Solicitation N0016724Q0148 – IP Security Cameras Questions from the Industry:
About the Facility Infrastructure:
· How old is the facility? Primary portion is 30 years old. A few portions were built in the 1970’s.
· Is the use of this facility mainly office use? Mix of office and light industrial.
· How much square footage is in the facility? 450,000 sqft in total but not all of it will be monitored. Most of the cameras are confined to a 50,000 sqft area with a few cameras going to the outer perimeter of the larger building.
· How stable is the power? Fairly stable. Sever room area is on UPS and the remainder is standard MLGW power.
· Is there a dropped ceiling in all areas of installation? No. Not all. Office areas and server room areas have them.
· What type of walls are in the perimeter areas? Metal siding
· What type of walls is inside the offices? Drywall with metal framing
· Do we need to drill between the walls, to run our cable infrastructure? Only if changing the path from the currently installed system.
· Do we need to use conduit? If yes, what do you estimate the total conduit footage will be? No
Questions Regarding Integration with Existing Lenel System:
· Is the existing Lenel system access control, IDS, or both? Existing system being transitioned to Lenel from AMAG currently and includes access control and IDS.
· How do you want the Lenel integration to be done? The camera feeds need to be recorded and provided to the Lenel system installer. The Lenel system installer should take the camera feeds and integrate it into the Lenel system.
· Is it a requirement for this opportunity that the contractor is Lenel certified? No
· Who is responsible for the licensing procurement for the Lenel access control server and licensing? That is a separate contract. It will be the Lenel installer’s responsibility.
· Will the contractor need to work with the existing access control vendor to program/configure the Lenel licensing? Will need to work with Lenel installation vendor for integration but will not need to do the Lenel licensing or programming.
· How many cameras will need to be integrated into the Lenel system? All 46 that are required for this solicitation? Appx 38 cameras.
CCTV:
· Is the existing Command Control (SOC) well ventilated? Yes
· Are you planning to use the existing Command Control (SOC) for the new CCTV System? Yes
· Is there a plan new for a new command control system? No
· If yes, how far apart will the new Command Control be from the old command control system? N/A
· Is there a special room with HVAC allocated for the new Servers? Yes
· How many cameras are to be installed in a hanger, and how high is it? Appx half. Between 20 and 30 ft.
· How many cameras are to be installed on a roof, and how high is it? 3. About 35 feet. There is ladder access to the roof.
· How many cameras will be installed outside the building? About 10.
· Do you need 360-degree view in some areas? If so can you specify what areas? No. N/A
· Do you need Pan/Tilt/Zoom for some areas? Yes or multidirectional is acceptable. 14 Cameras.
· Is there a parking area to be viewed by any camera? If yes, please specify what type of camera? Yes, Axis Outdoor Fixed IP camera.
· Is there a requirement to install some cameras on poles? If so, how tall? No
· If yes, is there an existing connection to existing conduit to the poles? N/A
· Are they going to be standalone cameras, as in not connected to the facility’s network? No
· How much storage is needed for the CCTV Video recording? 96TB
· Who is responsible for the licensing procurement for the Lenel access control server and licensing? Separate contract.
· Will the contractor need to work with the existing access control vendor to program/configure the Lenel licensing? No, only the CCTV video data will need to be provided to the Lenel system/ Lenel system installation contractor for integration.
· How many cameras will need to be integrated into the Lenel system? All 46 that are required for this solicitation? Appx 38 cameras. Final number will depend on location of camera installation.
Brand:
· We were also just alerted that Milestone now does not sell Husky servers for government customers due to them not being TAA compliant; would you be open to an approved equal choice of server that is TAA-compliant for this opportunity, including necessary software licensing for the CCTV cameras? Yes.
Additional Questions:
· Are Scaled Drawings available, if so please post. Yes, but incomplete. For attachment “MEMPHI_01_1 General floorplan Camera Locations” The areas shaded in red are the areas where the new cameras will replace existing cameras. The red X’s designate the approximate locations of the new exterior cameras.
· Are Ceilings Suspended? Or Hard Lid? Combination of both. High bay ceilings will have cable run along girders and beams. Offices will use suspended ceiling and cable trays.
· Are there existing Cable Trays for wiring above ceilings? Mostly. But some are run directly on beams and girders.
· Can Existing Wiring be utilized? Yes
· Is a “UPS” required? If so, What Time/Power Duration is required? Already provided.
· Are “Or Equal” Equipment substitutions allowed? Yes, as long as they meet min spec and are compatible with Lenel systems.
· Is “Plenum Wire” acceptable? Yes, but it is unlikely they will be needed. Most cables are preexisting and have paths via cable tray, above drop ceiling, or along structural members.
· Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t? Generally no, but exceptions can be approved in advance.
· What is the height of Exterior Cameras? (If any) appx 30’
· Please provide a list of equipment to be installed. Included in solicitation.
· Is there an incumbent vendor who has been servicing the existing system? If so, what is the most current contract number and amount? No
· Is there any requirement for the readers to be FICAM-compliant? Yes
· Are there any requirements for the system to be cyber-secure? Yes
· Do you have a site drawing of locations where this equipment will be installed?
Partial
· Are the cameras replacing existing cameras, or is it new installation? (It does not specify if labor for running wire is required).
Mostly replacing old cameras. Roughly 10 are new. New cameras will need wiring.
· If there is existing wire, what type is it? (Coax, Cat5, Cat6 etc...). Mostly Coax some Cat5.
· If we are running new cabling and fiber, does the facility have drop ceilings (tiles) or hard sheetrock ceilings? Is there a pathway for wire/fiber to be run currently?
Most cabling (coax) is already installed and can be reused. New cameras will need new cabling.
· Are the cameras going on a government provided/secured network? Or are the cameras running standalone from any Enterprise Managed Network?
CCTV portion will be standalone but camera feed will be integrated into a Lenel security system.
· The 3 specified switches, and 3 PC work stations/ server will have enterprise windows licenses, but will not be compatible with government active directory. If required to be on a network, the local Network Manager will need to configure.

· Recording Retention Time:
a. What is the minimum required retention time for the camera recordings? Are there specific regulations or standards that need to be adhered to for recording retention?
No, old files deleted when the minimum of 96TB storage is exceeded.
b. Will contractor be supplying the camera internal storage media? Yes
c. If additional cameras being added to the newly installed system how many? About 10
d. How many Interior / Exterior Cameras? 38/8
· Could we have a site-visit before the quote submission? What is the process to register?
Site visit is not available at this time.
· If a contractor submits a quote with installation price and does a site-visit after award, Will contractor be able to change the quoted price of installation if needed? Please clarify.
The contractor will be able to change the quoted price of installation if needed. However, because this is an LPTA (Lowest Price Technically Acceptable) solicitation, if the new quote is not the lowest price anymore, the government will have to cancel the contract and award to the next lowest technically acceptable quote.
