About this file
This is Amendment 0003 to solicitation N0016425RWM46, issued by Naval Surface Warfare Center Crane Division on January 28, 2025. The amendment adds a Question and Answer document addressing technical clarifications about shelter assembly specifications.
The Q&A document clarifies that part number 8493955 is the fully assembled shelter with electronics, 8493960 is the fully assembled shelter shell without electronics, and 8494169 is the main middle frame structure without top or bottom covers. For Tier #1, new shelter structures must be manufactured according to drawing 8493960 and associated lower-level drawings. Tier #2 requires only new parts 8493964, 8494175, 8494176, and 8493969. The government confirms it is not procuring individual parts outside those listed in 8493960 and 8494169. Additionally, any aluminum assembly being anodized must be free of dissimilar metals, with stainless steel hardware removed prior to anodizing to avoid tank contamination.

QUESTION AND ANSWER
N0016425RWM46 Question and Answers for All Participants
1. Amendment 0001 SOW Paragraphs 3.3 Chemical Coating, Paragraph 3.4 Primer and
Paint, and 3.10 Stenciling
a. The Tables in Amendment 0001, SOW Paragraphs 3.3, 3.4, and 3.10 list the part numbers required for Chem Coating, Primer and Paint, and Stenciling per instructions found on DWG 8938570. The part numbers are a mix of items from Shelter Structure Assembly P/N 8493960, Shelter Frame P/N 8494169, and Shelter Assembly P/N 8493955.
i. Per SOW Paragraphs 3.1.1 Tier #1 and 3.8.2 Reassembly, replacement of shelters is IAW Shelter Structure Assembly (P/N 8493960). It is assumed that all other Tiers are also IAW with P/N 8493960. If that is the case, why are parts associated only with Shelter Assembly P/N 8493955 and not P/N 8493960 or 8494169 included in the list? Does the government intend to procure additional parts outside of those listed in P/N’s 8493960 and 8494169, or is this in error?
1. Government Response: 8493955 is the fully assembled shelter with electronics included. 8493960 is the fully assembled shelter shell, with no electronics included. 8494169 is the main middle frame structure of the shelter, without the top cover or bottom covers included. In Tier #1, the government is requiring new shelter structures to be manufactured in accordance with drawing 8493960 and all associated lower level drawings. Similarly, when Tier #2 or Tier #3 are ordered, the government is requiring reassembly to be performed in 3.8.2 in accordance with 8493690. The government is not procuring individual parts outside of those listed in 8493960 and 8494169.
ii. If the government’s intent is to procure other shelter parts beyond those identified as part of P/N’s 8394960 and 8394169, how will that be handled?
How should the contractor price those items into their Price Proposal?
1. Government Response: The government is not procuring individual parts outside of those listed in 8493960 and 8494169. Tier #1 requires full new 8493960 shelters to be produced. Tier #2 requires only new 8493964, 8494175, 8494176, and 8493969 to be produced.
2. Amendment 0002 Response to the Base Assembly questions indicate that: “All aluminum items are to stay intact. Anything other than aluminum shall be removed for anodizing.”
N0016425RWM46
a. Does that include other subassemblies such as the Right and Left RCS Panels?
i. Government Response: Yes, any aluminum assembly that is getting anodized must be free of dissimilar metals. Most assemblies have stainless steel hardware that must be removed prior to anodizing to avoid contaminating anodizing tanks.
