AMENDMENT 0002

The purpose of Amendment 0002 is to:

1. Extend the RFP close date from 10/10/2019 to 10/24/2019 at 3:00 CDT.

2. Section F-3 is revised to include “100% at NRL”.

3. Section H-2(d) is revised to correct the level of the Infrastructure Engineer from Level 5 to Level 4.

4. Section K-2 is revised to fill in the NAICS code and small business size standard.

5. Sections K-13, K14 and K-23 are reinserted to the RFP considering EVMS applies to this requirement, as applicable;

6. Section L-2, paragraph 1 is revised to add (email only) for electronic submissions.

7. Section L-3 is revised to include asterisks for the electronic proposal submissions and definitions for the asterisks.

8. Section L-3, paragraph 2, last sentence to change the “first or title page” to “cover letter”.

9. Section L-3(1), paragraph 2 is revised to exempt the cost spreadsheet from the page limitations in Section L-3.

10. Sections L-3(4) & (5) are revised to exempt Volume III from the indexing and glossary requirements requirement.

11. Sections L-5(1)(iv)(a) and (b) and L-5(2) are revised to clarify the requirement and set the maximum number of efforts proposed to five.

12. Section L-5(1) paragraph 3 is revised to allow copies or references to any questionnaires may be included in Volume II.

13. Section L-6(1) is revised to state subcontractor/teaming agreements shall be included in Volume III.

14. Section M-3-4 is revised to change the evaluation of 52.217-8 in the bottom right cell in the table.

15. Exhibit A is revised to:

A. Change PWS to SOW in block 16 of CDRL A001;

B. Change POWS to SOW in block 16 of CDRL A001;

C. Delete CDRLs A005 – A016;

D. Change CDRLs A017 and A018 to A005 and A006.

16. Attachment 1 – SOW, is revised as follows:

A. Change references to DIACAP and replace with Risk Management Framework;

B. Section 3.1 MDA is revised to “3.1 Maritime Domain Awareness (MDA)”;

C. Replace the term “cleared” in each task title to “TS/SCI”

D. Section 4.1.3 is updated to reflect what positions and hours do not require TS/SCI.

E. Revise the second task numbered 3.1.6.2.2 to 3.1.6.2.3;

17. Attachment 8 – Cost Spreadsheet Template is revised to correct the fiscal years in the headers.
