Response to Questions

1. Question: Block 3 of the SF33 states that the Solicitation No. is N00l 73-16-R-JF01;

however, the rest of the document, as well as FedBizOps, is reflecting the Solicitation No. as

N00173-16-R-JF02.

Response: Block 3 in the SF 33 was a typographical error, the number is: N00173-16-R-JF02

2. Question: Section B-1 is setup for an award of a CPFF type contract, not an IDIQ type contract. As we are not proposing cost at the IDIQ level, please confirm that Section B-1 will NOT be awarded with a dollar value at the IDIQ level and instead will be the sum of all task orders awarded under the IDIQ prime contract, not-to-exceed the $95,000,000.00 ceiling.

Response: The award will be awarded with a not-to-exceed ceiling of $95M.

3. Question: Section B-1, Item No. 0002 and Section B-4 state that 'Indirect Costs and/or fee are not allowed on travel or ODC." The above statement conflicts with Section L-20 (c)(ii)(B) (Page 81) which states that "All offers will be evaluated using the estimated amounts provided, exclusive of indirect costs. The offer is advised that NRL does not intend to allow fee for travel and material costs." Please clarify whether indirect costs (i.e.-M&H and G&A) may be applied on proposed travel and material for task orders to be awarded under this IDIQ prime contract.

Response: As applicable, Material Handling and G&A may be applied to travel and material, on future task orders.

4. Question: Section G-4 requires inputs for proposed team members. If we are not proposing team members under either Sample Task Order, how and where would you like us to address Team Members under the IDIQ contract?

Response: Include in your proposal Team Members you anticipate using on future task orders.

5. Question: The labor categories stated in Section H-1 as Key Personnel categories are not included in Attachment 6-Personnel Qualifications. Can you please provide the qualifications for the Key Personnel categories stated in Section H-1: Program Manager and Senior Engineer?

Response: Key personnel listed in Section H-1 are notional. It is at the contractor’s discretion to propose two key personnel. One individual to oversee the program, and one to direct day to day activities of each task order.

6. Question: The two Sample Tasks require that key personnel qualifications be met.

However, neither Sample Task Statement of Work provides guidance on Key Personnel requirements. For example, Sample Task I does not require pricing and does not provide a list of anticipated labor categories and Sample Task II does not include either of the key personnel categories as stated in Section H-1. Please provide further guidance on proposal requirements for Key Personnel under Sample Tasks I and IL Response: See Question 5. Each Task Order will require a “Lead” Key Personnel. Sample Task Order I and II will be revised and attached.

7. Question: Several clauses were updated in October and November, will they be incorporated at contract award.

Response: The clauses in the RFP will be updated at the time of award.

8. Question: Section I -5- Option to Extend Services states that "The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor". Is there a requirement to propose rates at the IDIQ level or should this language be removed?

Response: The clause only applies to task orders (where applicable). The solicitation only requires price to be proposed for Sample Task Order II only.

9. Question: Section K-2 (a)(l) states that the NAICS code for this acquisition is 511712.

Should the NAICS code be corrected to 511712 to match what is stated on FedBizOps?

Response: Section K-2 (a) (1) NAICS code is updated to 541712.

10. Question: Section L-10 (c) states that proposals may be hand delivered to Bldg. 222, Room 115 between the hours of 8:00am-4:00pm local time. However, Block 9 of the SF33 states that proposals are due by 3:00pm. Can you please clarify the correct time that proposals are due on November 30th?

Response: Proposals are due November 30, 2016 by 3:00 PM EST.

11. Question: Should the IDIQ Contract Documentation be provided as a separate Volume IV, as indicated on Page 70, or should it be provided as part of Volume 1 Executive Summary, as indicated on Page 73?

Response: The IDIQ Contract Documentation should be provided as a separate Volume IV.

12. Question: The tables under Section L-12(1)(v)-Sample Task Order I and (vi)-Sample Task Order II require a volume for Contract Documentation however there are no preparation instructions for what is to be provided as the contract documentation for the sample task orders. What is the contract documentation that is to be provided for Sample Task Orders I and II?

Response: The Sample Task Order I and II are revised as follows.

13. Question: The page limit for Volume II of Sample Task Order I is shown on page 71 as "25 pages (single spaced plus one Gantt chart)”. Does that mean 26 pages total? Additionally, the Gantt chart isn't mentioned in the Sample Task Order I Statement of Work. What would you like the Gantt chart to show?

Response: The page limits on page 70 are revised to reflect page changes, see chart in Q&A # 12.

14. Question: Can the entire electronic copy of the proposal be submitted on a single CD- R or would you prefer separate CD-Rs for each volume?

Response: Each CD must be separate, IAW the solicitation.

15. Question: Should each volume of each Sample Task Order be bound in its own individual binder or can we provide one binder for each Sample Task Order, separated by tabs for each volume? For example, does the Government expect to see the 2-page Executive Summary in its own binder?

Response: The volumes for the sample task order may be bound in a single binder. Sample Task Order I and II should be in separate binders.

