STATEMENT OF WORK

FOR

TACTICAL ELECTRONIC WARFARE DIVISION

ENGINEERING AND TECHNICAL SERVICES

1.0 INTRODUCTION

This Statement of Work (SOW) describes the engineering and technical support services to be provided to the Naval Research Laboratory’s (NRL) Tactical Electronic Warfare Division (TEWD), which is located in Washington, D.C.

2.0 BACKGROUND

This SOW describes a variety of tasking which incorporate the three major subdivisions of EW: Electronic Attack (EA), Electronic Warfare Support (ES), and Electronic Protection (EP). TEWD is tasked with performing research in Electronic Warfare (EW) and the application of technologies to support the development and fielding of EW systems. TEWD is seeking contractor technical assistance in a variety of technical disciplines and related applications. Services provided under this SOW will range from top level concept development to detailed design, fabrication and test of subsystems and components. A wide range of experience in EW and a variety of scientific, engineering and support backgrounds will be necessary to be successful. The required services include a number of interrelated tasks that vary in both their technical dimensions and deliverable product. The unique nature of this research requires access to NRL hardware and classified computing resources and databases dictating that a major portion of the labor tasks be performed on-site at the NRL. In addition, technical personnel with access to intelligence data up to the SCI classification level will be necessary.

3.0 SCOPE

The Contractor shall provide scientific, technical, and engineering support and materials to perform the tasks described within this SOW. The uniqueness of data, availability of necessary processing equipment, and security requirements dictate that the Contractor shall perform a major portion of the tasks on-site at NRL. All hardware and software designs developed under this SOW shall remain the property of NRL. This SOW requires the contractor to support tasking up to the SCI classification level. The Contractor shall provide scientific, technical, and engineering support services and materials in the following areas:

Area 2- RF Engineering
Area 3- Mixed-signal circuit design (Analog/Digital)
Area 4- Digital Signal Processing (DSP) and Software Development
Area 5- Mechanical and Aeronautical Engineering
Area 6- System/Subsystem Prototype Development
Area 7- Test and Evaluation of Concepts and Systems
Area 8- Program Support

4.0 PERFORMANCE AREAS

Area 1: Requirements and Performance Analysis of Concepts and Systems The Contractor shall assist with the definition of system concepts, conduct analyses of Concept of Operations (ConOps), Concepts of Employment (CONEMP), and evaluate Tactical Situations (TacSits) in establishing the basis for requirements. The Contractor shall conduct threat analysis and identify shortfalls in current capabilities considering operational requirements. The Contractor shall conduct requirements definition studies and analysis of mission needs to specify system/subsystem objectives and key performance parameters that are traceable system to operational capability requirements. The Contractor shall identify technical alternatives, carry out performance trades, conduct engagement time-line analysis and perform engineering feasibility studies. The Contractor shall require access to intelligence data at up to the SCI classification level.

The Contractor shall use system models and computerized simulation capabilities to evaluate performance. The modeling and simulation tasks shall include parametric performance studies, sensitivity studies and multi-sensor correlation studies. M&S may include the development and improvement of computer simulations (e.g. CRUISE_MISSILES, SHIPIR, DISAMS, MOSAIC, CRAD, ACQUIRE) to predict the infrared (IR) and/or RF signature of military ships and threats or to evaluate various countermeasure techniques.

The Contractor shall conduct trade studies that address onboard and off-board alternatives and cooperative techniques that improve overall EA effectiveness including active and passive expendable and recoverable vehicles that detect, identify and counter a broad spectrum of threats (i.e. electro-optical/infrared (EO/IR), radio frequency (RF), anti-radiation missile (ARM), multimode IR/RF, IR/ARM, and RF/ARM).

The Contractor shall conduct analyses to identify potential electromagnetic interference/compatibility/pulse (EMI/EMC/EMP) effects and potential solutions. The Contractor shall assess the overall impact to sensor and EW engagement system/subsystem installations and recommend system changes or isolation improvements as required.

