A. Key Personnel Listing
The following paragraphs set forth the Government's minimum requirements deemed necessary to perform the tasks set forth in the Statement of Work (SOW). The Contractor should be capable of providing the personnel according to level-of-effort requirements in the following labor categories and with the experience indicated. Those personnel designated, as "key" should be available for work efforts on the first day after contract award.
1. RESEARCH CHEMIST V (Optical/Bio sensing Applications)
a) Primary Duties
Professional position engaged in basic and applied research that requires the application of knowledge in the area of Synthetic Organic and Inorganic Chemistry, developing novel nanomaterials for optical and bio-sensing applications. The incumbent’s primary duties will be to perform laboratory synthesis of semiconductor nanocrystals, conduct physical, spectroscopic and microscopic characterization of the nanomaterials, perform detailed analysis of the data and prepare and publish scientific results.
b) Education/Qualifications
i. Doctorate in Chemistry/Physics/Biology or equivalent.
ii. Minimum of 15 years’ experience in the area of Synthetic Organic and Inorganic
Chemistry, for the purpose of developing novel nanomaterials for optical and bio-sensing applications.
iii. The incumbent must possess in-depth knowledge of the design and preparation of luminescent colloidal quantum dots and novel organic ligands that permit bio conjugation of the quantum dots with biological molecules.
iv. Candidate must have excellent written and oral communications skills as evidenced by publications and presentations at conferences.
B. Non-Key Personnel
The following paragraphs set forth the Government's minimum requirements deemed necessary to perform the tasks set forth in the Statement of Work (SOW). The Contractor will be capable of providing the personnel according to level-of-effort requirements in the following labor categories.
1. RESEARCH BIOLOGIST/BIOCHEMIST, (Biosynthesis) application of knowledge in the field of Nano-materials for optical and bio-sensing applications. The incumbent’s primary duties will be to perform laboratory synthesis, conduct physical, spectroscopic, and microscopic characterization of nanomaterials, develop novel methods for the incorporation of nanomaterials into biological systems, perform detailed analysis of the data and publish scientific results.
2. RESEARCH PHYSICIST/ELECTRICAL ENGINEER, (Nonlinear Optics/Quantum Optics)
Professional position engaged in basic research that requires the application of knowledge in the fields of nonlinear optics and quantum optics. The primary duties will be to design, build and test optical systems and components in support of ongoing research. The incumbent will also perform laboratory and field experiments, and will collect and analyze data and publish results.
3. PHYSICIST/ELECTRICAL ENGINEER (Fiber Optic Sensing) application of knowledge in the field of fiber optic sensing, interferometric sensing, fiber sensor fabrication, interrogation, passive demodulation techniques, and noise measurement and characterization. The primary duties will be to design build and test optical systems and components in support of ongoing research. The incumbent will also perform laboratory and field experiments, and to collect and analyze data and publish
4. PHYSICIST/ELECTRICAL ENGINEER (Multi-Spectral Imaging) application of knowledge in the field of multi-spectral, electro-optical sensors, and device physics. The primary duties will be to perform laboratory and field experiments, and to collect and analyze data and publish results in support of ongoing research.
5. RESEARCH CHEMIST/PHYSICIST (Thin Film Deposition) application of knowledge in the field of physical chemistry. The incumbent will be performing experiments using organic polymerization, thin film deposition, for the design and engineering of new chemical systems. The incumbent will be responsible for setup and operation of high vacuum deposition systems for non-linear optical experiments to study optical limiting and harmonic effects. The primary duties will be to perform laboratory and field experiments, and to collect and analyze data and publish results in support of ongoing research.
6. RESEARCH CHEMIST/PHYSICIST (Solid State Lasers) application of knowledge in the field of non-linear optical techniques and development of solid state lasers for pointing, ranging and targeting applications. The primary duties will be to perform laboratory and field experiments, and to collect and analyze data and publish results in support of ongoing research.
7. RESEARCH CHEMIST/PHYSICIST (IR Spectroscopy) application of knowledge in the field of IR Spectroscopy for the remote detection of hydrocarbons. The primary duties will be to perform laboratory and field experiments, and to collect and analyze data and publish results in support of ongoing research.
8. PHYSICIST/ELECTRICAL ENGINEER
Professional position engaged in basic and applied research that requires the application of knowledge in the field of laboratory electronics. Primary duties will be to analyze, construct, and test opto-electronic devices and systems for a variety of applications. The incumbent will be capable of performing laboratory and / or field tests, collect, and analyze data, capable of performing simulations and contribute to publication of relevant
9. DATA ANALYST/COMPUTER SPECIALST (Programmer/Analyst)
Professional position engaged in basic and applied research that requires the application of computer programming skills in support of projects in a dynamic research environment. The incumbent will interpret and satisfy customer needs. The primary duties will be to review, analyze, develop, install, and modify computer operating systems. Analyzes and resolves problems associated with operating systems and computer networks and mobile device compatibility. Detects, diagnoses, and corrects related problems.
10. OPTICAL ASSOCIATE
Professional position providing general technical support in the laboratory or in a field experiments. Duties include equipment set-up and test, assisting with data collection, data analysis and to publish results in support of ongoing research.
b) Education/Qualifications
i. Bachelor’s Degree or High School Diploma or Specialized Certification
ii. Experience in the area(s) of Physics or Electrical/Software Engineering or Chemistry.
iii. General knowledge in the technical applications as defined in the supporting statement of work tasks and a minimum of two (2) years’ experience.
11. TECHNICAL ASSISTANT
Professional position providing general technical support in the laboratory or in a field experiment. Duties include equipment set-up and test, assisting with data collection, and quality control, cataloging, and storage of data.
b) Education/Qualifications
i. High School Diploma or GED.
ii. General aptitude in math and science and a minimum of one (1) year of experience.
iii. Computer aptitude with skills and experience in MS Office programs.
12. PROJECT COORDINATOR GRADE LEVEL (Management Support)
Professional position engaged in basic and applied research that requires experience in coordinating multiple programs involving a variety contractors. The primary duty of the Project Coordinator is to provide coordination of resources for the smooth execution of each task order, insuring that contract requirements are being met in a timely and efficient manner.
b) Education/Qualifications
i. Experience in coordinating programs for various contractor statement of work tasks.
ii. Minimum of 8 years- experience in project management for the coordination of multiple programs involving a variety contractors.
iii. General knowledge of administrative office procedures and experience executing these procedures.
