AMENDMENT 0002 QUESTIONS
N000174-16-R-0003 AMENDMENT 0002 - Questions and Answers
40. QUESTION
In reference to the answer to Question 15 where the government states that the contractors need to write to PWS
Section 4.0- Program Management and Reporting within Volume 1- Technical , will our content that we provide to these subsections be included in the 45 page limit or will this addition be given its own page limitation in the
Volume. Please clarify.
40. RESPONSE
Yes, technical information included in the technical proposal addressing the SOW Section will be part of the 45 page limit.
42. QUESTION
Section L, Page 97, Subfactor 2 - Facility Security Clearance/Personnel Resources
Does the matrix need to address all labor categories (approximately 45 employees)? Or does the matrix need to address just the key personnel (approximately 10 employees)?
42. RESPONSE
Key personnel should be addressed by name and title. Other personnel can be addressed by title only and hours compiled in each category, or not, at the offeror’s preference, to meet the objectives of Technical evaluation sub-factors. The offeror can opt to propose a different labor category mix than that shown in Section L, Table 1 but would need to provide explanation and justification for that labor mix.
43. QUESTION
We need to know if the Section J Attachment 7, Cost Summary Format formulas can be changed to agree with our accounting practices approved by DCAA? Please let us know your decision.
43. RESPONSE:
The cost summary format was provided as a means for all vendors to submit cost information in a similar manner and to assist with cost analysis/realism. There may be slight changes in the application and submission based on your approved DCAA accounting methods.
44. QUESTION
Section I, Page 59 of 108
Please confirm which version of DFARS 252.204-7012 Safeguarding Covered Defense Information and Cyber
Incident Reporting is applicable to this solicitation. Section I Contract Clauses cites the OCT 2015 deviation, but this was superseded by the DEC 2015 version.
44. RESPONSE
Reference Amendment 0001 question/answer #19. The Oct 2015 version of the clause is the current version available in our Standard Procurement System (SPS) at this time and is the version which is applicable to this solicitation.
45. QUESTION
Section F, Page 29 of 108
For planning purposes, what is the anticipated award date of this IDIQ?
45. RESPONSE
The Government anticipates contract award(s) to be made during 1 st Quarter of FY17
46. QUESTION
Section M, page 103 of 108 #4: “No subcontractor can perform a greater amount of the effort than the prime…” Please clarify if this is at the Contract Level or Task Order level?
As an industry leader, we believe that it is highly unlikely that primes will perform a greater amount of the work in all 9 technically specialized areas than their subcontractors. With a potential of up to 5 contract awards, this requirement may unnecessarily restrict government procurement objectives. Would government consider removing it?
Please clarify whether #4 refers to all subcontractors (collectively) or a single subcontractor who cannot do more work than prime.
46. RESPONSE
The limitation of “No subcontractor can perform a greater amount of the effort than the prime…” is intended to apply for an IDIQ Contract Award. “Collectively;” all subcontractors on all task orders under an IDIQ Contract
Award cannot do more work than the prime.
47. QUESTION
Section L. 5, Sub-factor 2: Facility Security Clearance/Personnel Resources, p97
This section states that “Offeror’s should identify at least one key person for each functional area in which they are claiming capability.”
Can the government confirm these are NOT Key Personnel positions?
If these are key personnel positions, can the government confirm which key personnel labor category in Section L, Table 1, they correspond to?
47. RESPONSE
Key persons could be one of the defined key personnel positions or not. Resume information in the form of an attached resume or information provided in matrix should be provided in the proposal for identified key personnel identified by the offeror and meeting the minimums specified for key personnel in Section C. The offeror can opt to propose a different labor category mix than that shown in Section L, Table 1 but would need to provide explanation and justification for that labor mix. It is expected the offeror would exceed the minimum key personnel requirements to show value, capability, and expertise.
48. QUESTION
Section I, FAR 52.222-42, p65
Please provide the corresponding occupation code for each of the SCA positions.
48. RESPONSE
The Government has included and identified key and non-key positions we anticipate to be utilized. The
Government does not have any occupation codes to provide. In accordance with Section L, clause IHD 195
Volume III Service Contract Act labor categories shall be identified by the offeror.
49. QUESTION
Section I, FAR 52.222-49, p65
Considering all places of possible performance are unknown, are all offerors to use the wage determination attached to the solicitation for evaluation purposes? As requirements are defined at the order level the appropriate wage determination will be used to price the orders.
