Questions and Answers dtd 7/16/14 Solicitation N00173-14-R-RV04

Reference: Solicitation Section L-16(d), Pricing Tables, indicates two Attachments, 6 and 7, as “pricing tables.” There is also a “Note” (last sentence of same section) that states the following:

“Offerors are required to propose on all labor categories.

Q1. Does the solicitation contain two attachments, or is Attachment 6 the only Cost/Pricing Spreadsheet?

A1. See Amendment 1

Q2. Labor Categories and descriptions appear to be missing from the solicitation or the Attachments.

Was it the Government’s intent that the Offeror propose Labor Categories they feel are required in order to perform under each Sample Task Order or were the Labor Categories erroneously left out of the Solicitation or Attachments?

A2. It is the Government’s intention that the offeror propose labor categories they feel are required in order to perform under each sample task order.

Q3. Section L-16(e), Verification of Adequate Accounting System: If an Offeror has a letter from DCAA stating its Accounting System has been deemed adequate, will the submission of the Offeror’s adequacy letter from DCAA in lieu of the SF 1408 Pre-Award Survey of Prospective Contracting Accounting System, be an acceptable response for this requirement?

A3. See Amendment 1.

Q4. Section L-10(a) shows five functional areas Offerors are to propose to, but also mentions “six” functional areas. Can the government please clarify?

Q5. L-16(d)(1) on page 80 of the RFP that we “shall complete and include as part of (our) proposal the pricing tables found in Attachments 6 and 7 to reflect the Offeror’s ceiling rates to be applied to CPFF delivery/task orders during each year of the contract.” Page 57 lists Attachment 7 as “Acronyms and Definitions” dated 3/20/14, rather than a pricing table or spreadsheet. Is there an additional attachment where we can record our CPFF rates by contract year?

Q6. Would the Government please consider a 2-week extension to the 24 July 2014 proposal due date?

A6. Yes. The response date has been extended by 2 weeks.

Reference: Task Order 002 titled Fabricate Airborne S&T Project/Platform Modification

Q7. Task Description 3.1 says that the KTR shall fabricate 4 items, one of which is “equipment racks for internal components”. However, Deliverables 4.0 lists “IMU installation structure” but not “internal equipment racks” as a deliverable. Can you clarify the task description & deliverables – should we include both the (1) equipment racks and (2) IMU installation structure as parts of 3.1 and 4.0?

Q8. Section H-4(a) requires the Offeror identify a name and submit a resume for the Program Manager Key labor category. Does the Government intend to provide a labor category description detailing the Program Manager’s education and relevant experience requirements?

A8. It is the Government’s intention that the offeror propose an individual with what it feels is the required education and experience to serve as a PM.

Q9. L-9(g) states: “The proposal shall be a complete response to the Statement of Objectives and the requirements of this RFP…” A Statement of Objectives was not included in the RFP. Please provide SOO, if applicable.

Q10. L-10(a) states: “NRL/VXS-1 requires support in the following six areas:” However, there are only five areas listed. Request section be corrected to read “five areas” or provide details on the sixth functional area.

Reference Section L-13(b)(1)(i), Format and Specific Content, Page 76

Q12. L-13(b)(1)(i) states: “Offerors may elect to submit a Technical Volume for a minimum of one and a maximum of six of the six functional areas listed in the RFP.” There are only five areas listed and therefore request the section be changed to read “five areas” or provide details on the sixth area.

Q13. L-13(b)(1)(ii) states: “The Technical Volume shall consist of both a corporate overview and individual proposals for each functional area.” Please confirm this requirement is met by submitting a maximum of 25 pages for the Resources and Management, Subfactors (B) and (C) to meet the Corporate Overview requirement, and a 15 page maximum response per Sample Task Order, Subfactor (A).

Q14. Section L-16(d)(1), Note, says: “Offerors are required to propose on all labor categories.”

Additionally, Section L-16(g)(1) says: “If the Offeror does not currently have employees to fulfill the duties under a specific labor category in which they want to propose…” Both sections seem to indicate that Labor Category titles and descriptions are included in the RFP. Further, Section M-2(d)(3) references sample labor categories in Attachment (1), which appears to incorrectly numbered. Please provide labor category titles, descriptions, and on- and off-site hours by functional area for each CLIN identified in Section B to cover the five year contract period.

