1.1. Background
SEWIP Block II provides anti-ship missile defense capabilities to the US Navy fleet. Specifically, the AN/SLQ- 32(V)6 electromagnetic warfare (EW) suite has been designed to replace and improve upon Legacy variants of the AN/SLQ-32 EW suite. As this new system is being fielded, sustainability and maintainability of the above-deck electronics shelters have been key issues. Corrosion occurs due to the marine environment the shelters are exposed to, and coating failure occurs once corrosion begins. This corrosion, and ultimately coating failure, introduces the issue of water intrusion inside the shelters, which can be detrimental to the sensitive internal electronics. Thus, periodic refurbishment of the shelters is necessary to continue providing EW capabilities to the US Navy. This contract will provide the necessary services needed for refurbishment of the outboard shelter structure to extend the lifecycle of the shelter structure.

Disposition DoDI 5000.64, Accountability & Management of DoD Equipment and Other Accountable Property OPNAVINST 4440.26C, Operating Materials & Supplies and Government Furnished Material
Management SECNAVINST 5200.43A, Government Furnished Property, Accountability and Management NAVSEAINST 5200.15, General Equipment Accountability
4.1.1. Receipt Reporting: FAR 52.245-1(f)(1)(ii) requires the contractor to report receipt of all GFP.
Reporting of Government Furnished Property (DFARS 252.245-7005) and DoDI 4161.02, Accountability and Management of Government Contract Property Instruction requires that contractors, as part of the required receipt of any Government property, report to the DoD IUID Registry using WAWF, DLMS transactions, or direct update of the registry. Contractors shall ensure appropriate accountable property records are maintained utilizing the data reported in the DoD IUID Registry and its integral GFP Module in the Procurement Integrated Enterprise Environment (PIEE).
At the time of reporting receipt of GFP in the GFP Module, the contractor will also send an email notification to cran_gfpaccounta.fct@navy.mil to ensure the NSWC Crane Property Management Division is notified.
4.1.2. Shipping Notification: DoDI 4161.02 requires use of electronic transactions when transferring
Government property to a contractor and upon return of property to DoD. The contractor shall use the GFP Module in PIEE when returning GFP back to the Government. At the time of creating the shipping document to return GFP using the GFP Module, the contractor will also send an email notification to cran_gfpaccounta.fct@navy.mil to ensure the NSWC Crane Property Management Division is notified.
4.1.3. Lost, Damaged or Stolen GFP Reporting: FAR clause 52.245-1 requires the contractor to investigate and report to the Government all incidents of property loss as soon as the facts become known. DFARS 252.245-7005 further requires the contractor to report lost, damaged or stolen government property using the Property Loss functionality within the PIEE GFP Module.
4.1.4. Excess Property Reporting: SECNAVINST 5200.43A requires unused or excess GFP be properly dispositioned as soon as the excess is identified without waiting for formal contract closeout processing. Recovering excess property from the contractor will be completed by the return of GFP back to the government via a DD-1149 or utilizing the GFP Module Plant Clearance capability as soon as possible to ensure the property is available to fill other requirements and can potentially reduce the administrative costs of the contract. The Government-appointed Plant Clearance Officer (PLCO) will accept or reject the request to excess GFP using the GFP Module Plant Clearance capability.
4.2. Inventory Reporting:
FAR 52.245-1 requires the contractor to periodically perform, record, and disclose physical inventory results.
While the FAR clause does not define “periodically,” frequency of on-hand inventory count are in the Contract Data Requirements List (CDRL) A002 identified in this contract.
4.2.1. GFP Reporting: The contractor shall provide data deliverables IAW the listed CDRL A002 by contract and contract order number (if applicable) to provide accountability for all Government furnished property that has been provided in support of the contract. The report shall include the fields required by the Data Item Description noted in CDRL A002, DFARS 252.245-7005, and DFARS PGI 245.103-72 for the purpose of accountability.

QUESTION AND ANSWERS
N0016425RWM46 Question and Answers for All Participants
1. Paragraph 1.0: Scope (Page 6 of 84)
a. Paragraph 1.0 states “The vendor will recommend level of refurbishment to U.S.
Government” but Paragraph 3.0 Performance Requirements states “Upon receipt of shelter structures, U.S. Government shall perform inspection and make determination of level of refurbishment to pursue based on the damage, corrosion, and/or degradation of the shelter structure parts. The government shall communicate with the contractor to agree on level of refurbishment to be performed.”
i. This seems contradictory. Please clarify.
