Comment: Regarding references to “labor category qualifications … in Attachment B.” There does not appear to be an Attachment B in the solicitation, but the qualifications for Key Personnel are in Attachment 5 Key Personnel. Question: Would the Government please clarify whether Attachment B is Attachment 5, or whether there should be a separate document named Attachment B containing other labor classifications?
Use Attachment 5 Key Personnel

Comment: There are multiple references to Attachment 10 as the Bid Schedule, but there does not appear to be an Attachment 10 document in the solicitation. There is a TAB in the Attachments spreadsheet file titled CLINS that appears to be similar to a Bid Schedule, but it does not have a column for Unit Price or Total Price. Question: Would the Government please clarify whether Attachment 10 is an additional document to be provided by amendment, or is one of the existing documents?
Bid Schedule attached separate (see attachments)

Objective & Performance Requirement Summary Table
There are a multitude of examples, of which I’ve listed a few below, of the non-congruency between the Definitions of Objectives and Services listed on pg 18 – 30 and the specs in the Performance Requirements Summary Table pg 30 – 42. Will we receive an updated Performance Requirements Summary Table to match the Services & Descriptions listed under Objectives? And if so, when?
No.
38 - 39, 21
3.2.4 & 3.2.5.1
For example, on page 38 & 39 in the Performance Requirements Summary (PFS) it jumps from 3.2.4 Group Shower/Locker Room Cleaning to 3.2.5.1 Plumbing Inspections, and on page 21 in between these two definition/descriptions you find Restroom and Kitchenette Maintenance. Should this potentially be 3.2.5(?), which is missing from the PFS?
No.
39, 22
3.2.5.3 - 3.2.6
Another example, Water filters are listed as 3.2.5.3, on pg 39 of the Performance Requirement Summary, and then it jumps to 3.2.6 Building Perimeter Services, yet in its corresponding counterpart for Objective & Services, on page 22, two descriptions of services: POU Water Dispensers & Kitchenette Potable Water Faucets exist between 3.2.5.1 and 3.2.6.Should these be 3.2.5.4 and 3.2.5.5?
No.
41, 22-23
3.4 - 3.7
Another example in the Performance Requirements Summary (PFS) table page 41, is how it jumps from 3.4. Non-recurring work to 3.7 Monthly On-Site Labor Report. The corresponding Objective & Services definition and descriptions found on pages 22 and 23, demonstrate that there are a multitude of Services mentioned, such as Exterior Window Cleaning (3.4.1 maybe?), Contractor-Furnished Items (3.5 maybe?), Personnel Requirements (3.6? with at least 4 subheadings) which are all missing from the Performance Requirements Summary. Should these be added to the Performance Requirements Summary table?
No.

Following up to the Government response to question #18 the question asked was "if this is not the final RFP, when can we expect to received that? Government Response: TBD Will the Government confirm if this is the Final RFP, and if the Feb 24 due date is for the submission of responses to this draft?

The response date will be extended

Attachment 10
Requires Offerors to provide detailed indirect cost information for the Prime and any subcontractors. Will the Government reasses this requirement for Offerors as this is not a Cost reimbursable contract and the pricing structure included in Attached 10 does not align with a Firm fixed price contract type. More importantly, evaluation of fair and reasonable can be established by adequate competition or comaprision to historical pricing data. The subcontractor rates are within the Prime rates so we ask why is necessary to also receive subcontractor cost data?

4.1.2, 2. Labor Mix
Re: Labor Mix- The government states in part on Pg. 97: "Caveat: The Offeror shall not deviate from the total number of hours specified in Section B"

However, Section B only includes number of Months.

Q: Can the government clarify the number of hours that should align with Section B.
