SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 04

The purpose of this amendment is to respond to industry questions and extend the solicitation to 14 February 2019.

Attachment 01 - GFP is updated to include MK 7 Link Gages.

The Government will not consider further questions or requests for extensions.

Correction to Amendment 02: 30) Please confirm it is acceptable to offer NTE for the Option periods.

GOVERNMENT RESPONSE: This contract is an FFP type contract, Not to Exceed Pricing will not be considered.

1. Please provide drawings: 5871470 6214082 7259015 7258966 7258963 7258962 7258961 7258960

GOVERNMENT RESPONSE: The requested drawings have been provided.

2. The following question refer to the government responses provided in Amendment 002:

We require clarification of the governments’ response to Question 32: What is meant by “NTE for the Option Periods”? Does this mean that Not to Exceed pricing can be offered for the Option Periods? If yes, can NTE pricing be offered for the base CLINs? Is this defined in the solicitation?

GOVERNMENT RESPONSE: This contract is an FFP type contract, Not to Exceed Pricing will not be considered.

3. Reference response to Question 37: “The contractor shall pay and bear the freight charges and owns the goods while they are in transit to the FMS location.” Does this mean in transit to the freight forwarder or all the way to the destination country?

GOVERNMENT RESPONSE: The FMS items will be inspected and accepted at Origin. After the Government inspects/accepts, the freight forwarder takes possession in transit to the FMS country and the contractor is no longer responsible for the goods.

4. The governments’ response to question 38 indicates that Option sub-CLIN 0004AB could be awarded independently. Should we assume that in this case the minimum lot size of 25,000 for the item would be waived?

GOVERNMENT RESPONSE: Although sub-CLINs0004AA and 0004AB are independently priced options, subCLIN 0004AB would not be awarded without subCLIN 0004AA, for a quantity of 53,200 cartridges.

5. MIL-STD-129 requires 2D Bar codes and RFID tags. Will these be required for this procurement? If so will these be required on each ammo can and/or on each palletized unit load?

GOVERNMENT RESPONSE: 2D bar code labels are required on all containers (ammo can and palletized units).

IUID is not required for this item nor applicable for the contract. RFID tracking is not a requirement for this contract.

6. We require further clarification of the IUID requirement (reference answer to question 43). It is clear from drawing 8563566 note 5 that the end item lot number is to be marked on the 20mm Dummy Cartridge. However, the governments’ response to question 43 would seem to indicate that an IUID marking should go on each cartridge.

In our experience an IUID marking is different from the end item lot number. Based on our review of DFARs 252.211-7003 an Item Unique Identification (IUID) marking is constructed of several data elements, not just a lot number, and normally includes linear and 2D barcodes.

GOVERNMENT RESPONSE: The IUID marking and end item lot numbers are different. IUID has been removed.

7. Are any markings required for the 20mm Dummy Cartridge PN 8563566 other than the Nomenclature and End Item Lot number as defined on drawing 8563566?

GOVERNMENT RESPONSE: Please reference PN 8563566 Note 5, M105 that calls out the markings on the 20MM Dummy Cartridge.

8. Is there a requirement to serialize the 20mm Dummy Cartridge?

GOVERNMENT RESPONSE: No, there is no requirement to serialize the 20mm Dummy Cartridge.

9. Are IUID markings required on the Ammo Cans, or the Palletized Unit Load?

GOVERNMENT RESPONSE: No, there is no requirement for IUID markings required on the Ammo Cans or the Palletized Unit Load.

10. Reference response to Question 45) It is clear what testing is required for First Article and Lot Acceptance.

It is unclear if some tests are to be performed by the government or if all tests are to be performed by the contractor.

Based on the responses to other questions presented in Amendment 002 it would appear that Cycling tests are performed by the government at Dahlgren. Please confirm that the contractor is to perform all required testing except for cycling testing for both FAT and LAT and that the government will perform cycling testing at Dahlgren.

Is the contractor responsible for the costs of cycling testing at Dahlgren?

GOVERNMENT RESPONSE: Contractor is required to perform all testing with the exception of the cycling test at Dahlgren. USG will cover all test costs at Dahlgren for FAT and LAT. The Contractor shall be responsible for coordinating with Dahlgren test personnel for shipment and receipt of test assets.

11. For FMS shipments will the government provide the required export licenses or is the contractor to obtain them?

GOVERNMENT RESPONSE: USG is responsible for the required export licenses.

12. Amendment 02 – Question 3 & 17 – WS 18782E. We see the relevance of this document for the FMS can marking. Please confirm that paragraphs 3.4.1, 3.4.2, 3.4.3, Table I, 3.4.5, 3.5.4 are not applicable to this solicitation or M51A4N.

GOVERNMENT RESPONSE: Yes, the paragraphs identified are applicable.

13. Amendment 02 – Question 30 states that “USG requests bids to the solicitation include acceptance testing and transportation costs in your submission,” after referencing the Test System at Dahlgren. This statement is confusing. It is clear we cover shipping costs to Dahlgren. Does this also mean the contractor is to solicit Dahlgren for pricing to run the test? Or that we are to include in our costs support staff to be present at Dahlgren? Or other?

