QUESTIONS AND ANSWERS
Question: Why are there two different dates for submission of the questions? Clause L-215-H007 states 31 October 2022, but Section L.1.1 states 14 days after issuance of the solicitation.
Answer: We have changed language in Section L.1.1 that states, “All questions shall be submitted via email to Calli Wininger at calli.j.wininger.civ@us.navy.mil no later than 31 October 2022”.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SECTION L NOTES
Proposal Requirements / Instructions to Offerors
L.1.0 ELIGIBILITY
The Naval Surface Warfare Center, Crane Division (NSWC-CR) intends to award a contract to provide services and incidental supplies as described in Section 3.0 of the Statement of Work. The Offeror shall submit all information required by this Request for Proposal (RFP). Failure to comply with the terms and conditions of the RFP may result in the Offeror being removed from consideration for award. The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J)
Award will be made under Solicitation No. N0016423RWM38. Offerors must comply with the detailed instructions for the format and content of the proposal. Proposals that do not comply with the detailed instructions for the format and content of the proposal may render the Offeror ineligible for award.
The Government intends to evaluate proposals and award a Small Business set aside based upon initial written proposals. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost/price and technical standpoint.
This solicitation is a 100% Small Business Set-Aside. Offers from other than Small Business concerns are ineligible for award and will not be evaluated. IAW FAR 52.219-14, Limitations on Subcontracting (Deviation 2021-O0008)
(c) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a NAICS code for NAICS 336611
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the prime contractor’s 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Other direct costs are excluded to the extent they are not the principal purpose of the contract and cannot be obtained from small business concerns;
The Small Business offeror must demonstrate its ability to meet the requirements of 52.219-14, Limitations on Subcontracting (Deviation 2021-O0008).
L.1.1 INDUSTRY SUBMISSION OF QUESTIONS
It is the Offeror's responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other solicitation documents attached hereto or incorporated by reference. All questions shall be submitted via email to Calli Wininger at calli.j.wininger.civ@us.navy.mil no later than 31 October 2022. All inquiries shall reference the applicable solicitation number N0016423RWM38 and/or specification page and paragraph number.
NO DIRECT DISCUSSIONS BETWEEN THE TECHNICLAL REPRESENTATIVES AND PROSPECTIVE
OFFERORS ARE PERMITTED.
L.1.2 START DATE FOR USE IN COST PROPOSAL
In order to allow for procurement lead time and a fair and equal evaluation of all proposals submitted under this competitive procurement, all proposals shall be based on a contract start date referenced in Section F. This date is only an estimate of the anticipated contract start date and will be used for the purpose of proposal evaluation only. A definitive start date will be incorporated into the award document.
L.2.0 INSTRUCTIONS FOR SUBMISSION OF OFFERS
THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL THAT DOES NOT COMPLY
WITH THESE PROPOSAL PREPARATION/SUBMISSION INSTRUCTIONS.
L.2.1 General: This provision specifies the organization, format and content of an Offeror's technical and price proposals to be submitted in response to this solicitation for evaluation by the Government. The purpose of the instructions contained in this provision is to provide for uniform submission of all Offerors' proposals. Uniformity is expected to facilitate Government efficiency and accuracy in the technical and price evaluation and source selection process. The contents of the Offeror's proposal shall be organized to conform to the requirements specified herein.
Requirements for the contents of each of the submitted written technical, past performance, and cost/price proposals are identified below. The order of presentation in the offeror's submitted written proposal shall correspond to the order of the Factors and Subfactors discussed below. The content requirements described below address major topics of concern to the Government. Failure to respond to any of these topics will be considered a "deficiency". Any additional text provided must be relevant and demonstrate capabilities beneficial to the overall requirements described in this solicitation. Each written proposal must be separate and contain sufficient information to permit a detailed evaluation.
Previously submitted data, if any, will not be used in the evaluation of Offerors’ responses to this solicitation.
Offerors' technical, past performance, and cost/price proposal shall be prepared in accordance with the requirements of this provision. Clarity and conciseness of the material presented may have a bearing upon proposal evaluation. While only relevant material should be included, the material must be complete. Full, accurate and complete information shall be set forth in the submissions to facilitate a thorough and timely evaluation by the Government. Any offeror's experience, capability, knowledge, and understanding not specifically described in the submitted proposal will not be assumed to exist by the Government during evaluation.
Offerors are cautioned that the Government reserves the right to make award based on initial offers without discussions with Offerors. However, the Government reserves the right to enter into discussions if it is determined by the Contracting Officer to be in the best interest of the Government. Therefore, it is imperative that the information provided in the Offeror's response to the solicitation be complete and accurate and that the cost/price proposed be the Offeror’s best terms.
PROPOSALS SHALL NOT CONTAIN CLASSIFIED INFORMATION.
THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL THAT DOES NOT COMPLY
WITH THESE PROPOSAL PREPARATION/SUBMISSION INSTRUCTIONS.
Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offerors' proposals. However, the Government reserves the right to consider other information as part of the evaluation of the past performance factor. Offerors should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the evaluation if it is not submitted in the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to requirements of this solicitation may form the basis for rejection of the proposal.
General statements such as “the Offeror understands the method for performing the efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will not be considered sufficient. Generic statements such as "straight forward engineering techniques" and the "highest quality control procedures” will not be considered to be sufficient to demonstrate the proposal meets the requirements of the solicitation.
The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.
L.2.2 Electronic Submission: Each Offeror shall submit the entire proposal electronically. The Government will evaluate each offeror’s understanding of the Government’s requirements and ability to perform the work on the basis of the proposal. Offerors shall provide information and documentation in detail to clearly demonstrate overall qualifications.
Proposals shall be submitted electronically via DoD SAFE to Calli Wininger. When an offeror is ready to submit its proposal, it shall send a drop off request email to Calli Wininger, calli.j.wininger.civ@us.navy.mil. A separate email will then be received with a link for the proposal to be dropped off. Additional information on DoD SAFE can be found at https://safe.apps.mil/about.php. Offerors must send the request for drop off email at least two (2) business days prior to RFP deadline to allow for any potential delays and to ensure all information is received timely.
Offerors shall comply with the detailed instructions for format and content of proposals. Proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award. Failure to submit a complete proposal prior to the solicitation closing date and time may render the proposal late and unacceptable.
L.2.3 Proposal Format: In order to maximize efficiency and minimize the time for proposal evaluation, all Offerors shall submit their proposals in accordance with the format and content specified.
The narrative material in the proposal shall be prepared in no smaller than 10-point font, Times New Roman font style, single-spaced with no less than a one-inch margin on all sides on standard 8- 1/2 x 11-inch paper. In the event photo reduction is used for tables, charts, and drawings, the presentation must be clear and legible. Text within tables, diagrams, pictorial charts, or graphic material shall be no smaller than 10-point font. Every section, figure, and table shall be numbered. Pages in excess of the page count limitation will be removed prior to the evaluation. No hyperlinks are allowed.
Prime / Subcontractor Cost Summaries shall be submitted using Microsoft Office Excel in the Cost Summary Format provided as an attachment in Section J. This submission is in addition to the Offeror loading their Contract Line Item Number (CLIN) Pricing into Section B. Narratives related to the cost/price summary data may be provided in Microsoft Word or Adobe Acrobat PDF.
Spreadsheets provided for all prime AND subcontractors shall include all calculations in the cells (i.e. show all formulas). Evaluating contract specialist MUST be able to determine how all direct and indirect rates are calculated. DO NOT hard enter data where formulas were used to calculate the entered value. The spreadsheets (landscape) shall be formatted for printing such that all data is in a type size no smaller than 9-point font and row and column headings appear on each printed page. Offerors shall have subcontractors submit proposal information in a uniform format consistent with the aforementioned instructions.
Offerors may submit revisions to their proposals at any time before the solicitation closing date and time. In the event of an amendment to the solicitation that requires Offerors to submit proposal revisions, the amendment will provide instructions for submittal.