16. Question: The Solicitation states that Offers shall submit the following information as part of their proposal: "A list of the last five (5) contracts or subcontracts completed by the offeror and its major subcontractors during the past five (5) years for contracts similar in nature to this requirement. Include, in the five (5), any current contracts or subcontracts for similar size, scope and complexity to the requirements s ta ted in the SOW “The language above is conflicting as it requests past performance on completed contracts but also states that we can include current contracts. Please clarify whether current and/or completed contracts may be used to establish past performance relevancy.

Response: Past performance questionnaires may be from completed or current contracts.

17. Question: The Description of Requirement# SRD-0012 under Table 1 of the Sample Task Order I Statement of Work ends abruptly: "System shall be able to steer it’s transmit beam in the direction of arrival of a threat signal with an accuracy of <+/- 2.5 degrees to”. Is there additional language that is missing from the Description of this requirement?

Response: SRD-0012 is revised to read: “System shall be able to steer it’s transmit beam in the direction of arrival of a threat signal with an accuracy of <+/- 2.5 degrees to the threat angle of arrival (AOA).”

18. Question: The Attachment 3-Sample Task Order II Statement of Work states that the period of performance shall be twelve (12) months from the date of award. However, the Sample Task Order II cost/pricing instructions stated under Section L-20(c) (ii) (A) provides plug numbers for Travel and Material per Year and a Total which equates to 5- years. Can you please clarify if the Sample Task Order II period of performance shall be 1-year or 5-years?

Response: Section L-20(c) (ii) (A) is revised as follows:

19. Question: The Attachment 3-Sample Task Order II Statement of Work, Section 5.0-Order Type is not completed. Can you please provide the Order Type for Sample Task Order II?

Response: For proposal purposes, Sample Task Order II will be a Cost Plus Fixed Fee Task Order.

20. Question: Is there an assumed period of performance start date that we should use when providing pricing for Sample Task Order II?

Response: For proposal purposes, use a start date of 1 January 2017.

21. Question: Would you please consider an extension to the proposal submission due date to December 9, 2016, to accommodate the Government's response time for all submitted questions?

Response: At this time an extension is not being considered.

22. Question: Who is the contracting officer for this procurement?

Response: The Contracting Officer for this procurement is Leigh Kellstrom.

23. Question: Page 75 of the solicitation (L-14(b) (2) (i)) references the need for a cross-reference matrix in all volumes. Does NRL wants such a matrix in every single volume, or if just in the IDIQ technical volume (IDIQ Volume II) – or any other volumes?

Response: Section L-14(b) (2) (i) indicates a cross matrix is required for the IDIQ technical volume.

24. Question: Section L-14 (b) (2) (ii) references IDIQ Contract Volumes and subfactors within the IDIQ Technical Volume. One of the listed subfactors is Past Performance. However, Past Performance is its own volume (IDIQ Volume III) and not a subfactor in the Technical Volume (IDIQ Volume II). So I’m not sure what L-14(b) (2) (ii) is referring to and how to address it.

Response: Page 75, L-14(b) (2) (ii) Past Performance has been removed as a subfactor. Past Performance is still a factor in Section L-15.

25. Question: Does NRL have a preference as to in which volume we address any OCI (or lack thereof).

Response: OCI information may be placed in IDIQ Volume IV, Contract Documentation.

26. Question: Will Sample Task Order I or II be awarded with the IDIQ?

Response: It is anticipated at least one of the Sample Task Orders will be awarded at time of IDIQ award.

27. Question: Are the key personnel proposed in the Sample Task Orders obligated to perform on contract award?

Response: Yes, Key Personnel are expected to perform at time of award.

28. Question: The Solicitation limits Volume II Technical for the IDIQ response to 25 pages.

The Volume requires that the Offeror provide a Technical Approach to address 8 SOW performance task areas, provide a Quality Control Plan, and a Management Plan. As an example, SOW task area 8 contains 14 paragraphs of requirements that would need to be separately addressed in terms of both understanding and approach. Therefore, the Offeror requests that Section L-12 for Volume II IDIQ be revised to provide for a 10 page limit for each SOW task area and 10 pages for Subfactors B and C for a total page limit of 90 pages.

Response: The page limit for the IDIQ Volume II Technical has been revised to a maximum of 50 pages. See Q&A response for question 12.

29. Question: The Solicitation limits the Technical Volume II for Sample Task Order 1 to 25 pages. The Offeror notes that Sample Task Order 1 requires a demonstration of the Offeror’s technical approach and capability, and facilities, from the design to shipboard deployment of EW systems. The complexity of the Technical Volume II requires 50 pages to adequately describe the Offeror’s capabilities. Therefore, the Offeror requests that section L-12 be revised to 50 pages for Volume II of Sample Task Order 1.

Response: The page limit for Sample Task Order I, Technical Volume II, is hereby revised to a maximum of 40 pages. See chart in Q&A item 12.

30. Question: On the DD254, DSS clearances noted in block 13 are limited to 6, request the limit be raised to 20.

Response: A revised DD254 is being processed and the DSS clearances will be raised to 20.

31. Question: Section M-1, paragraph (iv) on page 88 of 95, there is no relative importance given for Sample Task Order I Response: The relative importance of Task Order I is addressed in Page 87, Section M-1 (a) (2) (i).

32. A revised copy of the Request For Proposal, Sample Task Order I and II Statement of Work is attached.
