Task Order Statement of Work Surface EW Systems Research and Prototyping
1. Introduction/Background
The Surface Ship System Development Section of the Tactical Electronic Warfare Division of the Naval Research Laboratory (NRL) develops Electronic Attack (EA) technology, Directed Energy (DE) technology, fabricates system prototypes, conducts system demonstrations, and installs systems on Naval platforms to improve the electronic warfare (EW) capability of the Navy. This work spans the spectrum from basic research to fielding of prototype systems on Navy platforms, and leverages heavily on continued review and analysis of the most current threat intelligence data. This work is funded by a variety of work units from multiple sponsors and supports currently fielded systems, ongoing acquisition programs, advanced demonstrations, applied research projects, and quick reaction efforts. The majority of work shall be conducted onsite at NRL’s facility in Washington, DC. Some work shall be competed at the Contractor’s facility. Some installation work may be required at US Naval bases in the United States and overseas.
2. Scope
The scope of this task covers efforts in EW research, system prototyping, and test and evaluation (T&E) that will be led at the Branch Level for a one (1) year base period, and two (2) one (1) year option periods. Efforts under this task will run in parallel with separate, related but generally more specific efforts that will be led at the Section or Principal Investigator (PI) level. The priority of efforts conducted under this Statement of Work (SOW) will vary based on results obtained, sponsor interest, and funding available as the work progresses and will be detailed in Technical Direction Memorandums as funds are provided.
The Systems Development Section is actively conducting EW research and working with various sponsors to identify new areas of research. This includes investigation of both new and expanded EW capability. The Contractor shall support the Branch’s research in this area by analyzing EW system/ subsystem performance, contributing to the development of Concept of Operation (CONOPS), and conducting modeling and simulation (M&S). This work shall span all the areas the Branch is responsible for.
The Systems Development Section is also currently supporting several efforts developing prototype EW systems such as but not limited to the AN/SLQ-59 V1/V2/V3, ADAP, and SSDAC. The Contractor shall provide technical analysis and contribute to variety of research activities as these systems mature and transition to an operational Navy Capability. In addition, the Contractor shall procure/repair subsystems as needed and shall design, procure, and install items and material required to support ship installation.
The Systems Development Section is responsible for supporting EW T&E events. These events include testing of prototype systems as well as fielded operational systems. The Contractor shall develop test objectives, test plans, data analysis plans, conduct pre-test M&S, and post test data analysis and documentation. The Contractor shall provide material and equipment as necessary to support testing.

The Contractor shall document the results of these efforts in briefings or reports. The Contractor shall provide TS/SCI cleared personnel to support this effort.
3.2 System/Subsystem Prototype Development. The Contractor shall provide engineering and technical support to assist with the design, development, integration, fielding, and testing of prototype systems. This includes efforts relative to improving and increasing existing prototype system capability and reliability. Examples of existing prototype systems include but are not limited to AN/SLQ-59 V1/V2/V3, ADAP, and SSDAC. The Contractor shall conduct studies and analysis in support of system capability and performance trades. The Contractor shall design, fabricate, procure, test, and integrate electronic components as needed to support development of the prototype system, fabrication, and subsequent testing. The Contractor shall also conduct studies and analysis in support of the derivation of system capability effectiveness assessments for various EW Mission Scenarios. The Contractor shall prepare technical materials including reports and briefings that document the work that was done and the results that were obtained. The Contractor shall provide program management support in the development of prototypes to include administrative, technical, security, and financial management functions. The Contractor shall require access to intelligence data at up to the SCI classification level for this effort. Specific tasking will vary based on results achieved during the development process and the level of support from sponsors. In support of this effort, the Contractor shall:
