SUMMARY OF CHANGES

SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been modified:

QUESTIONS AND ANSWERS

Question: Section C states “The contractor shall provide a current NAVSEA 09P QMS acceptance letter per TS9090-310(series).” Does this letter need to be provided within the Offeror’s proposal, and if so, which volume?

Answer: A copy does not need to be provided with the RFP. The SOW has been revised to clarify this requirement.

Question: Section C states “The contractor shall provide a current NAVSEA 09P QMS acceptance letter per TS9090-310(series).” Will the Government accept a NAVSEA 09PQMS letter from a subcontractor teammate to satisfy this requirement?

Answer: See revised SOW language for clarification. A copy does not need to be provided with the RFP.

Question: Is the Government requesting 1 key resume for each key Labor Category (for a total of 4) or resumes for ALL FTEs within each key labor category (for a total of 20 resumes).

Answer: The Government is requesting a resume for each of the key labor categories at each performance location (for a total of 8 resumes). Section C, SOW para. 7.0 has been updated.

Question: To support and maximize small business competition, will the Government consider reducing the number of Key Personnel Engineering Technician Vs (ET-Vs) from 8 to 4 total, and reducing the number of Key Personnel Engineering Technician VIs (ET-VIs) from 6 to 3 total, and reallocating those reduced number of key positions to non-key positions under the same labor category?

Answer: The number of key personnel has been updated. See Section C, SOW para. 7.0.

Question: Will the Government consider providing the option for Subcontractors to submit more than 1 past performance reference, for those subcontractors performing 10% or more of total labor?

Answer: Section L, para. L.3.2 has been updated to: shall submit a minimum of one additional past performance reference.

Question: Attachment 15 states a requirement of both an “Overhead Crane” and a Forklift of 6,000 lb. capacity.

However, experience with large materials supporting similar work indicate that a forklift with suitable extension forks can lift and handle large material as effectively. Will the government consider revising the “Overhead Crane” requirement such that “Warehouse must be able to unload, load, handle and store material of up to a certain external dimension (L X W X H) and weight. “ This may result in better value to the government by not having a sunk price of an “Overhead Crane” installation where other material handling methods can just as effectively handle and transport expected materials at a lessened cost.

Answer: The overhead crane requirement has been removed and the forklift requirement updated. See Attachment 015.

Question: Paras d. and e. state forklift and overhead crane must have 4,000 lb capacity, while the table of space requirements indicates they must have 6,000 lb. capacity. Request government clarify which requirement is correct?

Answer: This has been corrected. See Attachment 015.

Question: Para. f. states that the receiving area have a door 14 ft wide and 16 ft high. This can greatly limit cost-effective options for warehousing. Largest components believed to be handled will be SLQ-32 V6 Deck

Shelters and SLQ-32 V7 VRAM Barriers. Both can be handled with standard 10X12 ft doors. Will government consider changing door requirement and specify what type of load and/or package must be able to be received?

Answer: This requirement has been updated. See Attachment 015.

Question: Section 5.4 states “The contractor shall provide a minimum of one flatbed truck at each location.“ Size and weight requirements of the required load to be carried are not specified. Attachment 15 uses 4,000 lbs and 6,000 lbs for forklift/overhead crane capacities. Request government clarify dimensions and max weight of the load flatbed truck needs to be capable of transporting.

Answer: Updated truck requirements in SOW para. 5.4.

Question: Per Attachment 13, Engineering Technician V adds up to a total of 3.4 FTEs (4,570 Gov site regular hours and 1,958 Contractor Site regular hours). However, SOW 7.0 States that resumes must be provided for a total of 8 FTEs in the Engineering Tech V LCAT. Will the Government clarify the number of hours and number of resumes that need to be provided for this LCAT?

Answer: LOE is correct with 3.4 FTEs. SOW para. 7.0 has been updated to clarify key personnel requirement.

Question: In Attachment 13, Government Level of Effort, Offerors are provided with locations for certain SCA labor categories as seen in cells B9-B21, however Offerors are not provided with the locations for all of the SCA billets. We respectfully request the Government to revise Attachment 13 to inform Offerors where the individuals should be located by providing a location for cells B5-B7 and B24-B31.

Answer: For the AIT tasking, this is Government Site only and could be located anywhere CONUS or OCONUS depending on ship location. For the Eng. Techs though in B5 - B7, Attachment 13 has been updated to clarify locations of these labor categories.

