SUMMARY OF CHANGES (REVISED)
SUMMARY OF CHANGES
1. The purpose of this amendment is to answer questions from potential offerors.
2. The following questions and answers are provided:
Q1) I see on amendment 0001 the Government provided historical contract numbers and vendors; however, I did not see where quantity and contract award pricing was provided. Can the Government provide us with this information?
A1) No, the Government provided all available information.
Q2) What is the weight of a finished MK 812 container? This information was not provided on the drawing.
A2) The weight of a finished MK 812 container is approximately 105 pounds empty with IM Shield.
Q3) For container MK 833, the Support Frame (8485943) requires 2 coats of primer per TT-P-645. It does not appear that it specifies a color. What color is to be used?
A3) Green is the preferred color.
Q4) Due to the relevance of these containers to some of our past contracts, we wanted to verify that there was not a requirement for POP (Performance Oriented Packaging) Testing. We did not see this called out in the Solicitation.
A4) All POP testing will be performed as necessary. However, all POP testing will be performed by the Government on a production unit delivered. As such, there is no POP Testing requirement included in the solicitation. This was purposefully not called out in the Solicitation.
Q5) On the Lanyard (Print# 9982) for the MK 833 container, the part number provided is a Carr Lane part number
(CL-12-SKA-12) and Carr Lane is indicating that the part number is an “incorrect or obsolete part number” and cannot cross-reference them to current Carr Lane part numbers to quote. Please provide a current Carr Lane part # in order to provide a quote for this part.
A5) Please see the last page of this amendment for a screen capture taken directly from Carr Lane’s website on 24
January, 2017. The screen capture provides the appropriate information needed.
Q6) Part # 8485940-7 (Cushion, FWD) of the MK 833 container calls out for “Polyethylene Foam, Closed Cell”;
however, the prints do not call out the specifications for the Polyethylene Foam, Closed Cell. Is the Foam to be per
CID A-A-59136? If so, what Class, Type, Grade and Density is required for this material?
A6) The A-A-59136 specification would be a good source document for this application. The Government left this option open to the vendor. As long as it is a closed cell foam from polyethylene, any would meet the criteria.
Q7) A vendor will not be able to provide their pricing to us until after the Solicitation closes. Would it be possible to receive a 7 day extension to 6 February, 2017 in order to complete pricing?
A7) No, the Government will not extend the Solicitation open period as requested. The closing date will remain 31
January, 2017 at 4:30 PM EST.
Q8) Reference Amendment 1, Q8; The Government in this question accepted step ladder pricing. How will this be evaluated under Factor 3 Price (Solicitation pg. 109)?
N00174-17-R-0001
A8) For those items with step-ladder quantities, the Government will use a predetermined (but not disclosed to
Offerors) quantity within the range of step ladder quantities to be evaluated for each such CLIN and will evaluate that quantity, including the proposed unit price. The selected predetermined quantity within the range of step ladder quantities may be different between CLINs. The unit price in the randomly selected step ladder range for each CLIN will be used in the calculation of the evaluation position. The evaluated position will be developed by multiplying the Offeror-proposed unit price by the Government’s predetermined quantity IAW the proposed step ladder unit prices and adding it directly to the other CLINs. Price will be evaluated for the base year and all option years.
Evaluation of the option periods will not obligate the Government to exercise the option periods.
Q9) Reference Solicitation pg 99, para 4.1; specifies 12 pt Times New Roman, while section 5.0 Vol I specifies not less than 10 pt Times New Roman or similar. Would the Government accept 12 pt Times New Roman for text with larger for headings? (ie not less than 12 pt Times New Roman)?
A9) The Government will accept 12 point Times New Roman or similar font. The Government will not accept a font point that is larger than 12 point Times New Roman or similar. The Government will also not accept any font point that is below 10 point. The acceptable range is between 10 and 12 point font, Times New Roman or similar, for all text.
Q10) What input is the Government looking for under Proposal Adequacy Checklist (item 3-36)? Due to the variation in quantities (1-150, 1-200, 1-50) it would be extremely difficult to provide cost and pricing data across the wide range of scenarios. Also it appears that the contract will be Firm Fixed Price IDIQ with adequate price competition.
A10) Clause 252.215-7009 Proposal Adequacy Checklist Jan 2014, in Section L, was included in this solicitation in error. That clause has been removed from the solicitation.
3. The question and answer period has closed as of 4:30 PM EST on 23 January, 2017. All questions submitted before that time have been answered by this and previous amendments.
4. All other terms and conditions remain unchanged.
5. The closing date remains 31 January, 2017 4:30 PM EST.