49. RESPONSE
The Wage Determination provided was for the Washington DC, Maryland and Virginia locations which are locations closest to the Government technical points. As identified in Section L clause IHD 195…In accordance with FAR 22.1009-4, all possible places of performance are unknown. Depending on the actual vendor/performance locations other wage determinations may be applicable and will be incorporated into the contract/task order document(s) at the time of issuance.
50. QUESTION
Section L, Volume I Technical Subfactor 2, p97
Volume III Direct Labor Section, 4th paragraph, p99
The personnel section L states offerors are to provide names of key personnel. This Volume III section requires employee name, hours and hourly rate for each labor category and offerors are not to use composite rates for categories and should reflect actual rates. Since the personnel section only requires names for key personnel, confirm the cost volume requirement to provide names and actual rates is for key personnel only?
50. RESPONSE
Information for Key personnel is a minimum requirement. The offeror is encouraged to exceed this requirement to provide more information for evaluation.
51. QUESTION
Section L, Volume III Direct Labor Section, 6th paragraph, p100
This section requests an FPRA and an explanation of how direct labor rates were calculated. Per the 4th paragraph, offerors are to use actual rates. Are offerors to use actual rates for key employees and composite rates for all other positions?
51. RESPONSE
In accordance If the Offeror has a Forward Pricing Rate Agreement (FPRA) with DCAA, a copy shall be furnished in addition to the cost proposal. If an Offeror does not have a FPRA, the Offeror shall provide rationale within the
Cost Narrative as to how direct labor rates were calculated. The FPRA does not count toward page limitations.
In accordance with Section L, clause IHD 195… The Offerors are instructed not to use composite rates for the labor categories; the cost proposal should reflect actual rates.
52. QUESTION
Section L, Volume III Direct Labor Section, 8th paragraph, p100
“offerors may be requested to provide copies of actual payroll data”
Section M Factor 3 Cost , p106
This section states realism will be evaluated based on pertinent cost information including DCAA rate recommendations for direct labor.
Question – Please clarify if offerors are to bid Actual direct labor rates or labor rates from an FPRA if applicable.
52. RESPONSE
In accordance with Section L, clause IHD 195… The Offerors are instructed not to use composite rates for the labor categories; the cost proposal should reflect actual rates. If you have DCAA approved FPRA rates you can use those in your proposal submission.
53. QUESTION
Section L, Volume III 2nd paragraph, p98
This section requires offerors to identify the subcontractors that will fulfill the 25% SB requirement on the cost summary format. How are offerors to identify this on the provided template?
53. RESPONSE
In accordance with Section L, clause IHD 195….the Prime shall identify the labor category, employee name, and hours of all proposed subcontractors and/or consultants in accordance with the format prescribed in the
Cost Summary Format. Offerors may expand the template by inserting additional lines to reflect the work force being proposed. The prime shall instruct subcontractors and/or consultants to submit supporting cost proposals in the same format as required for the Prime. Subcontractor and/or consultant proposals should only reflect their proposed hours and costs. If a proposed subcontractor and/or consultant does not want to disclose detailed pricing information to its prime contractor, then the subcontractor and/or consultant shall submit complete cost proposal spreadsheets in accordance with the outlined instructions.
54. QUESTION
Section L, Volume III Table 1, p100
This table provides hours for each labor category and an assumption a work year is 1,920 hours. For the 2 key positions, how many individuals are the Government expecting to be proposed since the hours provided in the table would not be full FTEs based on the 1,920 hours.
54. RESPONSE
The Government would expect there to me more than one person identified. Addressed in Amendment 0001 also.
55. QUESTION
Section L, Volume III, 5th and 6th paragraph, p98
Requires subcontractor packages to be submitted. The 6th paragraph states if subs do not have DUNS/CAGE code, they can transmit in a password protected manner.

66. QUESTION
Section J, Attach 7 Cost Summary Format
Comment: There appear to be formula errors in the Cost Summary Format template. Please review formulas on all tabs.
Example: Hours do not sum correctly.
Example: Direct Labor rates for out-years are not calculating correctly. They are pulling information for the wrong worksheets.
Question: In the opinion of the Government, are these calculations correct? If not correct, is it the intent of the
Government to release an updated Cost Summary Format template?
Question: The Attach 7 Cost Summary Format Template has several formulas under Prime Contractor Indirect
Labor Cost that points to Base Year indirect rates (overhead, fringe, G&A) for all Options. Is it the intention of the government that we hold all indirect rates to the base year, or is that an error and we should be overriding the formula and entering our FPRA rates by year into the spreadsheet?