GOVERNMENT RESPONSE: FOB destination on test assets to Dahlgren are applicable. Contractor is not responsible for test costs at Dahlgren. Contractors are responsible for travel costs of contractor personnel.

14. Amendment 02 – Question 30 – Can the contractor witness tests at Dahlgren?

GOVERNMENT RESPONSE: Yes, contractors can witness tests at Dahlgren. Contractors are required to provide the name of contracting personnel, job title, and nature of visit to Contracting and Dahlgren for authorization and approval at any test site. Proper advance notification to any tests shall be required for timely approvals.

15. Amendment 02 – Question 28 – Can the contract submit a second proposal where we supply the pallets and remove the CDRL which would be a lower cost to the USG?

GOVERNMENT RESPONSE: Pallets will be provided as GFM for this contract. Contractor shall notify the USG prior to need date for production.

16. Is this a limit to the number of alternative proposals?

GOVERNMENT RESPONSE: Alternative proposals will not be accepted. The contractor should submit one proposal.

17. Amendment 02 – Question 32 – NTE Option pricing. If the contractor chooses to include NTE pricing, what mechanism (contractor letter, audit, or other) will be used to determine final option pricing? What benefit to the contractor is NTE pricing?

GOVERNMENT RESPONSE: This contract is an FFP type contract, Not to Exceed Pricing will not be considered.

18. Amendment 02 – Question 33 – Drawings have not been provided for the Link Gages or a drawing number.

Will these be provided?

GOVERNMENT RESPONSE: Drawings for the link gages will not be provided for this contract. Link gages will be provided as GFM.

19. Amendment 02 – Question 34 – Alternative Schedules. What format or mechanism should contractors use to provide this information?

GOVERNMENT RESPONSE: Contractor format is acceptable for all schedule submissions.

20. Amendment 03 – Question 06 – GSE – what paperwork or reporting requirements are necessary to request, receive, monthly account for/of and return of the GSE?

GOVERNMENT RESPONSE: The Government assumes this is in reference to GFP. The contractor should refer to SOW paragraph 4.8 as well as GFP solicitation clauses. Contractor shall notify the USG prior to need date for production.

21. Amendment 03 – Question 10 b – this question was not answered and only referred back to previous questions. There are no weights on the individual items only the assembly. Is the contract to guess? What if we guess wrong?

GOVERNMENT RESPONSE: There are no weights on the individual items, only a combined head/stem assembly weight of 3353 +/- 80 grains per Note 9 (M105) on drawing 8563567.

22. Amendment 03 – Question 14 – Drawing 8653567 Note 2 is only pointing to the Stem on page 1 of 3.

Please confirm note 2 (material) applies to both head and stem.

GOVERNMENT RESPONSE: Yes, note 2 (material) applies to both head and stem.

23. Amendment 03 – Question 14 – Drawing 8653567 Note 1 is only pointing to the head. Does that mean note 1 does not apply to the stem?

GOVERNMENT RESPONSE: Note 1 applies to both the head and stem.

24. Amendment 03 – Question 16 a,b,c,d – Will the USG allow an additional month for contractors to build parts and test this change to the TDP to confirm this change does result in a defective TDP?

GOVERNMENT RESPONSE: Contractor is required to support the schedule requirement defined in the contract.

If the contractor cannot meet the schedule requirement, a procurement letter with justification shall be provided for review and disposition.

25. Amendment 03/04 – This included Drawing 2923568 Rev F, which was already supplied. Is there any difference in old Rev F to new Rev F?

GOVERNMENT RESPONSE: Contractor shall be responsible for performing a self-evaluation of the drawings identified in the current TDP.

26. Amendment 02 Question 04 – Requested drawing 4797064. This has still not been provided.

GOVERNMENT RESPONSE: There is a drawing 497064 associated with the 20MM MK244 APDS cartridge drawing which is not applicable to this solicitation. The USG does not have drawing 4797064 associated with this

TDP.

27. Amendment 02 Question 04 – Requested drawing 6264393. This has still not been provided.

GOVERNMENT RESPONSE: Drawing 6264393, 20MM MK149 APDS cartridge drawing, is not applicable to this solicitation.

28. Amendment 02 Question 07 – Requested drawing 11075799. This has still not been provided.

GOVERNMENT RESPONSE: Drawing 11075799 does not exist in the TDP. Please clarify if this is the correct drawing.

29. After drawing review from a prior effort, it was noted the stem does not have a drilled hole in the back as before. Please confirm

GOVERNMENT RESPONSE: Yes. This cartridge has never had drilled holes in the design.

30. The supplier's recommendation is that the stem will need to be passivated like the head since it is now made out of 303 stainless. Please advise.

GOVERNMENT RESPONSE: Yes. The stem will need to be passivated because it has a stainless steel material.

31. Was the intent of the solicitation to say that the Freight Forwarder will pick up cartridges from the contractors facility (FOB Origin) and not FOB Destination requiring the contractor to deliver the cartridges to the end user.

GOVERNMENT RESPONSE: Yes. The FMS CLINS have been changed to FOB Origin.
