About this file

This document contains a set of questions and answers regarding solicitation number N00167-21-R-0005 for propulsor support hardware. The Navy seeks to award a blanket purchase agreement to procure items to support propulsor systems, including fabrication, assembly, testing, packaging, shipping, delivery, and installation of commercial off-the-shelf parts. Work will be performed to build-to-print drawings and utilize commercial specifications and processes, though some orders may contain Department of Defense specifications. The BPA would have a ceiling of $15 million over five years of ordering. Individual orders will be competed among BPA holders and priced separately, with typical turnaround of 30 days for quotes.

N00167-21-R-0005 Propulsor Support Hardware

Questions Set 1

Number Question Response

1 FAR 8.405-3(a)(4) says that “BPAs shall address the frequency of ordering, invoicing, discounts, requirements (e.g., estimated quantities, work to be performed), delivery locations, and time.”

Can you please address these items specifically to give an idea of the breadth and frequency of possible orders?

Does the Government have an idea of the approximate total amount of orders contemplated?

It appears that there will not be any schedules with set prices but each order will be unique in scope and therefore priced individually?

Would the Government be willing to host an open forum for potential bidders to better understand the questions in #1 and #2?

The Solicitation says to complete “blocks…23, 24.” Please clarify how we are supposed to complete this information. Section C does not provide details about the specific orders we to include pricing for.

Can you please address these items specifically to give an idea of the breadth and frequency of possible orders?

Section C of the proposal cites examples of possible orders including handling fixtures, shipping materials, testing and inspection, fasteners, and miscellaneous hardware. Each order will be at or below the SAT of $250k and we anticipate ordering up to $3M per year of total orders. The intent of this contract is to meet emergent Navy needs, so the frequency of orders within the year will vary and is not pre-determined. The contract ceiling is based on historical requirements of similar nature.

Does the Government have an idea of the approximate total amount of orders contemplated?

Each order will be at or below the SAT of $250k. The ceiling for the entire BPA is $15mil. Based on a five-year ordering period, this averages to about $3mil per year.

It appears that there will not be any schedules with set prices but each order will be unique in scope and therefore priced individually?

The BPA supports emergent requirements for commercial manufacturing services. Each order will have its own scope and therefore will be priced individually at the time it is competed.

Would the Government be willing to host an open forum for potential bidders to better understand the questions in

#1 and #2?

At this time, the Government will not be hosting an open forum session.

The Solicitation says to complete “blocks…23, 24.” Please clarify how we are supposed to complete this information.

Section C does not provide details about the specific orders we to include pricing for.

Blocks 23 & 24 do not need to be completed for this BPA.

Pricing information will be required at the order level.

2 FAR 8.405-3(a)(5) says that, “When establishing multiple-award BPAs, the ordering activity shall specify the procedures for placing orders under the BPAs in accordance with 8.405-3(c)(2).”

Can you please address this item?

Will each order exceeding the SAT be competed? Or will price schedules be established?

Can you please address this item?

In accordance with 8.405-3(c)(2)(ii), NSWCCD will provide each BPA holder a fair opportunity to be considered for each order.

Will each order exceeding the SAT be competed? Or will price schedules be established?

What is the required turnaround time for quotes in response to RFQs for individual orders exceeding the SAT? This information will help provide an idea of resource workloads in responding to orders.

The Government does not anticipate orders exceeding the

SAT. Each order will be competed.

What is the required turnaround time for quotes in response to RFQs for individual orders exceeding the SAT? This information will help provide an idea of resource workloads in responding to orders.

Orders will not be exceeding the SAT. The Government anticipates 30 days as the typical solicitation timeframe but the turnaround time may be modified according to the individual requirement.

3 Solicitation Page 64; Section L – Factor 2: Past Performance – 2.1 Recent and Relevant Past Performance

In the solicitation, it states:

“In addition, the offeror shall submit at least one Past Performance Reference for the largest three major subcontractors, as defined in section L.1.1.4. If no proposed subcontractors meet the 30% total burdened labor cost threshold, at least one Past Performance Reference shall be provided for each of the subcontractors performing the largest portions of subcontracted work under this effort (or all subcontractors if fewer than three are proposed).”

There is no section L.1.1.4 to reference. Please clarify if:

This paragraph was supposed to be omitted from the solicitation and its inclusion was a mistake; or

Section L.1.1.4 needs to be included/added in the solicitation.

The reference should be to Section L 2.2.

4 Is one (1) electronic submission acceptable in lieu of one (1) hard copy submission?

Yes. The Government requests proposals be provided by electronic submission only.

Please refer to the amended solicitation for additional submission details.

13 Are there former suppliers for these items? These items have been procured using a variety of contracting vehicles using different suppliers. This effort consolidates and formalizes the procurement for support hardware in a way that bolsters and expands our contracting base.

14 Is there an incumbent supplier or will this be all new providers? Please see response to #13 above.

15 Have these items been out for a purchase prior to this BPA or is this like a life cycle replacement time?

This requirement is for emergent items that have been previously purchased under various contracting vehicles. There have not been individual purchases for these items prior to this BPA.

16 Are you asking for individual prices for all the miscellaneous parts in this

RFQ? Please elaborate.

Please refer to Section L of the solicitation. The Government is requesting Technical Proposals and Capabilities in addition to Past

Performance. Cost and pricing information will be required at the individual order level.

17 There are numerous FAR/DFARS clauses for commercial items. However, based upon our read of the SOW, we’re not quite understanding how these products and services would fall within the “commercial item” definition from the FAR. Can you please expand upon how these would be “commercial items”? What about the products and services that are not “commercial items”

– what clauses would apply to those orders?

The requirement is for fabrication, assembly, testing, packaging, shipping, delivery, installation, and procurement of commercial-off-the-shelf. The BPA is intended to procure items using build-to-print drawings with maximum amount of commercial specifications which will enable the use of commercial items that do not require developmental efforts. Work to be performed under this acquisition will be unclassified and will require the contractor to build-to-print hardware fabrication and certifications to both USN and commercial specifications. The items procured under this acquisition will utilize commercial processes but may contain some DoD specs, however, the items would still be considered of a type. DoD specifications will be specified at the BPA call level.
