About this file

This document contains answers to questions from vendors regarding amendment 0004 to solicitation number N00173-24-Q-JD01. The Navy is seeking to upgrade chilled water distribution units and piping at building A49/108B. Key details include specifications for glycol percentage, communication protocols for interfacing with the StruxureWare infrastructure management system, facility requirements for the technical proposal, and clarification that as-built drawings and a one-line layout will be provided. Installation is expected to occur within 15 days after the adjusted equipment delivery date based on lead times. Questions were answered regarding equipment removal, preferred working hours, strainer setup, valved connections for future expansion, and temperature control system integration.

AMENDMENT 0004 to N00173-24-Q-JD01

QUESTIONS & ANSWERS

# QUESTIONS RESPONSES

1.

Glycol Percentage: The scope references glycol in the system for these units. We need to know the designed percentage of glycol. Typically, it’s around 30 – 40 percent mixture. Glycol derates unit capacity so we need to know the proper designed percentage to factor that in and design the correct capacity unit.

Please refer to the Requirements outlined in solicitation and the revised Statement of Work (Att 01 – SOW_Rev1) under Section 3, paragraph 6. Additionally, the Contractor shall propose a solution that meets the minimum requirements outlined in the Statement of Work.

2.

Struxure Ware Infrastructure Management Tool: The scope requires communication between the new units and the Navy’s Struxure Ware system. We need to know the communication language or communication protocol that the existing Stuxure Ware system utilizes in order to make sure they can communicate properly.

Please refer to the Requirements outlined in the solicitation and the revised Statement of Work (Att 01 – SOW_Rev1) under Section 3, paragraph 2. (Both units should be equipped with network interface cards that are compatible with SNMP and both units should be configured in an N+1 setup and lead/lag config to ensure redundancy).

3.

RFQ Page 4, viii, Facility Requirement Sheet

– Would NRL please provide the Facility Work Requirement sheet that is to be included in the technical proposal?

The Facility Requirement Sheet is a vendor-created document where the vendor details what they require of NRL facilities to keep a building safe by periodical planning, checkups, and maintenance activities…i.e., there may be certain electrical requirements, rooms may need a heads up of specifics and NRL will need to know what before award.

4. Please clarify whether existing drawings/as-builts will be provided. Drawings provided at Site Visit.

5.

Please confirm that the existing primary chilled water header serving the existing CRAC units and two new CDUs is sufficiently sized.

There is an 8-inch main that comes into the building and the 4-inch primary header that feeds the existing units are fed from the 8-inch main.

6.

Please provide the expected cooling capacity for the future extension into A49/108C and Future Extension Into A49/110A, respectively.

At some point we expect to install additional APC in-row coolers in each location. Between the two locations, we anticipate the cooling capacity to be about the same as a 4th Pod.

7.

The statement of work indicates that a flow rate of 324 gpm is desired in a 4” header. Note that the maximum flow allowed in a 4” pipe under ASHRAE 90.1 is 320 gpm for variable flow systems and 210 gpm for constant flow systems. Please confirm desired header size and flow rate.

The Contractor shall propose a solution that meets the minimum requirements outlined in the solicitation and Statement of Work. Please refer to the minimum requirements outlined in the solicitation and revised Statement of Work under Section 3, paragraph 3

8.

Will all existing equipment located in the server room be removed for us to perform the work?

No (some racks may already be powered off and are able to be removed, but most equipment is operational). If this is an issue and equipment needs to be removed, we can discuss/plan post award.

9. What are the preferred working hours? Normal business hours (7am-4pm is preferred)

10. For the bypass strainers is a dual basket strainer setup preferred?

The Contractor shall propose a solution that meets the minimum requirements outlined in the solicitation and Statement of Work.

11.

Valved and capped connections for future expansion were mentioned at the site visit.

Can you please clarify what is intended here? These are not the future connections mentioned in the SOW for the IRC’s.

At minimum, we would like the piping to be valved/capped to allow for a potential future expansion of the loop into additional rooms. This requirement is outlined in the solicitation and revised Statement of Work (Att 01 – SOW_Rev1) under Section 3, paragraph 3. (The Contractor shall propose a solution that meets these minimum requirements outlined in this section

12.

Is there an existing temperature control system, such as Siemens, Johnson Controls, Honeywell or other proprietary systems that this newly installed system needs to be connected to for this building? If so, who is the manufacturer?

Please refer to the Requirements outlined in the solicitation and the revised Statement of Work (Att 01 - SOW_Rev1) under Section 3, paragraph 2 and Section 4, line 7. (Both units should be equipped with network interface cards that are compatible with SNMP to integrate with NRLs StruxureWare DCIM tool)

13.

Follow-up to Question 4: inquired if drawings/as-builts would be provided. The response was “drawings provided at site visit”. The drawings provided at the site visit were a sketch; does NRL have proper full-size MEP and architectural drawings that we can use to develop our drawings?

See Attached Drawings

14.

Follow-up to Question 6: Is there any additional information NRL can provide on the future expansion required? We are unsure of how NRL defines the capacity of a “pod?.” Does a “pod” mean 8 additional In-row coolers?

A pod refers to 8 additional in-row coolers

15.

RFQ page 2, Section III Delivery and Other Requirement Information states “All drawings of the proposed architecture and engineering infrastructure shall be submitted with the proposal.” In order to be able to perform this we need CADD documentation for all trades prior to bid day. Please confirm the intent is for schematic design drawings only to be

A one-line layout drawing is acceptable.

delivered with the proposal. In order to provide stamped engineering drawings developed by a licensed professional engineer, time must be allowed for site survey, due diligence, and drawing preparation. Or is a simple one-line layout drawing acceptable?

16.

RFQ page 2, Section III Delivery and Other Requirement Information states “Equipment delivery shall be delivered 45 days from the date of award. ”After talking to suppliers and subcontractors, this is not achievable. The solicitation indicates that equipment delivery shall be delivered 45 days from the date of award; however, no time is allowed for design approval nor for equipment with long lead times. Please confirm that equipment delivery shall be based on equipment lead times and based on Government’s issuing notice to proceed based on approved engineering drawings. We would need to get submittals and have them approved (21 days). Current lead times are a minimum 16-20 weeks after approval for these units.

Equipment delivery shall be delivered 45 days from the date of award, however this date may be adjusted based on equipment lead times.

17.

RFQ page 2, Section III Delivery and Other Requirement Information states “Installation shall occur no later than 15 days after delivery of equipment.” Please confirm this is this just a starting timeframe and not the installation duration.
