About this file

This document contains a request for proposal and related federal contract opportunity details. The Naval Surface Warfare Center Carderock Division is soliciting proposals for a blanket purchase agreement to provide propulsor support hardware over a five year ordering period. Interested vendors are to complete applicable blocks on the SF-1449 form, including their CAGE code in block 17 and signature in block 30. While specific pricing is not requested at this time, cost information will be required to be provided for individual delivery orders placed against the BPA. Vendors may take exceptions to the RFP terms and conditions but doing so will not automatically disqualify them for award consideration. The solicitation includes additional requirements and technical details accessible to vendors with an approved Joint Certification Program clearance.

N00167-21-R-0005 Propulsor Support Hardware

Questions Set 3

Number Question Response

1 The line item #0001 indicates that we are to provide pricing for 1 Lot of

Propulsion Support Hardware. We may have missed it but please provide the quantities or BOM for the items on page 6,section 4. Enclosures. The term, 1

Lot is vague and does not provide information of the quantities needed for each item in the “lot”.

Please review Section L – Instructions to Offerors; which was updated in Amendment 0001.

Section L provides detailed information on what is required of the proposal from each vendor. The Government is requesting technical proposals from interested vendors. As this requirement is a BPA, cost/pricing information will be requested for each delivery order.

To that end, specific quantities will be provided at the order level when the vendor is then required to provide cost/pricing as part of their proposal.

2 If we take exceptions to the RFQ will we be considered non-responsive and not be considered for the award? Example; page 14, C-247-H001 Permits and

Responsibilities (NAVSEA) (Dec 2018).

Interested vendors may submit any exceptions to the RFP. Taking exceptions will not make vendors non-responsive and will not exclude the vendor from being considered for award. The

Government will review each exception from the vendor. However, the Government reserves the right to disagree with the exceptions and decide if it shall remain in the solicitation/contract. All awardees will be subject to the same Terms and Conditions.

3 Are the bidders required to complete & sign blocks 12,17,23,24 & 30 of the SF

1449 along with Section J (Reps & Certs)?

Bidders are required to complete and sign applicable blocks.

Block 12: Discount Terms – Not applicable

Block 17: Contractor/Offeror – Required. Please be sure to include

CAGE Code.

Blocks 19-26 do not need to be filled in as the Government is not requesting specific unit/cost/price information. Cost information will be required for each order award.

Block 30: Signature – Required

Section K Reps & Certs – Required, however delivery specific sections (such as sections for item and country of origin lists) can remain blank.
