About this file

This is a Pre-Proposal Inquiry Submission Form containing government responses to contractor questions regarding a hydraulic piping installation contract for laboratory testing facilities in Building 60 and Building 19.

The contract requires installation of hardline hydraulic piping systems with NPS 2-inch SCH80 pressure/return lines and NPS 1.25-inch SCH40 drain lines rated for 3,000 psi maximum working pressure. Tubing material selection is at contractor discretion with stainless steel preferred; wall thickness must be selected to meet the 3,000 psi working pressure requirement. Fittings must be 37-degree plated flared fittings conforming to SAE J514 and rated for 3,000 psi working pressures. Ball valves for pressure, return, and drain lines must support 3,000 psi maximum working pressure with stainless steel preferred. The piping system requires a 3:1 burst rating ratio (9,000 psi minimum burst rating); alternate connection methods such as compression fittings or flanging connections are acceptable if necessary to meet this requirement. Pressure testing with nitrogen gas and flushing with MOBILE DTE 25 hydraulic oil is the preferred method. Both ASTM A519 and ASTM A179 are acceptable US standards for tubing material. The piping trench in Building 60 Room 172 measures approximately 4 feet wide with depth ranging from 3 to 4.5 feet; grating removal and trench cover modifications are performed by lab personnel. Contractor scope includes elbows and connectors necessary for trench routing but excludes final connections to MTS equipment, which lab technicians will complete. Normal working hours apply with equipment shutdown as necessary for safety. Site staging is permitted outside overhead doors; no site-specific training, permitting, or confined space entry is required. Payment and Performance bonds are required; bid guarantee is not required. The site will provide hydraulic oil for testing and flushing operations.

3.1.3.1

Please confirm the conveying material needed is tubing.

Schedule 40 and 80 "PIPE" is referenced however pipe cannot be flared. Pipe schedule also determines wall thickness and the related pressure rating for pipe, however the schedules noted do not meet the 3,000 psi working pressure of the supply line.

Tubing is needed; wall thickness shall be selected to meet working pressure of 3,000 psi.

3.1.2.2

The burst rating requirement is noted as 3x the working pressure for the system. Understanding the supply line working pressure rating is 3,000 psi, the burst rating should be 9,000 psi. After reviewing with tubing and fitting manufacturers, flared JIC connections for the tubing sizes noted, will not meet these requirements. Alternate connection types such as plain end tube with compression fittings, or alternate flaring/flanging connections are capable of meeting the pressure requirements. Alternatively if a 2:1 (2x) safety factor for burst rating is acceptable, then JIC flared connections may be able to meet the requirements although industry standard for 2 inch JIC fittings is between 1,500 to 2,500.

Alternate methods should be utilized to maintain the 3:1 ratio noted