Unclassified Performance Analysis Contractor personnel with an interim secret clearance may write MATLAB type programs to model physical phenomena for the purposes of general parametric studies. They may also participate in unclassified meetings at NRL.

Area 2 RF Engineering The Contractor shall provide Radio Frequency (RF) engineering and technical support for design, development, and repair of unique components and subsystems supporting Research and Development (R&D) projects and prototype system developments. RF frequency of interest for this task may range from 5 MHz up through 240 GHz. Contractor services provided under this task may include the design, analysis and fabrication of antennas, filters, amplifiers, oscillators, frequency conversion components and various types of millimeter wave, microwave and RF receivers. The contractor shall be able to provide 3-D and 2-D electromagnetic modeling and simulation capability for the development of antennas, antenna arrays and common RF components. Additionally, the contractor shall have the capability to provide receiver design and analysis capability leading to the development of new receiver architectures. The contractor shall be experienced with Advanced Design System (ADS) or similar development software, and will develop detailed system level models that support analysis using both component specification as well as measured data.

Area 3 Mixed Signal Circuit Design (Analog/Digital) The contractor shall provide Mixed Signal Circuit Design engineering and technical support for the design, development and repair of unique components and subsystems supporting R&D projects and prototype system developments. The primary objective for this task will be the development of circuits containing both analog and digital circuitry including Digital RF Memory (DRFM) technologies. The Contractor shall provide hardware design and debug services, including embedded processor design, to support electronic warfare processing applications. Based on a given set of requirements, the Contractor shall design, build, and integrate the digital, analog, and RF hardware and software required to fulfill the requirements. This involves a variety of tasks, including system architectural design; hardware and software development; printed wiring board (PWB) design, layout, fabrication, procurement, assembly, and testing; system level integration and testing. Detailed designs will include the analog and RF circuitry required to perform signal reception, amplification, conditioning, filtering, as well as digital circuitry to perform digital signal processing.

Area 4 Digital Signal Processing (DSP) and Software Development The current and projected emitter environment requires emphasis on advanced EW support systems that can simultaneously detect and process a large number of emitters. The contractor shall develop software capable of analyzing and processing large amounts of emitter data collected by these EW systems. Custom software must also be developed for integration and test purposes as well as advanced algorithm development for automatic analysis techniques and real-time process control. Additionally, software shall be developed to integrate graphical user interfaces (GUIs) required to display all data collected and analyzed by the system with operator control via this interface.

The Contractor shall integrate high-speed ADC boards with state-of-the-art processor boards. Data from these boards must then be transformed into useful data using a variety of data analysis algorithms. This data will be used by the software application to implement signal detection, characterization and analysis algorithms. The Contractor shall implement high-throughput data transfers across numerous bus technologies including RACEway, PCI, Compact-PCI, PCI-Express, PXI, VME, VXI and other serial or optical devices.

The Contractor shall implement established DSP techniques such as FFTs, convolution, digital filters, number system conversions, vector algebra, trigonometry, and other algorithms specific to Electronic Warfare. The Contractor shall optimize DSP algorithms using real-time DSP and FPGA technologies.

The Contractor shall participate in the development of new ES/EA techniques needed to address emerging threats and unique countermeasures against specific threats. The Contractor shall analyze ES/EA technique interoperability with other shipboard system and integration dependencies impacting effectiveness related to an integrated ship engagement response. The contractor shall use the NRL techniques generator and software to develop effective EA techniques against the simulated threats in demonstration scenarios and provide the controls, both hardware and software, to generate an effective technique to engage EA of those threats with either a laboratory or field site based test bed. The contractor shall use the techniques generator to develop EA techniques against other advanced radar threats. The contractor shall support this EA technique development with threat information, as background and reference, at up to the SCI classification level.

