The following question was submitted relating to this solicitation and is answered as follows:

Question 1: A PMP applying the methods defined in the PMI PMBOK is an industry best practice for LOE contracts. Would the government consider adding a PMP requirement to the program management level 5 personnel qualifications?

Answer 1: A PMP is not required.

Question 2: K-13 and K-14 establishes the criteria for EVMS with pre- and post-award IBRs. What is the timeline the Government has established for the conduct of a pre-award IBR and the post-award IBR for the selected contractor?

Answer 2: After further discussion with the technical lead for this requirement, EVMS is not applicable to this effort. Sections K-13, K-14 and K-23 will be deleted and relabeled as reserved and Exhibia A, CDRL A001 paragraph (B) will be deleted in block 16 in Amendment 0004.

Question 3: What is the technical scope the Government will review in both the pre- and post- award IBRs?

Answer 3: See answer to Question 2.
