SUMMARY OF CHANGES

1.) SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:

Medical and dental referrals to reliable health care providers and advisory services in foreign countries which meet
U.S. standards. (Additional details in 3.6 PROVIDER NETWORK)
TO:
3.3 MEDICAL SUPPORT SERVICES

FROM:
3.6 PROVIDER NETWORK

2 RFP Section B
Secton L, Table 1 (p.
85)
Please clarify the number of annual international travelers. In Section
B, the quantity for CLINs 0001, 0004, and 0007 is 280 and it is not clear how the table in Section L relates to this number, and how it should be used in the pricing proposal. What is the number of annual (unique) international travelers?
The quantity of 280 provided for CLINs 0001, 0004, and 0007 is based on the number of trips annually. The table in Section L does not correlate with CLINS 0001, 0004, and 0007, as it was provided to assist in the proposal of CLINs 0002, 0005, and 0008 only. The average number of international travelers annually is
206.
PWS
Section 3.3 Please clarify the requirement
“Medical and dental referrals to reliable health care providers and advisory services in foreign countries which meet U.S.
standards.” Most countries outside the U.S. do not have healthcare providers that meet U.S. standards.
Is it acceptable to have global access to a U.S. licensed medical team for advisory, oversight, and case management? Alternatively the Government could amend by stating the following phrase, “which provide high-quality, best value healthcare.”
We agree that the amendment suggested meets the necessary standards requested and will amend to reflect
“which provide high-quality, best value healthcare.”
PWS
Section 3.6 In certain instances provider assessments may not be performed due to various reasons, including but not limited to, security, political instability and/or provider availability. Therefore, would the
Government consider amending the requirement as follows, “Contractor shall, on a best-efforts basis, complete on-site provider assessments at least every 3 years by qualified medical, security and aviation specialists for all services to be rendered under this contract.”
This is a reasonable request and will still allow reasonable assessment of all providers and an acceptable amendment.

5 PWS Section 3.8.1 This paragraph states, “All beneficiary records, including (but not limited to) Beneficiary History and Deductible Files as described in DoD 6025.18-R…” Please clarify what records are anticipated by this statement, as the term
“traveler” seems more appropriate than “beneficiary” and the content of “Beneficiary History and
Deductible Files” is not clear..
Beneficiary is reflecting the traveler who would be covered under the service.
Beneficiary History File:
A system of records consisting of any record or subsystem of records, whether hard copy, microform or automated, which reflects diagnosis, treatment, medical condition, family history records, correspondence, memorandum, or any other personal information with respect to any individual, including all such records/reports acquired or utilized by the contractor in delivery of health care services, in the development and processing of claims, or in performing any other functions under a contract.
1. Hard Copy Claim Files.
2. Automated History Files. The electronically maintained record of a beneficiary’s medical care and related administrative data, including such data on charges, payments, deductible status, services received, diagnoses, adjustments, etc.
DEDUCTIBLE: Payment by the beneficiary
6 PWS Section 3.9.3 Please clarify “network utilization and best experience” including how this would be measured and reported. Depending on the complexity of expectations of this requirement, this could be a significant cost driver.
Network utilization is the ratio of current network traffic to the maximum traffic that the port can handle.
Want to ensure the network can handle the needs to provide access with limited issues (i.e. inaccessible network due to heavy traffic)
Best experience is related to the customer being provided the necessary information and assistance needed during an emergency situation. Proper handling and response to the end-user.
PWS
Section 7.4 Please clarify the applicability of the ECMRA requirement, particularly with respect to
Commercial Services. Given the nature of how a medical, travel, and security assistance program is delivered to a client, it is suggested that these requirements may not be applicable. The anticipated contract type is FFP with no cost reimbursable or time and material/labor hour line items.
Individual’s direct labor hours are not recorded and charged against a specific project as a standard practice in this industry, and would require significant process change to implement this reporting requirement.
In accordance with the Office of the Secretary of
Defense memo dated November 28, 2012, ECMRA is required for ALL Department of Defense service contracts.

8 Section G IHEODTD
76 Item 4.3
Please clarify that the requirements with regard to Citizenship in this section apply only to those individuals accessing the Federally-controlled Activity, and not all
Individuals working on this contract. Because of the international nature of how assistance services are delivered, this requirement is not practical if it applies to all individuals working on the contract.
Correct, the citizenship requirement applies only to individuals requiring physical access to the federal activity.
9 Section I FAR 52.212-
5(b)(16) &
(17) 52.219-8 and 52.219-9
Please clarify/confirm that this is applicable only if the contract amount exceeds the simplified acquisition threshold, for commercial items $7.0M
As a full and open requirement with a small business goal, FAR 52.212-5(b)(16) & (17) 52.219-8 and
52.219-9 are applicable.
