SUMMARY OF CHANGES (REVISED)
SUMMARY OF CHANGES
1. The purpose of this amendment is to answer questions from potential offerors.
2. The following question and answers are provided:
Q1) How should we price the CLINs that are listed with a “Not-To-Exceed” dollar amount?
A1) You should price these CLINs so that the price does not exceed the amount provided by the Government. The not to exceed amount is the maximum value of the CLIN. Specific unit prices will be requested for individual delivery orders.
Q2) In the CLINs with “Max Quantities,” do we price the maximum quantity or is there another quantity that needs to be priced for this submission?
A2) These CLINs should be priced to allow the Government to order between 1 and maximum quantity for each container, as specified in the solicitation.
Q3) We understand that there is a minimum award, but is there a minimum quantity that will be awarded to each awardee that we should price too?
A3) This is an Indefinite-Delivery-Indefinite-Quantity type contract. The minimum guarantee of this contract is
$3,000 for a successful offer that results in an award. There is not a minimum quantity guaranteed to awardees on this type of contract.
Q4) Should pricing include packaging? In section 4.0 (Shipping Instructions) of the solicitation, it indicates that the packaging specification will be provided on each DO.
A4) Yes pricing should include packaging.
Q5) Are we required to provide a quote on every future DO when released? We may come across a specialized container that we are not able to manufacture during the life of the contract.
A5) Since there will be multiple awardees, the Government desires as many responses to each DO as possible. The
Government understands that awardees may not be able to quote every DO; however, it is expected that if an awardee is unable to provide a quote when requested, then the awardee shall inform the Government that they will not be submitting an offer on that specific DO.
Q6) Was drawing 7516708 listed in Attachment 1 and the SOW in error?
A6) Yes, drawing 7516708 was listed in error and is not required.
Q7) Will the welders’ certificates count towards the 15 page limit of Factor I Subfactor 1?
A7) No, the certificates are not included in the page limit.
Q8) Would it be acceptable to submit stepladder maximum pricing based on the quantity ranges for each CLIN?
A8) Yes, the Government will accept this type of pricing on this solicitation.
N00174-17-R-0001
Q9) Have the MK 792, MK 812, and MK 833 been sourced by the Government before? The MK 792 was sourced per solicitation #N0002404R6111 on 7-8-2004. Are there more recent solicitation/awards for this and the other containers and records that indicate contract number, vendor, quantity, and contract award pricing?
A9) The Government is able to provide the following for each container:
MK 792 Mod 0:
Contract Number: N0074-11-D-0026 DOs 0001/0003/0006/0007/0009/0017/0018