Question: Please clarify the actual location of “PACNORWST” as shown in cell B11 of Attachment 13, Government Level of Effort?

Answer: PACNORWEST refers to Seattle.

Question: Will the Government please add the associated WD schedule that corresponds with the “PACNORWST” location specified in cell B11 of Attachment 13, Government Level of Effort?

Answer: This has been added in Amendment 0001.

Question: Will the Government please confirm whether CLIN 5100 - Continued Services should be priced utilizing the surge formula defined in Section L based on the values from CLIN 4100- Option Year 4 Labor Ceiling?

Answer: All surge CLINs (including CLIN 5100) shall be priced utilizing the surge formula in Section L.

Question: Would the Government please extend the due date for the questions to 29 May 2024, so the questions will not be due on the Memorial Day Federal holiday?

Answer: The question submission period has been extended in Amendment 0001.

Question: In reference to SOW 5.2.6, “System Operability Verification Testing (SOVT) support for Installations. SOW states, “ …. The contractor shall perform SOVT of installed hardware and software utilizing available documentation and procedures as listed in the Government-furnished binder. The contractor shall report the results of testing and analyses including comments and recommendations in daily and weekly reporting via written, verbal, or formal presentation. Upon completion of SOVT, the contractor shall provide test documentation to include lessons learned and include in the ship’s file within five (5) working days.”

Lacking specific direction in a TI, does the DART and SPAT fulfill the daily and weekly reporting requirements, or is NSWC CR looking for something else?

Answer: Every project/SOVT tasking is different; therefore a report specific to the project/SOVT must follow the guidelines listed in SOW 5.2.6. Reporting of results may be accomplished via DART and/or SPAT reporting tools, or another type of reporting tool depending on the specific project/SOVT.

Question: In reference to SOW 6.1.2, (Hull/Structural) appears to include scope beyond that normally required for installation of MEWS, including relocation of interferences and protective coverings supporting an installation. Will the government verify the scope is accurate as presented?

Answer: Scope is accurate as presented.

Question: SOW 6.1.2 indicates welding and brazing are among many services required for the hull and structural work. SOW 6.1.3 specifically addresses welding requirements. No SOW section addresses brazing requirements. Does the government intend to revise the SOW to include brazing requirements, or shall we address brazing in our response to SOW 6.1.3?

Answer: SOW 6.1.3 has been updated to include brazing requirements.

Question: In reference to SOW 6.1.4, (Mechanical) appears to include scope beyond that normally required for installation of MEWS. Will the government verify the scope is accurate as presented?

Answer: Scope is accurate as presented.

Question: In reference to SOW 6.1.5, (Electrical/Electronic) appears to include scope beyond that normally required for installation of MEWS with the possible exceptions related to relocation of interferences for some of the scope cited. Will the government verify the scope is accurate as presented?

Answer: Scope is accurate as presented.

Question: In reference to Attachment 015, does the phrase “Government … personnel will utilize these facilities” mean government personnel will require unescorted access to use these facilities as their routine workplace during performance of the contract?

Answer: Yes. Requirement has been clarified in Amendment 0001.

Question: In reference to Attachment 015, does the minimum 15 desk requirement apply to both government and contractor personnel, or just for use by government personnel?

Answer: Both. Requirement has been clarified in Amendment 0001.

Question: In reference to Attachment 015, how many office spaces are needed for use by government personnel?

Answer: One (1) office space at each location. Requirement has been clarified in Amendment 0001.

Question: In reference to Attachment 015, in the table, for forklift and cranes – the weight lift requirement is 6000 pounds, but in the narrative (item d and e) it is 4000 pounds. Please clarify.

Answer: This has been corrected. See Attachment 015.

Question: In reference to Attachment 015, will the govt consider allowing a 12 x 12 door?

Answer: This has been updated. See Attachment 015.

Question: LOE has ENGINEERING TECHNICIAN V (30085) at 3.7 FTEs (year 1). But in the key personnel requirements – it asks for 8 FTE resumes. Please clarify.

Answer: SOW para. 7.0 has been updated to clarify key personnel requirements.

Question: For Task Area 2 (FMP Installs). The hours and effort appear to be very low per year, especially since that is for both coasts. Please verify that this is an accurate number.

Answer: This is an estimate based on the Government’s current requirements. The Government has no major AIT full system installs planned under this requirement. Planned installs are for components such as LCUs or upgrades as a result of ECPs.

