The following question was submitted relating to this solicitation and is answered as follows:

Question 1: RFP Section L-7, paragraph (2) General Instructions

The last sentence states, "Offerors must provide clear and concise explanations of their pricing methodology....and are cautioned against unbalanced and unrealistic pricing."

Will the Government please define "unbalanced and unrealistic pricing", and describe how it would be evaluated? For example, would this cause a proposal to be found unacceptable, or would the Government make a probable cost adjustment?

Answer 1: Unbalanced pricing is defined FAR 15.404-1(g) and will be evaluated in accordance with that FAR reference. Unrealistic pricing is defined in FAR 15.404-1(d) and will be evaluated in accordance with FAR reference.
