SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 05

1. Solicitation N0017419R0099 (20 NOV 2018) SOW paragraph 4.4 states a requirement for the contractor to obtain a POP cert and submit a report IAW CDRL A008. As the M51A4N cartridge is inert, and is not considered hazardous material, the contractor assumes that there is no POP certification required for this application, and no such submittal is required.

GOVERNMENT RESPONSE: The solicitation will be corrected. POP certification is not required for this contract.

2. The applicable unit load construction guidelines IAW Dwg. 6214082G include requirements for linear barcodes (NIIN, and Lot No. labels). As this requirement has been waived on previous contracts, request clarification on this requirement.

GOVERNMENT RESPONSE: The requirements detailed in drawing 6214082 are outdated and do not reflect current MIL-STD-129 barcode requirements or Navy Ammo barcode requirements addressed in NAVSUP P- 805 Appendix A. The AEPPL contains a two dimensional barcode either PDF 417 or Data Matrix format which includes all Human Readable Information (HRI) from the label. The application of the Two Dimensional Barcode Label (2DBC) is required for all pallet loads, unitized configurations and containers. Specifically, the Ammunition and Explosives Palletization and Packaging Label (AEPPL) 2DBC label. Only a single AEPPL label that has all the info integrated (including ownership code) is required. Please reference MIL-STD-129 for requirement.

3. Dwg. 5871720 specifies the color of the marking ink for the M548 ammo container as black. Typically, yellow ink is specified for ammo container markings. Requests clarification on the ink color.

GOVERNMENT RESPONSE: IAW MIL-STD-129R, marking may be applied by labeling or stenciling to meet the packaging requirement. Note 3 of drawing 5871720 calls out, “In lieu of stenciling, all marking may be applied using adhesive backed labels. Text shall be black on white background.” This is an alternative method. Stenciling is authorized for use for the M548 ammo container.

4. There is an approved ECP 0065-E-0004, affecting 7258961 Rev E (filler, long), which has been incorporated into previous 20mm contracts. This ECP allows for an alternate method of fastening the layers of fiberboard (glue vs. staples). Asking for concurrence to include this ECP into the packaging configuration for this effort.

GOVERNMENT RESPONSE: Subject Class II ECP 0065-E-0004 was executed against the 20MM PGU-27 A/B TP and 20MM PGU-30A/B TP-T cartridges on a 2005 Army (W52P1J-05-C-0065) contract to increase the lot size from 100,000 to 150,000 cartridges. The current requirement in the solicitation for the base award and option years are below the maximum lot size for this change. In addition, DTL-WS-35947, Detail Specification for the Cartridge, 20MM Plastic dummy, M51A4N, paragraph 4.3.1 Lot formation states that, “a production lot shall be not less than 25,000 and shall be not more than 75,000 cartridges, unless otherwise specified in the contract. The Government does not concur with including this ECP into the packaging configuration and request the contractor bid to the requirements put forth in the solicitation.

5. The CDRLS indicate the required USG response time for key milestone events. In the even the USG has changes to initial contractor submission and the contractor makes some corrections, how long does the USG have for a second revision response?

GOVERNMENT RESPONSE: Block 16 of the 1423s (CDRL) will be populated with initial and second revision response times to allow the contractor adequate time for a well prepared response. The Government shall confirm receipt of the data item. If the contractor has not received notification, they should contact the Government to ensure they are no delays to the deliverable. Normally the USG has 15 days to reevaluate the resubmittal.

6. As part of the FAT, rounds will do to Dahlgren to be cycled.

a) How long is the maximum approval period from receipt of parts to confirm acceptance or approval report?

GOVERNMENT RESPONSE: Please reference page 58 of the solicitation under FAR clause 52.209-4 it states the USG will supply a disposition on the testing 30 days after receipt of testing assets.

b) Will the USG provide any report on the test?

GOVERNMENT RESPONSE: Yes. The Government will provide written notification to the contractor accepting the test results of the first article upon the request of the contractor.

c) Can the contractor be present during the test?

GOVERNMENT RESPONSE: Yes. A formal request should be submitted to the Government’s Procurement Contracting Officer (PCO) to initiate the authorization process to participate in a test event at a Government site. Coordination with the test site shall be begin after the trip request is provided to include (a) participant’s contact information with job title, phone and email, (b) purpose for test visit, (c) test event and information interested in witnessing, (d) and dates of arrival and departure. The Government will evaluate the request and provide a written request for approval or denial. Background checks may be conducted on visitors who are not U.S. or Canadian citizens. Once approval has been granted, unescorted access to Dahlgren for these individuals will not be granted.

d) Does the contractor complete the FATR prior to this test being complete?

GOVERNMENT RESPONSE: The contractor cannot submit the FATR until all testing and acceptance tests are completed. The FATR is accept at destination.

7. DTL-WS-35947 – Para 4.3.4.2 now requires 100% profile and alignment. If this is done on an automated system, will the system be considered AAIE and subject to MIL-A-70625.

GOVERNMENT RESPONSE: The specification requirement is AIE, if the contractor chooses to exceed the requirement and provide AAIE as the inspection method this will be evaluated in the proposal.

a) If, yes would standards need to be made and out of what material and to what drawing?