The contractor shall design, develop, and manage software systems used to collect, distribute, analyze, record and display emitter data. This task includes the use and development of a variety of established as well as new digital signal processing algorithms. The Contractor shall rapidly prototype and develop algorithms to provide various processing and control functions as part of the software development task. Initial algorithm development may be accomplished using test code developed on a desktop workstation or on any of several commercially available mathematical packages such as the MathWorks product, MATLAB. The Contractor shall integrate third party mathematics packages as required by the application. The Contractor shall perform all tasks from initial algorithm development through prototyping and final implementation. The Contractor shall implement near real-time digital signal processing and deliver the results to a GUI.

The Contractor shall conduct software testing at both a system and subsystem level to verify requirements. The Contractor shall document the testing to show the requirement, the module(s) that satisfies the requirement, and the test engineer conducting the test. The Contractor shall develop automated tests that can be used to test a delivered baseline of the system. These automated tests shall be stored with the software baseline and shall be capable of being modified if necessary. The Contractor shall travel to offsite locations with the NRL developers to perform field testing and modification, if required. The Contractor shall place the results of the field testing under configuration control and present any errors occurring during field testing to the software development team for resolution.

Area 5 Mechanical and Aeronautical Engineering The Contractor shall provide mechanical and aeronautical engineering and technical support for design, development, fabrication, and repair of systems, unique components and subsystems (e.g., unmanned vehicle systems and subsystems, assemblies of RF components, antenna enclosures, and antenna support and positioning assemblies) supporting R&D projects and prototype system developments. The assemblies shall be developed for laboratory, land based, shipboard, and airborne environments. The contractor shall provide extensive mechanical design and CAD capability. CAD programs such as AutoCad, SolidWorks and Pro-Engineer shall be utilized. The contractor shall perform thermal, time-motion and shock tolerance analysis for the proposed designs. The contractor shall produce a mechanical design documentation set to include estimated mechanical assembly performance where relevant and sufficiently detailed mechanical design data so as to specify assembly fabrication.

Area 6 System/Subsystem Prototype Development The Contractor shall provide engineering and technical services to design, develop, integrate, and test prototype and limited-production systems and subsystems. These systems and subsystems include but are not limited to the following: unmanned vehicles; structural components; mechanical and electro-mechanical devices; RF, electronic and avionics components; software elements; ground support equipment; and other devices supporting TEWD activities. The Contractor shall design, procure, test, and integrate electronic and avionics systems for data acquisition, processing, and analysis; command and telemetry functions; low-noise signal conditioning and sensor interfaces; power conversion; and temperature control. The contractor shall also conduct studies and analysis in support of existing EW capability and shall support the derivation of system capability effectiveness assessments for various EW Mission Scenarios. The Contractor shall require access to intelligence data at up to the SCI classification level.

The Contractor shall provide for the fabrication and assembly of hardware for prototype systems and subsystems, including the fabrication of unique piece parts, printed wiring boards, fixtures, and mechanical assemblies for use during assembly, integration, and test. The Contractor shall provide specialized material, hardware, and components (e.g., raw materials, electrical, electronic, and electro-mechanical parts, machined parts, weldments, racks and structures, test equipment, and special processes) in support of tasks issued within this area. The Contractor shall interface with vendors for the production and delivery of hardware, components and equipment. The Contractor shall maintain piece part inventories and will track and monitor the assembly process on selected efforts.

The contractor shall provide support to maintain, repair, and upgrade existing EW systems and subsystems. The contractor shall provide all necessary facilities, services, test equipment and parts to test, repair or upgrade Government Furnished Property within the scope of this SOW and as specified by each task order. The contractor shall fabricate and repair highly integrated radio frequency components, hybrid integrated component assemblies, and monolithic microwave integrated circuit (MMIC) modules. The contractor shall have access to an off-site Class 10,000 clean room with workspaces/workbenches suitable for Class 1,000 or better processing to accomplish high fidelity fabrication and repair.

