STATEMENT OF WORK

SAMPLE TASK ORDER I REVISION 1

GENERIC ELECTRONIC WARFARE SYSTEM DEVELOPMENT

1.0 INTRODUCTION

1.1 The purpose of this task is to design, develop, integrate and test a prototype electronic warfare (EW) system for use in an R&D testing as well as provide 12 limited-production prototype electronic warfare (EW) systems for use onboard a US Naval Ship.

2.0 APPLICABLE DOCUMENTS

None

3.0 REQUIREMENTS

3.1 The system shall have the ability to provide both a generic Electronic Attack (EA) countermeasure capability against a broad spectrum of threats as well as a highly specialized EA countermeasure against an individual threat using advanced digital radio frequency memory (DRFM) technologies.

3.2 The system shall have the ability to operate in an autonomous mode to detect, classify, and respond to the signal environment. The system shall have the ability to be cued from an external source to generate a response. The system shall employ coherent and not-coherent response techniques. The system shall have external graphical user interface (GUI) for user operation and control. The GUI shall communicate to rest of the system through Ethernet connectivity.

3.3 The system shall have a technique library containing a set of contractor proposed response techniques. The system shall be capable of having up to 25 additional response techniques added to the technique library via GUI.

3.4 To support this effort the contractor shall conduct studies, analysis, and derivation of system level technical performance requirements. If the studies and analysis show that all the system level requirements (Table 1) cannot be met, the contractor shall make recommendations as to which requirements should be modified, what level they should be modified to, and what the impact of the modification will be on system performance, cost, reliability, and maintainability. The contractor shall conduct modeling and simulation (M&S) of the system performance, and shall design, integrate, and test the various electronic subsystems. The contractor shall conduct a review of the Military Standards for shipboard equipment and provide a tailored list of requirements that are applicable for prototype systems.

The contractor shall develop and deliver a complete documentation package on the unit in sufficient detail that will allow the Navy to compete the build-to-print production of additional systems should it desire to do so following the conclusion of this tasking. The documentation package shall consist of all design drawings, interface documents, software and firmware source and object code as well as documentation, test and acceptance plans, and sparing and repair plans. All documentation generated, source code, analysis & simulation results, and demonstration test data shall have unlimited Government data rights.

3.5 The Contractor shall propose an EW system design which meets the minimum requirements as outlined in Table 1. Proposals may utilize the following assumptions in preparing proposals:

Systems may be hard mounted to the installation platform Systems have fixed orientation.

Systems may utilize a cold plate capable of continuously sinking heat up to 2.5kW. Cooling liquid for the cold plate will be provided by the host platform and does not have to be factored into system requirements. External GUI may be hosted on a commercial laptop computer. Power for the external GUI does not have to be considered as part of the system requirements.

Table 1 defines requirements for the EW prototype systems within this Task Order. Entries in the (T/O) column indicate whether the requirement is a Threshold (T) or Objective (O) Table 1: EW System Requirements

4.0 PLACE OF PERFORMANCE

4.1 Primary place of performance is the contractor’s facility. Presentations, technical interchange meetings, and support activities may require TDY to remote locations. Performance of this task may also require travel to system test execution sites.