GOVERNMENT RESPONSE: The material is dependent on the contractors AAIE inspection system. It would be subject to Mil-A-70625 and the contractual clauses.

b) If, yes would the USG provide a gage drawing that would allow for chrome or other plating to improve robustness of gage and longer life span?

GOVERNMENT RESPONSE: It would be IAW the drawing supplied on this solicitation. The contractor is responsible for their own AAIE inspection system designs to include all standards/gages.

8. DTL-WS-35947 – Para 2.2.1 references 7112/R07 Maintenance Index Page (MIP). This is not available on assist as indicated. Also which revision level?

GOVERNMENT RESPONSE: This will be corrected. MIPs are not applicable to this solicitation. Maintenance Index Pages (MIPs) are developed as part of the Integrated Logistics Support (ILS) effort for all new procurements, alternations and modifications of systems and equipment. It is an OPNAV, Chief of Navy Operations, standard for maintenance planning and administration.

9. DTL-WS-35947 – Para 4.3.1 requires that the lot size be 25,000 min. Based on prior efforts for similar requirements, this is possible, however not probable. What is process to get this adjusted or waived?

GOVERNMENT RESPONSE: Paragraph 1.1.1 of the specification states “unless otherwise specified in the contract.” Therefore, if the Quantity is less than 25000 cartridges upon award the minimum quantity is under 25000.

If the contractor chooses to take 50000 cartridges and make a lot less than 25000 cartridges a Request for Variance (RFV) will need to be submitted and approved by the Government for each lot.

10. DTL-WS-35947 – Para 4.3.2 requires that the lot be one lot of heads, stems and cartridges.

Based on prior efforts for similar requirements, this is possible, however not probable.

GOVERNMENT RESPONSE: Paragraph 4.3.2 will not be changed or waived.

a) What is process to get this adjusted or waived?

GOVERNMENT RESPONSE: This requirement will not be waived by the Government.

b) This is commercially impractical and will dramatically increase price. Contractor will be left with lot fragments that will either require waiver or scrapping good parts. What are the options to look at a change on this requirement?

GOVERNMENT RESPONSE: The USG is aware of the commercial limitations. Paragraph 4.3.2 will not be changed or waived.

c) This massively increases the need for Progress payment to allow the contractor to be paid, while we wait on the USG.

GOVERNMENT RESPONSE: Progress payments have been added to the solicitation.

11. DTL-WS-35947 – Para 4.3.3.1 Table III – Appears to add 100 rounds to be cycled through the

CIWS at Dahlgren for every lot. Please confirm.

GOVERNMENT RESPONSE: Yes, this is correct.

a) Is there any alternative to this course as it will dramatically effect production and deliveries?

GOVERNMENT RESPONSE: There is no alternative the USG wishes to consider. Lot size restrictions are identified in the specification.

b) Please confirm USG timelines to support this effort. What is the time to test from receipt of materials and time to report from completion of test? Can the contractor witness?

GOVERNMENT RESPONSE: Government timelines to support a testing effort is based on the receipt of assets at the test site. Testing will not be scheduled until assets proof of delivery and inspection of the assets at the site have been conducted. Test completion and reporting to the Government is defined in the solicitation of the CDRL for acceptance testing and reporting.

c) Unless the contractor runs at risk, there is a possibility of a lot failing the cycle test while multiple other lots are in production. How does the USG suggest we mitigate this risk?

GOVERNMENT RESPONSE: The USG refrains from providing advice to Offerors on how to mitigate manufacturing risks.

d) If the contractor runs 25,000 piece lots and the USG takes even 30 days for a cycle test, that would leave the contractor only 60 days. This is going to pose a problem for 90-day FAT requirement. Can this be waived or extended?

GOVERNMENT RESPONSE: This requirement cannot be waived. The 90-day FAT requirement is contractor notification from the Government to determine if a FAT is required.

12. DTL-WS-35947 – Para 4.3.3.1 Table III Notes – 1,2,4 reference Section 4. This is vague as section 4 is 8 pages. Can this references be tightened up to specific paragraphs?

GOVERNMENT RESPONSE: Para 4.3.3.1 Table III Notes and Section 4 is designed to ensure that the documentation in the specification is accurate and complete to describe the test parameters for the configured item.

Section 4 is the interface management section for the conformance inspection criteria. Paragraphs for examination or test of components and characteristics are referenced in the requirement and verification columns for the configuration of plans and procedures that describe how to meet the test requirements in the specification. The specification will not be modified to revise the paragraphs.

13. We have reviewed Amendment 004. I believe it is the government's intention to also furnish the Chamber Gauge (PN 5871470). If so this should have been included in the GFP schedule.

If it is not the government's intention to provide the Chamber Gauge then the complete Chamber Gage drawing set should be provided so that it can be included in our proposal pricing.

GOVERNMENT RESPONSE: The Government does not plan to provide Chamber Gauge (PN 5871470). The Government will provide the gage drawing for industry to determine appropriate pricing to build a gage.