The Contractor shall provide technical and engineering support to maintain the EW techniques and libraries used in both Surface and Air EW. The Contractor shall evaluate intelligence information, evaluate current EW techniques, and modify techniques in accordance with current and future system capabilities as intelligence is updated. The Contractor shall assist NRL engineers with operating and maintaining the NRL Technique Development anechoic chamber, the Technique Generation Units, various missile and radar simulators, and DRFM subsystems. The Contractor shall provide engineering support to collect and analyze EW and simulator data, incorporate the data into SIMDIS, and document technique effectiveness in the laboratory, field tests and at-sea tests. The contractor shall investigate software upgrades designed to enhance overall system performance and implement improvements as directed.

The Contractor shall conduct study efforts to establish a technology refresh program that will ensure that systems to be developed will have a viable upgrade path and be supportable.

Area 7 Test and Evaluation of Concepts and Systems The Contractor shall assess the performance of the prototype systems through various phases of test and evaluation efforts to determine that design goals are achieved. Representative tasks include, but are not limited to participation in software Build Qualification Testing (BQT), Factory Qualification Testing (FQT), and shore/at-sea field testing. Testing includes performance of component, subsystem, system, environmental tests; verification and validation, and simulation and modeling. Performance of these tasks shall be performed at Government and/or Contractor sites, shore based ranges, and at-sea shipboard tests as required in support of the various developmental phases of the countermeasure or directed energy (DE) system.

The Contractor shall provide the personnel, supplies, and support required to evaluate the sensor, countermeasure or DE system, and design and fabricate specialized hardware that may be required to support tests. Hardware required for supporting test and evaluation tasks shall include data acquisition, data reduction and media storage systems. The hardware shall also include electrical and mechanical interfaces between the system under test with required test equipment and fielded systems for applications with land, ship, or airborne platforms.

The Contractor shall provide technical and engineering support for NRL facilities and experiments. The Contractor shall design, fabricate or acquire, and deliver to NRL incidental hardware required for the support of research within the scope of tasks issued within this task area. The Contractor shall modify, repair or maintain existing lab configurations and equipment at NRL including equipment that the Contractor purchases in support of on-going research efforts. The Contractor shall document performance of systems or subsystems.

The Contractor shall research test requirements, identify test resources, and provide technical assistance in the preparation of test plans, procedures and the development/update of Test and Evaluation Master Plans.

The Contractor shall provide engineering services to test and integrate systems and subsystems with target platforms. The Contractor shall provide support to NRL engineering staff to establish requirements for environmental test of specific systems and subsystems to include mechanical and electrical experimental and functional testing. The Contractor shall develop test plans and procedures for the integration and test of systems and subsystems into an operational platform at NRL or other NRL-designated facilities. The Contractor shall perform system level environmental and functional testing, and implement corrective actions resulting from testing.

The Contractor shall provide all assistance necessary to successfully execute experiments of prototypes at both on-site and, for field experiments, at off-site locations. The Contractor shall conduct site surveys, provide operator training, install and operate equipment, perform equipment maintenance, perform system diagnostics, acquire raw data, process the data, as well as analyze and archive collected data. Upon completion of this analysis, the Contractor shall provide the data acquired, including all disks, tapes, films, etc., and submit a written report of the results. Tasking support shall require travel to sites and activities world-wide; working aboard military aircraft, boats, and submarines; and at military installations. Equipment handling/installation requires heavy lifting (in excess of 50 lbs.). The contractor shall train civilian and military personnel in the operation and maintenance of NRL EW systems.

The Contractor shall evaluate various EO/IR countermeasures and specialized devices including infrared threat guidance systems, threat simulators, Circular Variable Filters (CVF), Fourier Transform Infrared (FTIR) Spectrometers, radiometric thermal imagers, specialized infrared lasers, and data acquisition and image processing systems. The Contractor shall perform detailed data reduction and analysis for these systems.