Proposals may be withdrawn at any time before award. Withdrawals are effective upon receipt of notice to the Contracting Officer.
Proposals in response to this solicitation shall be valid for 270 calendar days.
L.2.3.1 Cover Page and Table of Contents

Offerors are hereby notified that a competitive range of the most highly rated Offerors may be established for the purpose of efficiency. The Government may also limit the breadth of the cost realism analyses to those Offeror proposals that represent the most likely candidates for award based on information derived from the technical evaluation and relative cost comparison. If an Offeror has a lower technical rating than competing Offerors and a higher proposed cost, the Government may elect not to perform a cost realism analysis on said Offeror's proposed cost as the cost realism analysis will only result in upward adjustments to the proposed cost thereby removing the Offeror's proposal from the most likely candidates for award.
L.4.2.1 Subfactor A - Technical Approach
L.4.2.1.1 Technical Approach Narrative
The Offeror shall demonstrate specific knowledge, skill sets, capability, experience, and approach (both Prime and Subcontractors) to perform all aspects of the tasks in accordance with the Statement of Work. The capabilities and experience proposed shall demonstrate the Offeror’s ability to provide support of shipboard and facility installations of the Maritime Electronic Warfare (MEW) technology systems identified in the Statement of Work. The Offeror shall address how the labor mix proposed supports the technical approach utilized in its offer.
A detailed description of how the contractor plans to meet the requirements shall be provided. The Offeror shall provide sufficient details and convincing rationale that address how the Offeror intends to meet the requirements. If subcontracting or teaming is proposed, the Offeror shall state the specific portions of the SOW that each subcontractor or team member will perform and the technical reason(s) for selection of each subcontractor/team member.
Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, or experience. The offeror shall assume that simply rephrasing the Government’s requirements will indicate a low confidence that the requirements are understood.
The Offeror shall include sufficient details to permit a complete and accurate evaluation of the proposal. The proposal must demonstrate the Offeror’s understanding of the requirements and the feasibility of the approach to meet those requirements. Clear identification is the sole responsibility of the Offeror. The Offeror may provide specific examples of capabilities being cited or tasks performed in the functional areas to illustrate technical expertise by the Offeror or a proposed subcontractor. If a subcontractor was utilized, clearly identify whether the offeror performed the task or identify which subcontractor performed the task.
Proposal contents that appear to be unreasonable, unrealistic, unsupported, unclear, and/or deficient will be evaluated IAW Section M. Offerors shall identify technical uncertainties and assumptions within the requirements set forth in this solicitation and provide specific courses of action for their resolution. Offerors are cautioned that failure to provide the necessary information may result in their ratings being downgraded accordingly.
The Offeror shall demonstrate ability to provide personnel with acceptable experience levels and skills sets to perform the requirements of this solicitation. The Offeror shall submit copies of relevant certifications as identified in the SOW. If certifications are not available or have not been obtained, describe the approach for meeting certification requirements.

Offerors shall develop and provide a Plan of Action & Milestones (POA&M) and a Bill of Materials (BOM) based on the requirements defined in the Statement of Work and the drawings provided as an attachment in Section J. The proposed POA&M and BOM shall be specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has thorough knowledge, understanding, and ability to perform the tasking. The BOM shall separate the materials by description, specification/part number, quantity, and delivery date/lead time.
The POA&M and BOM are not included within the page limitations of Subfactor A, Technical Approach.
L.4.2.2 Subfactor B - Management Approach
Offeror shall demonstrate its approach and ability to effectively manage all efforts under this contract. The Management Approach shall include the following:
L.4.2.2.1 Overall Management Approach
Offeror shall address their overall management approach and ability to plan, manage, and execute all efforts required by the SOW. Offeror shall describe processes to be used by technical leadership to ensure specific subtasks are being performed effectively and efficiently.
