FACTORS
Given that Technical Understanding is the most important subfactor within Technical Capabilities, which is the most important factor, will the Government increase the page count from 10 pages to 30 pages for Technical Understanding?
The Government will change the page limit requirement to 50 pages total for the combined technical proposal, which includes the technical understanding, personnel qualifications, and management capability factors. The individual page counts per technical factors have been removed. See Amendment 0001. Please note that there are no subfactors. The technical proposal consists of three factors: technical understanding, personnel qualifications, and management capability.

The RFP states that: "Pages shall be numbered sequentially by volume." It also mentions that:
"Each page shall be counted except for the following: cover pages, table of contents, cross reference tables, tabs, glossaries, acronym lists, subcontractor/teaming agreements, past performance questionnaires, CPARS reports, 52.219-8 and 52.219-9 compliances (see L-4), transmittal letters, staffing plans, transition plans, resumes, and letter of commitments."
QUESTION: Should the page numbering convention for sections excluded from page count use roman numerals?
Roman numerals may be used, but pages excluded from the page count (as specified in the RFP) should be numbered distinctly from counted pages.

Question: Is Times New Roman acceptable?

“Exhibits” for ease of evaluation?
Yes.

Convention
There is language about filing in folders that appears unapplicable to an electronic submission.
Since the instructions are to submit electronically, can the Government confirm that this language is no longer applicable?
When submitting proposals, if emailing items like folders (zipped, for instance), the file naming conventions as specified in the RFP should be used.

Request a 3 week extension in the proposal due date, to September 30, 2022. Given the recent shift in acquisition strategy from SeaPort-NxG to a full-and-open solicitation through SAM.gov and as there was no draft RFP released, this additional time will allow potential offerors to assemble the strongest teams possible, ensuring both adequate competition and providing that the successful team is able to successfully support the customer's mission.
The Government is not extending the solicitation due date at this time.
