About this file
This document is an amendment to a solicitation updating the questions and answers section. The solicitation is for ship alteration and installation of AN/SLQ-32(V)6 and MK-53 Decoy Launching System equipment on a U.S. Navy aircraft carrier. The Department of the Navy Naval Sea Systems Command issued the solicitation. Questions were submitted and answered regarding labor categories, level of effort, cost elements, and other proposal requirements. Engineering technicians are required, and the level of effort is a recommendation only. Offerors may propose different labor mixes with justification. Costs for other direct costs will include appropriate burden rates. The pre-award survey requirement is waived for offerors with an acceptable accounting system. Revised attachments provide updated labor categories and instructions.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
QUESTIONS AND ANSWERS
Question: Why are there two different dates for submission of the questions? Clause L-215-H007 states 31 October 2022, but Section L.1.1 states 14 days after issuance of the solicitation.
Answer: We have changed language in Section L.1.1 that states, “All questions shall be submitted via email to Calli Wininger at calli.j.wininger.civ@us.navy.mil no later than 31 October 2022”.
UPDATE: This date has now been changed to 10 November 2022 on Amendment 0002.
Question: It seems there may be a typo on the form under Section 1? [Referencing PPQ] It references the WNY, Seaport, and PEO IWS. Will the Government issue a correction?
Answer: This has been corrected in Amendment 0002.
Question: Please confirm the Offeror must propose the LOE per labor category as provided in Attachment 1?
Answer: The Offeror is not required to propose the LOE identified in Attachment 01. Per L.4.4.1, the LOE identified in Attachment 01 is the Government recommended labor mix, which provides the estimated composition of hours by labor category for proposal purposes. An Offerors’ cost summary shall not propose fewer total hours than identified in the estimated LOE. If an Offeror deems additional labor categories necessary to complete the tasking, the Offeror shall identify the additional categories and provide a detailed description of the tasking to be performed by that labor category. If the Offeror opts to propose a different labor mix, a detailed justification shall be provided supporting the change. If an Offeror proposes additional labor hours and/or a different labor mix, justification shall be provided supporting the change and any additional LOE will be included in the total LOE awarded. Section L Paragraph L.4.4.1 has been revised to clarify the LOE requirements.
Question: Section L.4.2.3.2, it is required for the offeror to provide a “Personnel Turnover Mitigation Plan” to include ”tenure and turnover rates for key positions over the past five years”. The solicitation does not define “key positions”. Can the government please provide a definition for key positions?
Answer: Section L.4.2.3.2 has been revised.
Question: Section L.2.2 Electronic Submission – Request the Government confirm how long the drop off link is viable for submitting the proposal. The solicitation requires it is requested two (2) business days prior to RFP deadline? The Friday prior to submission is a federal holiday.
Answer: Solicitation closing date has been extended to 23 November 2022; therefore, this will no longer be an issue.
Question: Section B, CLIN 0002 and 1002 state COST ONLY. Please confirm this should include the Offeror’s burdens IAW disclosed accounting practices.
Answer: Cost only CLINs may include Offeror’s applicable burdens IAW disclosed accounting practices.
Estimated ODCs amounts are provided in L.4.4.5, which include unburdened ODC expenses only. ODC estimates in L.4.4.5 do not account for any burdens. Offerors shall apply appropriate burdens IAW with its disclosure statement. ODCs are not subject to fee and shall be COST ONLY.
Question: Section B, ODC CLINS 0002 and 1002 and Section L.4.4.5 states, “Each Offeror may apply appropriate burdens in accordance with disclosure statement.” For consistency of pricing across all offerors, request the wording is revised from “may” to “shall.”
Answer: Section L.4.4.5 has been revised.
Question: Section C, 4.4(c) states, “Responsibility for the provision of mechanical and electrical tools and test equipment shall rest with the contractor at no cost to the Government.” Respectfully request the Government clarify their intent of this sentence and if they are referring to standard industrial tools? Most small businesses do not possess test equipment and/or such items as Blown Optical Fiber (BOF) that must be leased for installation of fiber paths and should be considered an allowable and allocable cost to the contract.
Answer: This has been revised in Amendment 0002.
Question: Section L.4.4.1, Level of Effort (CLINs 0001 and 1001) – Financial reporting for CDRLs A001 and A016 should be deemed allocable and allowable as a direct charge to the contract. To ensure pricing consistency, request the Government revise the LOE and include hours to support government required financial reporting support.
Answer: The hours identified in the LOE refer to the labor categories required to execute the technical aspects of the SOW. Other corporate and local-level management as well as general and administrative support to include administrative/financial/clerical, program control, and contract business management/administration (to include progress report preparation) are considered to be overhead in nature except for those oversight or administrative functions performed by the proposed Program Manager. The Offeror is, however, permitted to propose such effort as a direct charge if it is in accordance with its standard DCAA-approved practice to do so. Such hours shall be added to the total number of technical hours proposed as management and support hours. If no management and support hours are proposed, the hours will not be allowed as a direct charge under the resulting contract. The proposed level of effort should be reflected in clause H-216-H002. This requirement applies equally to the prime and subcontractor(s), if applicable.
Question: Section L.4.5.2, Pre-Award Survey (SF1408) – Request submission of an SF1408 is not required if the offeror has an acceptable accounting system as deemed by DCMA.
Answer: See Amendment 0002 Summary of Changes – Section L.4.5.2.
Question: In the Government’s Attachment_001_LOE, the Engineer labor categories (rows 2-7, Column A) provide the E1-E6 eCraft Code and the SCA five digit code 30081-30086. Is the Government’s intention for offerors to bid degreed engineers or engineering technicians?
Answer: Engineering Technicians. This has been corrected in Amendment 0002.
Question: In the Government’s Attachment_010_Prime_Offeror_Cost_Summary_Format, the Instructions tab Note 1 (Row 1) states: “Labor Categories should be mapped using column B for eCRAFT or Bureau of Labor Statisctics (BLS) labor categories and column C for labor category code.” Should this read: Note 1-- Labor Rates Worksheet:
Labor Categories should be mapped using column D or F for eCRAFT or Bureau of Labor Statistics (BLS) labor categories and column E or G for labor category code.”?- Answer: Attachments 010 and 011 have been updated in Amendment 0002.
Question: Would the Government consider an experience equivalent for any of the LOE labor categories?
Answer: The Government did not require minimum education or experience qualifications for this solicitation.
Question: Attachment 1, LOE, the Engineers have both ecraft and WD codes. Please confirm the categories should be Engineering Technicians (30081 – 30086). Please confirm the ecraft code for Sr. System Engineer should be ESY. For pricing consistency, should Offerors use ESY2?
Answer: Attachment 01, LOE, has been corrected in Amendment 0002. QA Supervisor code has also been added.