Q15. Section L-16(d)(1) says: “The Offeror shall complete and include as part of its proposal the pricing tables found in Attachments 6 and 7…” These attachments appear to be incorrectly numbered. Please clarify.

Q16. Will the Government be providing the travel and material amounts to be proposed for each functional area for each CLIN identified in Section B to cover the five year contract period?

A16. At this time the Gov’t does not intent to provide material & travel estimates for each functional area.

The CLINs on the base contract will be unpriced. The total face value of the program is $30,000,000.

Q17. States the “expected delivery of equipment is 22 days after task order award”. Should this be read “expected installation and integration of equipment is 22 days after task order award”?

Q18. For pricing purposes, please provide the contract type for each sample task order, ie, FFP, CPFF term, or CPFF completion.

A18. Offerors shall propose the contract type.

Q19. Task Description 3.1 does not match 2.0 Scope. Also, the task description and deliverables identified do not seem to align with the Functional Area 5 Project/Program Execution Support tasks in the PWS, but rather with Functional Area 1, Analyze/Design of Airborne S&T Platforms/Modifications.

Please review Sample Task Order 0005 2.0 Scope, 3.0/3.1 Task Descriptions and 4.0 Deliverables sections for agreement and applicability to Functional Area 5 task descriptions in the PWS.

Q20. Will an AWD be incorporated in the RFP or will the Government determine applicability on a Task Order basis to be specified in each Task Order RFP?

A20. AWDs will be incorporated at the task order level (if necessary)

Q21. Section L states that legible charts, graphs, tables, and figures are allowed within the proposal.

Does the term “figures” include pictures? If so, what is the approved format for pictures, i.e., jpeg, gif, png, BMT?

A21. Yes, any format compatible with Microsoft Office is acceptable.

Q22. The RFP states that multiple IDIQ contracts with FFP, CPFF term and CPFF completion type task orders will be awarded. What type of pricing should be utilized for the Sample Task orders referenced in the RFP?

Q23. In section L-13 Volume II: Technical Volume section (b) Format and Content, (1) Technical, paragraph (ii) states: The technical Proposal Volume shall consist of both a corporate overview and individual proposals for each functional area. Also, in the same section paragraph (iii) states: The task order proposals must demonstrate your technical approach, capability, and qualifications to perform the requirements defined in each Task Order SOW. Is it the Government’s intention to have offerors submit a separate proposal response to each functional area (of the offerors choice) and a separate proposal response to the coinciding Sample Task Order SOW?

A23. It is the Gov’ts intention to assess the Offeror’s understanding and approach to solving the problem in each of the sample task orders when determining whether or not to award the opportunity to compete for taskings within a given Functional Area.

Q24. In section L-13 Volume II: Technical Volume section (b) Format and Content, (1) Technical, paragraph (i) states: Offerors may elect to submit a Technical Volume for a minimum of one and a maximum of six of the six functional areas listed in the PWS. Section C-2 Performance requirements, subsection (d) Functional Areas only list 5 Functional Areas. Will the Government please clarify Functional Area six?

Q25. Section L-11 General Instructions, subsection (1) Organization/Number of copies/page limits, paragraph (i) provides a table listing the proposal organization and page limits. Volume 2 Technical has 15 pages per functional area (Subfactor A), and 25 pages for Resources and Management (Subfactor B & C). Can the government please clarify if the 25 pages for Resources and Management (Subfactor B &C) are per functional area as well, or is the 25 page limit for the entire Technical Volume? Additionally, do these page limits apply to the Sample Task Order SOW responses? Or are responses to the Sample Task Order SOW to be included within the functional area response page limits.

A25. The 25 page limit for Resources and Management (Subfactors B & C) applies to the entire technical proposal. The sample task responses are to be included in the 15 page limit to each Functional Area (Subfactor A).

Q26. Section M, subsection (3) Element (2) – Cost Analysis states: The Government will evaluate the separate cost elements in the Offeror’s proposal using the representative sample of labor categories in Attachment 1 to determine how well the proposed costs represent what the cost should be, assuming reasonable economy and efficiency. Attachment 1 – REQUIREMENTS FOR ON-SITE CONTRACTORS does not provide a representative sample of labor categories; will the Government be providing the sample labor categories?