The Contractor shall select, develop, integrate and install on various measurement platforms (for example, ship, plane, helicopter, etc.) the equipment required for measurement, testing and field exercises of RF and EO/IR systems in a variety of geographic locations.

Unclassified Test and Evaluation Support Contractor personnel with an interim secret clearance may participate in RF field testing at CBD, Wallops Island, Blossom Point, etc. They may participate in unclassified experimental data collection. They may also operate or move equipment and repair unclassified components.

Area 8 Program Support The Contractor shall assist NRL with the program management and execution of research, technology, and engineering development and quick reaction Fleet support programs. The Contractor shall assist with the modification of program documentation based on research and analysis of requirements to include cost, risk and schedule factors. In addition, the Contractor shall assist with cost projections, program schedule development and maintenance, and the preparation of descriptive materials in support of program reporting requirements.

The Contractor shall perform systems analysis to assist the government in the development of acquisition documentation. The Contractor shall provide subject matter experts to review technical proposals and assess the performance of system, subsystem and component technology developers.

The Contractor shall conduct research on the requirements for and participate in reviewing engineering drawings and other technical documentation for compliance with Government requirements. The Contractor shall prepare impact papers addressing the operational impact, logistics support, and life cycle cost issues regarding the technical documentation.

The Contractor shall provide meeting planning and coordination support to include (but not limited to) agendas, attendees, presentation materials, action items and decisions meeting summaries.

The Contractor shall develop and maintain EW program plans and detail tasks and schedule information needed to meet program milestones. Standard program management techniques and tools will be used in the assessment of the program status and progress.

The Contractor shall research and analyze ship installation requirements. The Contractor shall review and evaluate platform installation planning efforts. The Contractor shall review existing ship availability dates to determine optimum test periods or installation timeframes. The Contractor shall generate and refine system performance, location and physical installation requirements for various ship classes. The Contractor shall document research findings and recommendations on installation issues in point or issue papers.

The Contractor shall conduct technical and program assessments on a continuing basis to identify program issues or problems. The Contractor shall provide recommendations or corrective actions to resolve problem areas and deficiencies. This effort requires continuing research of alternatives and identification of problems during the development and testing of subsystems / systems.

The Contractor shall obtain historical program and planning data from all program participants and validate and evaluate program and technical requirements data to be used in program budgetary estimates, forecasts, and what-if planning. The Contractor shall provide detailed technical information in the form of issue or point papers and briefing materials.

The Contractor shall prepare and maintain data needed for analysis of program funding requirements and shall provide assistance with the preparation of briefings for program/project reviews. The Contractor shall prepare status and descriptive summaries of each EW program.

The Contractor shall provide research related to the development of program management options with trade-offs needed to achieve program objectives. The Contractor shall identify tasks and work efforts needed to achieve program milestones using a work Breakdown Structure (WBS) for allocating functional activities, progress of efforts, and assessment of program status.

The Contractor shall utilize and support SharePoint web sites used for collaboration between government and government contractors.

The Contractor shall provide information systems and network support as necessary to support technical and administrative tasks. The Contractor shall support the information technology and information assurance that are required on both classified and unclassified networks; including scientific applications at workstations, server capacity maintenance, systems and data integrity/maintenance/backup and all associated security maintenance of classified projects.

The Contractor shall provide specialized security support in the control of classified information. Contractor security specialists shall ensure that Government and contractor personnel and sites have appropriate clearances and approved facilities for access to classified information. In addition, the Contractor shall assist with document control, reviewing documents for appropriate classification markings, providing meeting support, creating personal security memos and assisting in security audits.

The Contractor shall document findings of research, development, and analyses efforts in study reports and briefings. The Contractor shall create or update illustrations, drawings, schematics, block diagrams, flow charts, text files and other graphic material required by various programs, studies, proposals, or technical presentations. The Contractor shall possess requisite hardware, software and peripheral devices necessary to fulfill task requirements for all work efforts performed off-site from the NRL.