Offeror shall provide an organization chart that demonstrates the location of this work in the Offeror’s organization and demonstrate how this effort will receive sufficient attention during performance. The plan shall describe the Offeror’s corporate structure and ability to manage a high performing team, describe the procedures in place for monitoring and controlling costs, and also demonstrate that the Offeror will be successful in undertaking these management and cost control efforts.
The Offeror shall demonstrate ability and approach to developing and managing task schedules. At a minimum, the Offeror shall identify and describe the following:
a) Tool(s) that will be utilized to develop schedules and track progress for this contract.
b) Processes in place for communicating and mitigating schedule slip.
c) Management Information System used for acquisition of material, material control, and monitoring delivery status of material previously ordered. Automated qualities of its Management Information Systems shall be explained. This explanation shall include a discussion of the notification of problems, delay in material ordering/deliveries and how those problems and delays will be handled once identified in the system.
d) Key cost, schedule, performance and technical risks and why these are identified as risks. The Offeror shall discuss the risks, including dependencies and mitigation for each identified risk.
The Offeror shall provide information on its ability to respond to workload fluctuations, and to perform overlapping and separate tasks in a timely manner. The Offeror shall demonstrate its plans to handle fluctuations for surges, or reductions, in production process.
The Offeror shall demonstrate ability to understand and utilize installation documents, including Redlined Ship Installation Drawings (SIDs), as well as processes used in making changes or corrections to drawings and procedures when necessary. As part of this description, identify the purpose and process for implementing Liaison Action Requests (LARs). The Offeror shall identify procedures for ensuring the correct installation documents are in use prior to commencing a task.
L.4.2.2.2 Subcontractor Management
If subcontracting or teaming is proposed, the Offeror shall propose a Subcontract Management Plan (SMP). The Offeror’s SMP shall describe its processes and techniques used to manage subcontract performance (technical, schedule, and cost), billing, and reporting. The SMP shall be fully consistent with other portions of the proposal. The SMP shall only include those Subcontractors, which are priced in the Cost/Price Proposal. If Subcontractors are not included in the Cost/Price Proposal, they should not be referenced in any part of the proposal. The Offeror shall address the technical reason(s) for selecting each Subcontractor; identify the portions of the SOW that will be subcontracted; and, the contractual relationship to the Subcontractor (e.g., CPFF, T&M, Firm Fixed Price (FFP));
and any previous working relationships with proposed subcontractors.
L.4.2.2.3 Cost Control, Reporting, and Invoicing
Offeror shall address its internal processes to accurately record and report expenditures at the task level. Of particular interest are the Offeror's processes for accurately projecting costs at that level, to include instances where Subcontractors are used. This shall include a description of the specific inspection system to be utilized and the processes and methods for performing Procedure Evaluation/Product Verification Inspections.

L.4.2.3 Subfactor C - Staffing Plan
Offeror shall provide a Staffing Plan (excel file – without burdened rate information) which shall include all proposed labor category personnel (by name – both prime and subcontractors) known at the time of proposal submission to support the functional areas specified in the SOW. The staffing plan must demonstrate that personnel certified to accomplish the tasks of the contract will be utilized. Offeror shall specifically state the certifications of the personnel, as applicable, within the staffing plan next to each labor category proposed. Offeror shall include program and contract administrative personnel in the staffing plan, and shall address indirect or direct billed positions as well.
Offeror is cautioned that staffing plans for individuals and all proposed tasks must propose the same mix and amount of hours as that of the cost proposal. Discrepancies between the labor mix identified in the technical and cost/price proposal may result in a lowering of the adjectival rating in the technical proposal or a cost realism adjustment.
Offeror should list “TBD” in the name column of the relevant Government labor category in any positions for which the Offeror does not have a firm candidate identified to provide at award.
Offeror shall preface the names of contingent hires with “Contingent -;” for example, “Contingent – Jane Doe.” A copy of a signed current Letter of Intent indicating acceptance by the individual shall be provided for each contingent hire. The letters may be submitted as an attachment to the Technical Proposal, this letter shall not contain salary information. The Cost Proposal shall contain a copy of this letter with the agreed-to salary. The Letter of Intent shall be signed by the company and employee, typed signatures are not acceptable.