Question: The tasks to be worked on, are all taskings on 1 ship or multiple ships at different times through the calendar year?

Answer: Tasking will most likely be on multiple ships at different times throughout the year, and is dependent on when requirements arise.

Question: The location of the ship/ships; San Diego, Norfolk, Pascagoula, Florida, Pac Northwest or BAE/HII shipyard ?

Answer: Ships could be located anywhere CONUS or OCONUS, but primary locations are Norfolk, San Diego and Pacific Northwest.

Question: The work statement talks about a fly away team, how long will the team be expected to assist, will the team need to get underway with the ship to carry-out some taskings that may require underway testing?

Answer: It depends on the specific requirement. The fly away team could be needed for a day, week or a month depending on the required tasking. The team could potentially need to get underway with the ship.

Question: The ship/ships to be worked on are they in the water pier side or will they be in a drydock availability?

Answer: Could be either situation. Some ships are pier side, and some are in a drydock availability.

Question: Project manager is required on-site with daily as well as weekly reports, can this person be substituted by Superintendent?

Answer: See Section L para. L.3.1.3. The Government has provided a labor mix estimate (Attachment 13) to serve as a reference for prospective offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. The Offeror may deviate from the estimate provided in Attachment 13, but such deviation shall be explained in the Offeror's labor mix narrative.

Question: It is understood that these are minimum rates. However, the rates for OY 1 and 2 seem exceedingly low. Recent NSWC Crane RFPs have shown minimum escalation rates over 2.5% and in industry, 3 and 4% are not unusual to keep talented personnel. Please consider increasing the minimum escalation to 2% to encourage all companies to use realistic numbers.

Answer: The rates being utilized are forecasted rates from IHS Global Insight data for the applicable NAICS and will not be revised.

Question: The government has defined LOEs for single LCAT for both government and contractor site in situations where the numbers don’t equal 1 FTE. This means proposing a different part time person for each of these locations. For example – the program manager. In addition – the government has presented a LOE where there is only part time hours but there is overtime hours for the same person. Example also is the program manager.

Answer: The Gov site and CTR site hours for PM add up to 1,920, which is the Government's estimated number of hours for an FTE. The Program Manager is planned to split time between the two primary locations, as well as any other locations as needed to support the requirement. Several labor categories will be splitting time between Gov site locations (such as the shipyard or Government faciltiies) and CTR site locations, so there isn’t an FTE per site in these cases. The FTE is a summation of the Gov site and CTR site hours in these instances.

Question: For Eng Tech III, V, and VI – the government has not provided a location for these personnel (SD, NOR, Crane). Would the government please clarify where these personnel will be located?

Answer: This was updated in the last amendment.

Question: Please confirm that a FTE = 1912 hours Answer: An FTE = 1,920 hours.

Question: Please consider increasing the page count for management from 10 pages to 20 pages.

Answer: Page count has been increased from 10 pages to 20 pages.

Question: Please consider removing the quality control process from page count.

Answer: Page count has been increased to 20 pages for Management Approach and quality control process will remain as being included in the page count.

Question: Marine Chemists are typically independent service providers as there are less than 100 certified in the United States. The services of a Marine Chemist are usually funded by ODC. After the Marine Chemist certifies shipboard spaces a company can use a Shipboard Competent Person (SCP) to update the gas free certifications of each space.

Answer: LOE has been updated to remove this labor category. Total LOE remains the same with hours increased for the Electonrics Technician Maintenance III (23183) labor category under Task Area 2.

Question: Can the Government define the training requirements by the MILSTD or other instruction number for clarification?

Answer: LOE has been updated to remove this labor category.

Question: Does the Government intend this labor category to be for a SCP instead of an actual Marine Chemist?

Answer: LOE has been updated to remove this labor category.

Question: The RFP was issued with controlled documents. However, there is no requirement to label the proposal CUI. Please confirm or clarify.

Answer: Section L.2.3.3 of the RFP provides direction on marking of proposals.

Question: The government requires a flatbed truck, please provide any minimum specifications for the truck.

For the flatbed truck driver, is there a license requirement?

Answer: This was updated in Amendment 0001.

Question: SOW 3.2 says “Refer to Attachment 2 within Section J for further details on the facility requirements.” Section J Attachment 002 is GFI. Section J Attachment 015 is Facilities Requirements. Please verify that this should refer to Attachment 15?