Unclassified Program Support Contractor personnel with an interim secret clearance may provide meeting support and assist with making schedules, preparing briefings, developing program plans, and writing status reports.

5.0 Data Rights

5.1. Data Rights. The contractor shall deliver all products, information, items, and documents from this effort with unlimited rights to the Government unless specifically identified and asserted otherwise and approved by the Contracting Officer (Refer to DFAR 252.227 for details). Accordingly, and subject to specific exclusions, all data and reports shall contain the following:

The U.S. Government retains Unlimited Rights. Unlimited rights means right to use, modify, perform, display, release, or disclose technical data in whole or in part, in any manner and for any purpose whatsoever, and to have or authorize others to do so.

5.2. Limitations on Release. The contractor shall protect all data and information from dissemination or disclosure without specific prior approval by the Government. This includes but is not limited to data or information provided to the contractor by the Government and/or developed by the contractor for the Government regardless of the document markings, or method of dissemination; information relating to the items, products or data to be delivered or services to be performed; publication of technical or scientific papers; advertising; or, any other proposed public release. The contractor shall provide adequate physical protection to all information to preclude access by any person or entity not authorized access by the Government.

5.3. Destruction Notice. The contractor shall include the following destruction notice on all documents.

“DESTRUCTION NOTICE – For classified documents, follow the procedures in DOD 5200.22-M, Industrial Security Manual, Section 11-19 or DOD 5200.1-R, Information Security Program Regulation, Chapter IX. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document.

6.0 Special Requirements

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

6.1 Security

All Contractor personnel who require NRL base access or access to NRL unclassified material and/or unclassified systems shall possess a favorably completed DoD National Agency Check with Law and Credit (NACLC). Contractors who require access to Secret material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted Secret security clearance at the time of proposal submission, and those who require access to Top Secret/SCI material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted Top Secret security clearance with the eligibility of SCI at the time of proposal submission. The Contractor shall ensure that all classified material is handled in accordance with the issued DD 254, the National Security Program Operating Manual (NISPOM) (DoD 5220.22M) and all NRL and applicable Security Program Guides/Directives.

Contractors issued a DoD interim secret security clearance may ONLY work on unclassified tasks as outlined in the SOW (Specifically tasks 4.1.1, 4.7.1, and 4.8.1). Unclassified IA or IT positions are NOT authorized with a DoD issued interim secret clearance. Contract Facility Security Officers (FSOs), and/or NRL CORs, are required to report immediately to Code 1230 any derogatory information regarding a contractor holding an interim Secret clearance, either on- or off-site. FSOs and NRL CORs shall also notify Code 1230 when a contractor’s interim or final clearance has been declined or revoked.

Contractor personnel performing any function designated as a component of the Cyber Security Work Force (CSWF), and/or having privileged user access to NRL information systems will require background investigations and security clearances commensurate with the access level and security classification of the system being accessed as specified in DON 5239.2M (2009). System Administrators with privileged access may work in the computing, network and/or enclave environments. System Administrators with privileged access shall meet the training and certification requirements for IAT level I at the computing environment (CE), IAT level II at the network environment (NE), and IAT level III for the enclave environment as specified in DON 5239.2M (2009). The initiation of a Single Scope Background Investigation (SSBI) is required for all System Administrators with privileged access serving in these positions.

All contractors (including subcontractors) identified in the Statement of Work shall supplement their current security practices by requiring any personnel involved in executing the contract to complete Government-sponsored and administered Operations Security (OPSEC) training, OPSE-1301.

6.1.1 DD Forms 254

The Contractor shall be granted access to classified information necessary for performance of this contract upon contract award as specified in the base contract DD Form 254. All contractor personnel with access to unclassified information systems, including e-mail, require at a minimum a favorable National Agency Check (NACLC).