Q27. Section L subsection (d) pricing tables, paragraph (1) states : The Offeror shall complete and include as part of its proposal the pricing tables found in Attachments 6 and 7 to reflect the Offeror’s ceiling rates to be applied to CPFF delivery/task orders during each year of the contract. Note: Offerors are required to propose on all labor categories. Attachment 7 appears to be an acronyms and definitions attachment. Will the government be providing the correct pricing tables to be used? Additionally, it is noted that all offerors are to propose on all labor categories, although no labor categories are given in Attachment 6 or Attachment 7. Can the government clarify what labor categories the offerors are to propose to?

Q28. Offerors are to propose pricing for the Sample Task orders SOW. Can the Government provide a sample period of performance (i.e., months, days, years) so that Offerors can assess the number of personnel needed to execute the task on time?

Q29. Page 74 of the RFP. Page Count for Volume II states 15 pages *per functional area* for subfactor A, 25 pages for subfactors B & C – does that mean 25 pages total for subfactors B & C? Page 77 asks us to address each subfactor for each of the separate task orders, which seems to imply that it’s 25 pages each but I want to make sure.

A29. The total page limit for Subfactors B & C is 25 pages. For each functional area to be evaluated under Subfactor A, the page limit is 15 pages.

Q30. Page 80 of the RFP. Cost volume pricing tables – Offeror shall complete Attachments 6 & 7.

Attachment 6 is the Task Order cost spreadsheet, so no issue there, but Attachment 7 is “Acronymns & Definitions”. Is there a separate Attachment 7 with CPFF pricing tables that we need to complete?

Q31. Cost Volume – are subcontractors required to submit DCAA audit verification, or only the prime contractor?

A31. IAW FAR 42.202(e)(2), the prime contractor is responsible for managing the subcontractors.

Therefore, it is the prime contractor’s responsibility to ensure that any subcontractor that may enter into cost reimbursement subcontract has an approved accounting system.

Q32. Task Order 002 – Task Description 3.1 asks to fabricate equipment racks for internal components (among other things) but Deliverables 4.0 asks to deliver IMU installation structure (among other things).

My technical team tells me these cannot be the same thing. Can you clarify specifically what should be fabricated & what should be delivered under this task order?

Q33. Task Order 005 – Page 7 of the RFP says that TO 005 is for project/program execution & support, but TO 005 discusses completing feasibility studies, drawings, analyses and a PDR. Are you looking for only the program management function of that (i.e., organization, gathering documents, participating in reviews, etc.) or actually looking for the Offeror to complete the studies, drawings, analyses, etc. under this task order? Feedback from my technical team indicates that a feasibility study, PDR and flight clearance documentation would generally not be bid under one 26-day task order, since the feasibility study would be completed prior to authorizing work on the remaining PDR, drawings, analyses, etc.

Q34. Can the government please clarify if the same personnel (key and non-key) can be proposed on more than 1 Sample Task Order SOW? If the same personnel is proposed on each Sample Task Order, is it acceptable to have 1920 man hours for one single personnel within each Task order, or are offerors to propose the same personnel across the multiple task orders, with not exceeding the 1920 man hours collectively?

A34. Personnel may be utilized on more than one task order. If personnel manning exceeds 1,920 hours, Offerors shall document its handling of uncompensated overtime.

Q35. In Section L of the RFP - Section (f) Sample Task Order Proposals, paragraph (ii) and (iii) appear to be duplicate paragraphs. Can the government please communicate if this is simply an error, or if these paragraphs should have different requirements?

Q36. In Section L of the RFP - Section (f) Sample Task Order Proposals, paragraph (iv) states: list each subcontractor cost separately by task order, and obtain fully disclosed cost proposals in accordance with the format provided in Attachment 5 and 6. As part of the basis of estimate narrative, perform and provide evaluation results of cost/price analysis for each subcontractor proposal. Due to the sensitive and proprietary nature of business rates and fees, typically fully disclosed rates are not provided to prime contractors, and alternately are provided directly to the government. Can the government please clarify how subcontractor price proposals are to be submitted? Additionally, with not having access to subcontractors fully disclosed cost proposals, how does the government want the prime offerors to proceed in performing and providing cost/price analysis and evaluation results of the subcontractors proposal?

A36. Subcontractors may submit proprietary information directly to the Government. The prime contractor’s cost proposal shall provide an evaluation of fair and reasonableness of the subcontractor’s pricing IAW FAR 15.404-3(b).