Labor Categories cited in the Staffing Plan must be cross-referenced to titles listed at the NUWC Division Newport Contracts Website:
https://www.navsea.navy.mil/Home/Warfare-Centers/NUWC-Newport/Partnerships/Commercial-Contracts/Labor- Categories/
For Labor Categories that provide for various Levels (I, II, III, IV), select the level that matches the proposed individual.
Note for Service Contract Labor Standards (SCLS) Labor Categories Only: Offerors may propose an SCLS labor category listed in the SCLS Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm) even if the SCLS labor category is not listed at the NUWC Division Newport Contracts Website. The appropriateness of any proposed SCLS labor category not listed on the NUWC Division Newport Contracts Website shall be included in the Offeror’s explanation.
L.4.2.3.1 Staffing Plan Narrative
The Staffing Plan Narrative shall describe how the proposed personnel have the required knowledge and capabilities to execute the tasking for which that person was proposed. When read together with the other parts of the Offeror’s Technical and Management Volume, the Offeror’s Staffing Plan should demonstrate the Offeror’s ability to successfully meet the requirements of Section C herein. The Offeror shall not be penalized for use of Subcontractors, but shall describe in the narrative how the proposed team provides optimal balance between size, manageability, and support capability while maintaining an integrated approach.
NOTE: Offerors should attempt to minimize the number of proposed labor personnel for which candidates have not been identified. From a U.S. Government proposal evaluation perspective, proposal risk may increase with high levels of individuals proposed as TBD or contingent. Nevertheless, in the Staffing Plan narrative, Offeror may describe actions it has taken to mitigate the impact of these risks to the Government. For example, higher levels of education and relevant experience in a proposed work force demonstrate a richer labor mix. Proposing a richer labor mix, in appropriate tasks under this order, may reduce the performance risk that the Government bears in accepting an Offeror’s proposal. In this example, the Offeror may discuss the potential benefits of the richness of its proposed labor mix in the Staffing Plan narrative, but should clearly describe how a richer labor mix in a task reduces the performance risk to the Government.
L.4.2.3.2 Personnel Turnover Mitigation Plan
Offeror shall describe their plan to address turnover, to include but not limited to: recruiting techniques, hiring practices and corporate initiatives to ensure the retention of talent. The plan shall provide tenure and turnover rates for key positions over the past five years. The Offeror shall demonstrate recruiting and hiring practices capable of obtaining fully trained candidates for positions described in the SOW and staffing plan.

Subcontract references are not included in the maximum of three (3) listed above.
The contracts identified should be relevant in that they are of similar scope, size and complexity to the effort in this solicitation and provide the most context and ability to measure whether the Offeror will successfully satisfy the current requirement. In order to expedite the assessment process, the Offeror may complete the “Contract Information” portion of the Past Performance Questionnaire for the convenience of the customer POC. The Offeror shall not, however, complete any other section of the Past Performance Questionnaire. The questionnaire shall be provided to the customer POC with instructions to complete and submit it directly to the Contracting Officer and/or the address and point of contact in Block 5 of SF33, Page 1 of the Solicitation on or before the proposal due date. Electronic submission via encrypted e-mail by the customer is required. The Offeror shall ensure that at least two (2) POCs per relevant contract submit a completed Customer Assessment directly to the Government.
Under no circumstances shall the questionnaires be returned to the Offerors. Any information provided by the Offeror’s references is subject to verification/validation by the Government during the evaluation process. The Government may make contact and follow up with the listed references identified on the Contractor Past Performance Data matrix. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire

The Offeror shall also provide as an attachment a copy of any cure notices or show cause letters received on each previous contract listed and a description of any corrective action by the Offeror or proposed subcontractor.
NOTE: The Government reserves the right to use additional contract performance data obtained from additional sources such as the Government’s Federal Awardee Performance and Integrity Information System (FAPIIS) database, personal knowledge, and any other references than those provided by the Offeror.
