RFP N0017323RRS02 Q&A
QuestionGovernment Response
The SOW states “ Determine if lead based paint exists on surface of steel before demolition work. If lead based paint exists, the contractor shall submit a written plan for treatment of lead based paint for review and approval”. Can you clarify if this means we should include the cost of a lead based pint survey is to be included in the base price? Also, does this mean that any lead abatement will be a change order? It is hard to estimate the cost without the results of a survey.Initial proposed pricing should account for a lead based paint survey. In the event that a written treatment plan is required, the Government will issue a change order to account for a fair and reasonable price increase.
Will a site visit be allowed?Site Visit information/instructions are provided on page 19 of the solicitation.
Would you have any type of available pictures? Or is there any estimated value of this project? With regard to pictures, see response at Question 10. All Offerors are urged and expected to inspect the site in accordance with the Site Visit provision found on page 19 of the solicitation. The magnitude of the project can be found at Section L-2 on page 20 of the solicitation.
Would it be possible to get an approved picture of the mezzanine and a few pictures of the area to be worked in?See response to Question 10.
Will the room be completely emptied out before demolition occurs?Yes
What is the expectation for the outlets that are attached to the mezzanine, cut and cap or will we be rerouting them for the outlet to be in a different location? In general, it will be cut and cap unless it impacts the building system. In that case, the contractor will have to do the re-routing. The contract will include FAR 52.236-2 - Differing Site Conditions.
Will another site walk of the area be available? The Government does intend to conduct another site visit at this time.
Will the fire alarm conduit need to be rerouted by us since it currently is attached to the mezzanine?Yes
Will any piping need to be removed and or rerouted by us that is attached to the mezzanine?Yes. In general, it is cut and cap. If the cut and cap impacts the building system, then the contractor will have to do the re-routing.
When will the pictures our escort took on site be available to us?Pictures are currently being vetted via the NRL Information Release process. If approved, pictures will be posted to SAM.gov. Unfortunately, I do not have an exact date, but we understand the pictures are desired for proposal and pricing purposes and will be released as soon as possible.
What will be the hours of work?Monday - Friday; 0700 and 1700 EST.