66. RESPONSE:
Another version of the Section J, Attachment 7 will be uploaded with this Amendment 0002 document
67. QUESTION
Section B, Page 2, and 101 of 108; Amendment 0001 Question #28 page 14 of 38; page 32 of 38

VOLUME II – PAST PERFORMANCE (FACTOR 2)
Past performance information shall be provided for the Prime and all subcontractors in order to develop an Offeror's past performance rating.
Past performance information is one indicator of an Offeror’s (to include prime and subcontractors) ability to perform the Contract successfully. In the evaluation of an Offeror’s past performance, the Government reserves the right to use relevant performance within the past five years. Relevant and timely past performance information in the Contractor Performance Assessment Reporting System (CPARS), and the Past Performance Information
Retrieval System (PPIRS) (http://www.ppirs.gov/) including the Federal Awardee Performance and Integrity
Information System (FAPIIS) will be considered during the evaluation of an Offeror’s past performance.
Using the Past Performance Matrix (as listed in Section J), the Offeror and all subcontractors shall provide a separate list of relevant contracts that were performed within the last five years. Contracts that are listed in PPIRS are preferred. The list for the Prime shall contain no more than seven relevant contracts. In addition, each teaming subcontractor shall complete a separate matrix and provide no more than seven relevant contracts. The identified relevant contracts shall focus on performance that is relevant to the current solicitation requirement (i.e., cited in the
Performance Work Statement of this solicitation). Relevancy includes similarity of service/support, complexity and dollar value. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. If the Offeror has no relevant past performance within the last five years or cannot provide a list of relevant contracts, then the Offeror must provide an explanation.
Past Performance Questionnaires (as listed in Section J) only apply to relevant contracts for which performance information is not available through PPIRS. The Offeror and teaming subcontractors shall submit the Past
Performance Questionnaire to all of their references listed on the Past Performance Matrix that have NO PPIRS contracts, and shall request the references to complete the Past Performance Questionnaire and return it directly to:
NSWC IHEODTD

The Offeror shall submit its cost proposal in accordance with the format entitled “Cost Summary Format” http://www.ppirs.gov/ mailto:%20yolanda.riley@navy.mil contained in Section J of the solicitation. Prime contractors and all teaming subcontractors MUST provide their company name; complete address; point of contact with phone number; and solicitation number at the top left of the “Cost Summary Format” template. Service Contract Act labor categories shall be identified by the Offeror. Do not lock any cells. Locked cells will make it difficult for the Government to evaluate the cost proposal. The Offeror shall provide a narrative to explain any assumptions and the application of all burdens.
This narrative shall be included as an attachment and cross referenced to the specific section of the cost proposal.
In addition, the Offeror shall provide a narrative to justify any labor category that results in the Government paying a fully burdened labor rate in excess of $156 per hour (with indirect rates and fee applied).
The Cost Proposal submitted by an Other Than Small Business Concern shall demonstrate that at least 25% of the overall total dollar amount of the cost proposal will represent subcontract awards to Small Business Concerns. The
Offeror shall clearly identify in its “Cost Summary Format” the proposed subcontractors it will use to fulfill the small business subcontracting plan requirement of 25%.
THE OFFEROR SHALL SEND ONE COPY OF ITS COST PROPOSAL TO ITS COGNIZANT
DCAA CONCURRENT WITH ITS PROPOSAL SUBMISSION TO NSWC IHEODTD. THE
OFFEROR SHALL INSTRUCT ITS PROPOSED SUBCONTRACTORS AND CONSULTANTS, IF
ANY, TO DO THE SAME. The Offeror shall provide confirmation and date that copies of its cost proposal were submitted to DCAA, along with a telephone number and point of contact at DCAA.
In accordance with FAR 52.244-2, when subcontractors and/or consultants are proposed, the Prime shall clearly identify their cost information to include a description of the supplies or services to be subcontracted;
identification of the type of subcontract to be used; identification of the proposed subcontractor; and the proposed subcontract price. In addition, the Prime shall identify the labor category, employee name, and hours of all proposed subcontractors and/or consultants in accordance with the format prescribed in the Cost Summary
Format. If a proposed subcontractor and/or consultant does not want to disclose detailed pricing information to its prime contractor, then the subcontractor and/or consultant shall submit complete cost proposal spreadsheets in accordance with the following instructions:
The submission must include the solicitation number and the name of the prime contractor. Cost data provided separately by a subcontractor or consultant should be received by the time and date specified for receipt of proposals.
