac River Test Range (PRTR), which is not part of the MRTFB will provide DoD customer rates plus a 6% fee to cover the “work for private parties” contract.
aa. The RFP includes FAR 52.232-16 Progress Payments. Given that fact, can the following be removed from the RFP? VOLUME III – PRICE “The price information shall include data regarding the general financial condition of the Offeror and specific plans for financing the proposed contract. The Government has no plans to provide any financial assistance.”
Answer: REMOVED “The Government has no plans to provide any financial assistance.” From Section L Volume III – Price.
5. All other terms and conditions remain unchanged.