1. Government Response: Paragraph 1.0 has been updated to clarify.
The intent is for the government to determine level of refurbishment up front.
ii. Will the government receive the shelters from the shipyard and perform their evaluation, then provide that evaluation status to the contractor?
1. Government Response: Yes, that is the intent. The government will receive shelters from the ship, evaluate them, and then place an order for the determined level of refurbishment.
iii. Is it anticipated that once the shelters are shipped to the contractor, that the contractor will unload, unbox, and inspect (provide evaluation of) the shelters to determine the level of refurbishment needed? If so, if any repairs or additional parts are required, how are they to be handled with regards to cost and schedule?
1. Government Response: No, the contractor will not need to perform an evaluation to determine the level of repair. The level of repair will be predetermined by the government before the order is placed. The contractor will just need to evaluate the shelters to identify areas of repair (pitting, improper hole placement, etc.).
iv. If the government performs the Evaluations, and additional material or repairs are required, how will that be handled with regards to cost and schedule?
1. Government Response: Paragraph 1.0 has been updated to eliminate confusion. See above for more clarifications.
2. Paragraph 3.1.3: Tier #3 (Page 8 of 84)
a. Paragraph 3.1.3 states “Refurbish complete Shelter replacing Hardware and
Gasketing as required only.” It then goes on to state “All attaching hardware, gasketing, and adhesives/sealants shall be replaced with new attaching hardware, gasketing, and adhesives/sealants.”
i. Please clarify. Is the hardware and gasketing to be replaced ONLY if needed, or a full replacement is required?
1. Government Response: Paragraph 3.1.3 has been updated to clarify this. The intent of Tier #3 is to simply reuse the existing aluminum structure pieces, recoat them, but fully replace all hardware and gasketing. Helicoils, threaded inserts, and other fasteners that are installed in the structural pieces shall be removed prior to anodizing and replaced following anodizing.
3. Paragraph 3.7: Machining Capabilities (Page 11 of 84)
a. For any parts found during the Evaluation process that are outside of the mandatory supplied parts specified in support of Tiers 2 and 3, how are these parts to be handled with regards to cost and schedule?
i. Will there be CPFF, or other Cost Plus, CLIN to capture these costs?
1. Government Response: The entire contract is Firm-Fixed-Price
(FFP), there will be no CPFF or other Cost type CLIN. All Tiers shall be proposed FFP in accordance with the solicitation requirements.
4. Paragraph 3.9: Replacement Consumables (Page 11 of 84)
a. If an ECO is released and provided, and it impacts the contractors’ proposed costs, how are those costs recovered by the contractor?
i. Government Response: This will be addressed in accordance with FAR 52.243-1 - Changes – Fixed Price
b. If the ECO impacts schedule, how will that be handled between the Government and Contractor?
i. Government Response: This will be addressed in accordance with FAR 52.243-1 - Changes – Fixed Price
5. Since the shelters have been refurbished by NSWC Crane since inception, and assembly of the shelters, once all material is available, has not been part of a small business program in the past, can the government provide an estimated assembly time for the shelters?
a. Is there a “recommended” number of labor hours for the assembly of the shelters regardless of Tier?
i. Government Response: No recommendation on labor hours.
6. Factor II: Past Performance (Page 73 of 84)
a. With regards to the PPQ, if the Prime Contractor has teammates that support individual requirements/Scope of the contract, how are their PPQs to be handled?
i. Are each of the teammates required to provide 3 to 5 PPQs, or can the Prime role up all PPQs, including the Primes, as a “Team” PPQ that covers all aspects of the Scope? All teammates PPQs, including those of the Primes, would be part included in the package.
1. Government Response: According to the solicitation, contractors may submit PPQs for their subcontractors. The total number of PPQs per offeror shall not exceed five (5), including any references submitted by subcontractors, team members, and/or joint ventures. The intent is for offerors to manage PPQs as they deem appropriate.
7. Request for Extension
a. Based on the timing of the release of the solicitation just prior to the Christmas and
New Year Holidays, wherein most suppliers were off and unable to provide responses to pricing requests, Contractor is requesting a 30-day extension in order to provide accurate pricing and lead time information.
i. Government Response: The government has agreed to grant an extension, amending the closing date to February 4, 2025.
