The provider of these services will be responsible for conducting vibration testing on the Navy BWTS in accordance with MIL-STD-167-1 and shock testing in accordance with MIL-DTL-901.

2.0 BACKGROUND: NSWCCD Environmental Engineering, Science, and Technology Branch (Code 633), in support of the Naval Sea Systems Command (NAVSEA) 05P5, is developing a Navy-approved Ballast Water Treatment System (BWTS) for future install on surface vessels. As part of the requirements for shipboard use, the BWTS will require testing and certification for vibration and shock in accordance with military standards (i.e., MIL-STD-167-1 and MIL-DTL-901).

3.0 OBJECTIVE:

3.1 Prior to the start of any testing, the Contractor shall develop and submit to the Government a Vibration Test Procedure and a Shock Test Procedure in accordance with CDRLs A001 and A002. Testing shall not begin until the test procedures have been reviewed and approved by the Government and the Government has authorized the start of testing.

3.2 In accordance with CDRL A003, the Contractor shall provide an estimated schedule for test execution as well as potential retesting efforts. The schedule shall be updated as needed and submitted for Government review.

3.3 In addition to sections 3.1 and 3.2, as part of the base award, the Contractor shall prepare the test facility or test platform to accommodate the BWTS.

3.3.1 The BWTS is comprised of three main principal units; the main skid assembly, the power cabinet assembly, and the clean-in-place skid assembly.

3.3.1.1 The main skid assembly measures 2300 mm wide, 1600 mm deep, and 2868 mm high, weighs 2500 kg (dry weight) / 2840 kg (wet weight), and is base-mounted directly to the ship structure.

3.3.1.2 The Power cabinet assembly measures 1120 mm wide, 452 mm deep, and 1000 mm high, weighs 275 kg, and is base and back mounted to the ship structure with vibration cable dampeners.

3.3.1.3 The clean-in-place (CIP) skid assembly measures 770 mm wide, 1059 mm deep, and 1780 mm high, weighs 148 kg (dry weight) / 417 kg (wet weight), and is base mounted directly to the ship structure.

3.3.2 The equipment requires access to fresh water supply, compressed air at 5-7 bar, filtered in accordance with ISO 8573-1 Class 5 (i.e., particles less than 25 micron, water concentration less than 7.8 g/m3 at 7 °C, oil concentration less than 25 mg/m3), and 440 V, 3-Phase, 60 Hz AC power.

3.3.2.1 There are three electrical interfaces required that deliver power to the three main principal units of the BWTS. Each interface must supply 440 V, 60 Hz, 3 Phase AC power. The main power cabinet assembly requires up to 69.67 kW power (92.34 full load amps), the control cabinet assembly requires up to 6.54 kW (10.73 full load amps), and the CIP skid assembly requires up to 1.32 kW (2.5 full load amps).

3.3.2.2 Two air supply interfaces are required. The first is for the main skid assembly, which has a piping interface of DN15 (15 mm). The second is for the CIP skid assembly, which also has a piping interface of DN15.

3.3.2.3 Four freshwater supply interfaces are required. The first is for the freshwater supply inlet, which has a piping interface of DN25 (25 mm). The second is for the backflush discharge, which has a piping interface of DN100 (100 mm). The third is for the BWTS inlet, which has a piping interface of DN200 (200 mm). The fourth is for the BWTS outlet, which also has a piping interface of DN200.

3.3.3 For Vibration Testing, the BWTS shall be operated in the ballast treatment mode, that is, the most complicated mode, throughout the entirety of the test. The minimum flowrate required to operate the BWTS is 60 m3/hr during ballast treatment mode. As such, the Contractor’s test facility shall be equipped with the following list of ancillary equipment and supplies to support the operation of the BWTS:

3.3.3.1 Two circulation tanks with a minimum 1,000-gallon capacity each or one tank with a minimum 2,000-gallon capacity, or equivalent.

3.3.3.2 A pump capable of providing at least 60m3/hr (265 gallons per minute) of fresh water flow through the system.

3.3.3.3 Appropriate sized piping or flexible hose, valves, flanges, and/or adapters to enable the pump to circulate freshwater from the tank, through the BWTS inlet and outlet, then back to the tank. Note that the BWTS is equipped with an automatically-backflushing filter and the backflush water can also be routed back to the circulation tank. A diagram is provided to show notional routing of pipe:

3.3.4 For shock testing, the system shall be powered on but not operating with water running through it. Fresh water shall be in the system but the pipe connections shall be capped. The Contractor’s test platform should be configured as follows for shock testing:

3.3.4.1 The MIL-DTL-901 shock test series for the BWTS main skid and CIP skid shall be conducted on the inner bottom of a floating shock platform (FSP) or barge for vertical axis specified orientation. A test series of 30-foot, 25-foot, and 20-foot shots shall be conducted with the equipment in one orientation, and then a final, 20-foot shot will be conducted with the equipment rotated 90 degrees.

3.3.4.2 For the BWTS power cabinet, either one of the two test options is possible:

3.3.4.2.1 Test the power cabinet on a floating shock platform (FSP) or barge with a 14 Hz Deck Simulating Fixture (DSF) for vertical axis specified orientation. A test series of 30-foot, 25-foot, and 20-foot shots shall be conducted with the equipment in one orientation, and then a final, 20-foot shot will be conducted with the equipment rotated 90 degrees.

3.3.4.2.2 Test the power cabinet on a Deck Simulating Shock Machine (DSSM) (Per MIL-DTL-901E Table XVI, the Vertical Axis Specified series using the Figure 25 spring tray (14 Hz)). 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating
Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Arnel Ngo email at arnel.a.ngo.civ@us.navy.mil.

The cut-off date for questions is 12:00 PM EST on January 11, 2024.

(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
