About this file
This is amendment 0002 to solicitation N0016425RWM46, issued by Naval Surface Warfare Center Crane Division, which adds a questions and answers document. The Q&A addresses technical details about shelter refurbishment, including clarification that aluminum rivets in Base Assembly P/N 8494179 may remain installed during the coating process, while non-aluminum items must be removed before anodizing. The document confirms that shelters will be ordered in sets across all tiers, with Tier 2 quantity of 61 referring to 61 sets rather than individual shelters.
Key clarifications include: no geographical radius requirement for contractor facilities, spray application is permissible for Type II Conversion Coating followed by MIL-A-8625 TYPE III CLASS 1 anodizing, and if one shelter in a set is deemed unsalvageable both shelters must be replaced at the same tier level. The amendment also references assembly/disassembly documentation (WI-WXMR-ASSY8493955) that was recently added under Synopsis Amendment 3. The government notes that specific quantities for shelter refurbishment will be determined at the Delivery Order level based on fleet requirements.

QUESTION AND ANSWER (2)
N0016425RWM46 Question and Answers for All Participants Question: A previous Government response stated, “Paragraph 3.1.3 has been updated to clarify this. The intent of Tier #3 is to simply reuse the existing aluminum structure pieces, recoat them, but fully replace all hardware and gasketing. Helicoils, threaded inserts, and other fasteners that are installed in the structural pieces shall be removed prior to anodizing and replaced following anodizing.” As indicated in the response, for “other fasteners that are installed in the structural pieces shall be removed prior to anodizing and replaced following anodizing”, are the rivets used to fasten Base Assembly P/N 8494179 required to be removed for Tiers 2 and 3, and then reinstalled (as new) after coating of gussets, brackets, and other support parts or are the rivets not considered part of that group of “fasteners” required to be removed?
Government Response: Since the rivets in 8494179 are aluminum, they may be left installed during the entire process. They do not need to be removed and replaced.
Question: Tier 1 shelters are provided as “Sets”. If the governments Evaluation of Tiers 2 or 3 requires a “New Shelter” because one of the shelters evaluated cannot be refurbished, is it the intent of the government to replace both shelters, or does the contractor provide one new and one refurbed shelter IAW the Tier Evaluated?
Government Response: Everything will be ordered as a set, so if 1 shelter is deemed unsalvageable, both shelters will be deemed unsalvageable. The intent is to replace both shelters in a set at the same level.
Question: Are Tiers 2 and 3 stand-alone shelters or are they going to be ordered as Sets? Meaning Tier 2;
Qty 61 per the RFQ is 61 stand-alone shelters or 61 “Sets” of shelters?
Government Response: Tiers 2 and 3 are also ordered as sets. Per the RFP, for Tier 2, this number of 61 is referring to 61 sets of shelters.
Comment: In order to fully evaluate assembly and disassembly requirements, the government needs to provide Work Instruction WI-WXMR-ASSY8493955.
Government Response: WI-WXMR-ASSY-8493955 is located within the solicitation under the Attachments/Links section. See N0016425RWM46_SYN_0003_ATT3.zip updated on Jan 13, 2025.
Question: Attachment 1; Government Furnished Information, calls out WI-WXMR-ASSY- 8493955 as the document for Assembly and Disassembly of the Shelters. Was this document provided with the RFP? We did not see it in the Attachments. We do however see Drawing 8493955, which is the assembly view of the shelter, but it does not provide specific/adequate steps for Disassembly or Assembly. If it was not provided, can NSWC Crane please provide this procedure, or any other that may support the shelter assembly and disassembly process, as requested?
Government Response: Assembly and Disassembly documents were recently added under Synopsis Amendment 3. Please visit SAM.gov to view.
Question: Other NSWC Crane contracts specify the geographical radius (i.e.: within 50 miles) the Prime contractor need to be from the base. Is this a requirement for this program? As an example, previous requirements stated the following:
“Facility Requirements: The Contractor shall have a facility within a 50-mile Radius of NSWC Crane. The Contractor shall have a storage capacity of a minimum of 5,000 square feet. The facility shall be climate controlled and have weight handling equipment. The facility is where all inventory shall be housed.”
Government Response: The Government does not have this geographical requirement for this action.
Question: Base Assembly; P/N: 8494179
a. The Base Assembly calls for the installation of nearly 400 Solid Aluminum Rivets. Is there a procedure that provides installation process instructions/guidance? Is there a specific tool that NSWC Crane recommends for this procedure?
Government Response: Since these rivets are aluminum, they do not need to be removed for anodizing. The only installation/removal instructions will come from the manufacturer, per flag note 6 of dwg. 8494179.
b. For Tiers 2 and 3, are all gussets, brackets, and other Base parts to be disassembled/removed from the Base Assembly for blasting and coating processes, or are they to stay intact and be coated as a unit?
Government Response: All aluminum items are to stay intact. Anything other than aluminum shall be removed for anodizing.
i. If they are to stay intact, is a spray application of both Type II and Type III
Conversion Coatings approved for this program?
Government Response: Type II Conversion Coating is to be performed for this program followed by MIL-A-8625, TYPE III, CLASS 1 anodizing, per the SOW. Spray application is permissible.
ii. If they are to be completely disassembled, is there a procedure on removing the rivets so as not to damage the parts?
Government Response: N/A, see above.
Question: How many shelters are anticipated to be at the contractor’s facility at any given time across all 3 Tiers after the initial refurb period of 12, 9, and 6 months is complete?
Understanding the timeline for shelter refurbishment is 30 days after the initial refurb period of 12, 9, and 6 months; how many can be expected to be with the contractor at any time? This allows the contractor to accurately predict the level of manpower and space required for this Program.
Government Response: The Government has no estimated or definitive quantities to provide at this time. Specific quantities will be determined at the Delivery Order level based on fleet requirements.