Answer: This was updated in Amendment 0001.

Question: The LCAT name on Line 5 is ENGINEERING TECH (Skill-Bridge) (30083) while the LCAT name in Attachment 13 – Line 7 is ENGINEERING TECHNICIAN III (30083). Could you please clarify which is correct LCAT name?

Answer: ENGINEERING TECHNICIAN III (30083) is correct. This was updated in Amendment 0001

Question: Attachment 5 – Line 26 is ENGINEERING TECHNICIAN III (23182) while Attachment 13 – Line 30 is ELECTRONICS TECHNICIAN III (23183). Could you please clarify which is correct?

Answer: ELECTRONICS TECHNICIAN MAINTENANCE III (23183) is correct. This was updated in Amendment 0001.

Question: In the file naming convention list – it shows: Company_Volume_I_Key Personnel Resume for Jane Doe. Does this mean the government wants individual files for each of the KP resumes? Or a single document with all KP resumes?

Answer: One combined pdf file for the resumes is sufficient. Section L para. L.2.3.5 has been updated.

Question: Can the government please confirm that the ESD under the Desired Qualifications and Skillsets is Electrostatic Discharge (ESD) Safety Training for Eng Tech V and Eng Tech VI?

Answer: Yes, this is Electrostatic Discharge (ESD) Safety Training. This has been updated in Amendment 0002.

Question: Cot Summary Tab and Labor Rates Tab have hidden columns which make copying formulas awkward. Should we delete these columns?

Answer: These columns shall not be deleted. The cost summaries (Attachments 005 and 006) have been updated.

Question: Will the government extend the due date for questions to May 31?

Answer: Question submission timeframe was extended in Amendment 0001.

Question: Overhead Crane. The government has specified an overhead crane. Please confirm that offerors may propose/use alternate means to lift and move items within the facility.

Answer: This was removed as a requirement in Amendment 0001 and the forklift capacity increased.

Question: Please confirm that the only subsections that the subcontractors must submit in their sealed submissions are:

3.4.1. Cover Letter; 3.4.4 Organizational Conflict of Interest (OCI) Mitigation Plan (if applicable); and 3.4.5 Pre-Award Survey (SF1408) (or approved accounting statement).

Please clarify if subcontractors need to provide a response to 3.4.6 Security Requirements and 3.4.7 Government Furnished Property (GFP) if subcontractor facilities will be used.

Answer: Subcontractors must separately submit required cost proposal data IAW L.3.3 in addition to 3.4.1, 3.4.4, 3.4.5. The prime offeror shall describe its plan to meet security requirements and manage GFP, whether that be usage of its own facilities or a subcontractor's facilities. Team subcontractors do not have to separately submit in response to 3.4.6 and 3.4.7.

Question: Please verify what values should be reflected in the primary CLINs (for example CLIN 0100) – should it be the same as 0101? Or left blank and just the SLINs completed (like 0101)?

Answer: Ceiling/Primary CLINs (such as 0100) are priced CLINs and shall reflect the estimated annual cost and fee to perform the requirement. No funding will be applied to the ceiling CLINs. Informational CLINs (such as 0101) are for invoicing purposes only during contract execution, and priced SUBCLINs will be funded after contract award. These Informational CLINs for funding purposes do not need to be completed. The Priced Ceiling CLINs must be completed.

Question: Please clarify if CPFF subcontractors need to complete this fee table.

Answer: CPFF subcontractors do not need to complete the fee table.

Question: Please consider increasing the page count for Element A: Technical Approach from 40 pages to 55 pages (keeping the technical scenarios at 5 pages each).

Answer: The page count for Element A: Technical Approach will remain as originally stated.

Question: Please verify that there is no narrative required for the staffing plan – just the spreadsheet and the key personnel resumes. If there is a narrative required, please clarify what should be presented and allow a minimum of 10 pages for this particular section.

Answer: A Staffing Plan Narrative is not required unless the offeror chooses to deviate from the labor mix extimate provided in Attachment 13. If the proposed labor mix differs from the estimate provided, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution.

Question: Please consider increasing the page count for Key Personnel resumes from 2 pages per resume to 3 pages per resume.

Answer: The page count for Key Personnel resumes will remain as originally stated.

Question: Please clarify if more than one past performance is allowed for subcontractors in addition to the prime contractor’s three past performances?

Answer: This was updated in Amendment 0001.
