STATEMENT OF WORK

SAMPLE TASK ORDER II REVISION 1

ENGINEERING SUPPORT FOR EO/IR SIMULATIONS AND MEASUREMENTS

1.0 INTRODUCTION NRL Code 5750 employs multiple computer simulation capabilities to support research regarding ship susceptibility to guided anti-ship missiles. The primary missile engagement simulation is called C-based Routines for Understanding Interactions between Ships, EW, and Missiles (CRUISE_Missiles).

CRUISE_Missiles is the state-of-the-art high-fidelity maritime scene rendering capability that has been developed by NRL, and validated and accredited for use in multiple programs over the past two decades.

The EO/IR threat simulations interface to Davis Engineering’s Naval Threat Countermeasure Simulation (NTCS)/ShipIR to generate databases of imagery and model input that are used to render radiometrically accurate maritime scenes. The rendered imagery is fed into a threat model, which simulates the image processing, acquisition, and tracking algorithms as well as the gimbal, autopilot, and aerodynamics of an anti-ship missile.

2.0 TASK DESCRIPTION

Software Engineering: The contractor shall implement necessary architectural upgrades to CRUISE_Missiles to transition to a modular software infrastructure that pipes new data structures through the simulations from new countermeasure engagement modules and shall also make the necessary changes to legacy EO/IR threat models to be compatible with the new software infrastructure. The contractor shall be responsible for supporting the software testing, evaluation, and debugging cycles. The software must interact with NTCS/ShipIR for ship signature database population.

EO/IR Countermeasure/Low Observable Studies: The contractor shall perform studies to determine the effectiveness of decoy and laser countermeasure techniques against ant-ship EO/IR missiles and also perform special low observable technology studies.

These may include the application of computer simulations (e.g ShipIR, CRUISE_Missiles, ACQUIRE- SB) to accurately predict the EO/IR signature of military or other ships, evaluate various countermeasure techniques against known and postulated threats, and reviewing and designing new or improved countermeasure or low observable techniques.

Lab and Field Experiment Support: The contractor shall provide lab and field testing support by maintaining, operating, and analyzing data from several specialized devices including threat guidance and simulators, Fourier Transform Infrared (FTIR) spectrometers, radiometric imaging cameras, specialized lasers, and data acquisition systems. The contractor shall develop and integrate the above equipment on measurement platforms.

Documentation Support: The contractor shall produce write-ups and presentations to document all model/simulation developments and analysis results in support of program reporting requirements. The contractor shall provide technical and system engineering input in support of NRL updating program documentation; providing input on technical, operations, cost, risk, and schedule factors.

3.0 PLACE OF PERFORMANCE The primary place of performance is NRL Washington, DC. Field test execution requires both CONUS and OCONUS deployment as determined by testing scenarios and field exercises.

4.0 LEVEL OF EFFORT

The estimated level of effort for this task order is as follows:
