About this file

This document provides an amendment summary and details of a federal solicitation for vibration and shock testing services. The Naval Surface Warfare Center, Carderock Division seeks to award a firm fixed price contract to conduct environmental testing of a Navy Ultraviolet Ballast Water Treatment System in accordance with MIL-DTL-901, MIL-STD-167-1, and MIL-STD-461. The testing will include shock, vibration, and EMI testing on the main skid assembly, CIP skid assembly, and power cabinet. The required response date was changed to March 1st, 2024. No additional monitoring channels will be required beyond those already included on the system, and the units will not need to operate during shock testing since water will not be flowing.

SUMMARY OF CHANGES

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 28-Feb-2024 12:00 PM to 01-Mar-2024 12:00 PM.

QUESTIONS FROM INDUSTRY

*EMI testing is not applicable, it was inadverently included in the posting and combined synopsis of the RFQ.

MIL-OTL-901 Hlgtl ImpactShipboard Shock Testing:

1. Assume specification version will be MIL-DTL-901E? Yes

2. Are the Main Skid Assembly and CIP Skid assemblies considered "Hull" mounted as defined in

MIL-DTL- 901E?

a. Verify that the mounted units will not be isolated/shock mounted That is correct; Main Skid and CIP skid are assumed to be hull-mounted and have no isolation mounts, so they need to be tested on the inner bottom of an FSP or barge. The power cabinet is deck-mounted and has wire rope isolation mounts, so it should be tested separately on a 14 Hz DSF on the FSP/barge or on a DSSM with 14 Hz spring tray.

3. Will the Skid assemblies be required to operate before and after the shock series and will they need to be operated in between blows? Since the equipment is non-mission essential (grade B), it will be hooked up to power but will not need to be operated before/after and in between blows.

4. Will there be any requirements for accelerometers to monitor EUT shock responses (not including control accelerometers}? At this time, no. If additional requirements are identified during the test preparation/test procedure phase, we will address that on the back end as a contract mod, if needed.

5. In addition to the flow meter, will additional monitoring channels be required? The system monitors multiple parameters, including flow, pressure, temperature, and conductivity. There is one flow meter with flow meter transmitter, one conductivity sensor, one temperature sensor, two pressure sensors, and three UV sensors. However, during shock testing, no water will be running through the system, so none of these parameters would need to be monitored (other than any noted damage to cables/sensors).

6. Will the Power Cabinet assembly be connected to the Main Skid/CIP skid during testing and will these skids have flowing water? The system will be powered on during testing but no water will be flowing through it (i.e., pipe connections will be capped).

N0016724Q0043

MIL-STD-167-1 Mechanlcal Vibrations of ShipboardEquipment :

1. Assume specification version will be MIL-STD-167-1A? Yes

2. Can the 3 test units will be vibration tested independently, and not as a single unit? They can be tested independently, but all three need to still be interconnected. In addition, since the system needs to be operational, water will need to be running through the entire system as well.

3. Are the test unit assemblies considered "Hull" mounted? See answer to question 2a above.

Main Skid and CIP skid will be considered hull mounted, but power cabinet would be considered deck mounted.

4. Will the mounted units be isolated/shock mounted? Only the power cabinet.

a. If shock mounted, what is the natural frequency of the isolator(s}? Are you talking about shock response frequency of the isolators? That was calculated at about 6 Hz.

5. Will the required power supply be provided as GFE? If I’m understanding the question correctly,

no. Contractor’s quote should include the means of powering the three main electrical components according to section 3.3.2.1 of the PWS. If adequate power is not already available in the lab, the lab will have to provide it (in addition to any other laboratory upgrades that are needed to support system operation – see section 3.3.3 of the PWS).
