DEFINITIONS
Bill Rate – The total hourly labor price to be billed to the Government.
Local Travel – Local travel is travel conducted on official business within a 50-mile radius of the official duty station. This does not include travel to and from work or parking.
Nationwide – Includes all 50 states and U.S. territories
Official Duty Station – An official duty station is defined as the Contractor employee’s continuing place of duty as determined by each task order.
Other Direct Cost (ODCs) – ODCs are those costs incurred by the Contractor (when authorized by a task order) to obtain supplies, equipment, or services. For example, travel and related direct costs are reimbursable as ODCs.
Performance-Based Contracting (PBC) – PBC involves statements of work that define requirements in clear, concise language identifying specific work to be accomplished (See FAR 37.6 for policies and procedures).
Supervision – Provided by the Contractor to Contractor employees. There will be no Government employer-employee relationship. This includes, but is not limited to, delegating and directing work assignments, monitoring employee performance, effecting necessary employee discipline, and awards.
Task Order – A task order issued by the Government specifies and authorizes work to be accomplished by the Contractor to satisfy the Government’s requirements. It specifies the source of work, schedule for completion, technical requirements, and performance standards (and/or acceptance criteria) for deliverables. It will identify a requirement for the Contractor to provide supplies, equipment, travel, or services, etc. when a task order calls for such costs.
Task Order Proposal – A task order proposal is prepared by the Contractor in response to a task order request received from the Government. It describes how the Contractor proposes to satisfy the Government’s requirements specified in the task order request.
Task Order Request For Proposal (TORP) – The task order request for proposal is prepared by the Government and describes required outcomes or deliverable services, performance standards, and/or acceptance criteria, and a performance schedule to permit accurate estimates of labor mix, work hours, and direct charges and dates for task completion.
