(b) Workers being paid under this contract, as prime contractor personnel or subcontractor personnel, will complete a full shift at the worksite, and no compensation will be paid for travel time before or after the shift.

(c) This requirement pertains only to payments for travel time before or after these workers' regular shifts (commuting costs), and does not apply to legitimate travel costs incurred during normal working hours, provided that those costs are otherwise reasonable, allocable and allowable and approved in writing by the Government. This requirement does not apply to manufacturer's representatives or Original Equipment Manufacturer (OEM) representatives when specifically required by the Government work specifications.

(d) Additionally, the contractor shall not charge, and the Government shall not pay, any transportation costs under this contract associated with transporting contractor or subcontractor personnel between the contractor's facility (or subcontractor's facility), and any other worksite to perform ship repair, maintenance or modernization.

In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract.

B-232-H006 LIMITATION OF COST OR LIMITATION OF FUNDS CLARIFICATION (NAVSEA) (OCT 2018)

Section C - Descriptions and Specifications

STATEMENT OF WORK

SECTION 1 – SCOPE

1.0 Scope

This SOW sets forth the requirements for the installation of AN/SLQ-32(V)6 and MK-53 Decoy Launching System (DLS) systems, and ancillary industrial infrastructure, aboard USS JOHN C STENNIS (CVN-74) at Huntington Ingalls Industries Newport News Naval Shipyard, Newport News, VA.

The requirements include, but are not limited to: installation of AN/SLQ-32(V)6 and MK-53 DLS systems, procurement of materials incidental to the installation and integration, fabrication of equipment incidental to the installation and integration being procured herein, engineering, logistics, configuration management, technical, acquisition, technical data support services, and pre- and post-installation support.

1.1 Background

NSWC-CR has been designated as the In-Service Engineering Agent (ISEA), Software Support Activity, Technical Manual Maintenance Activity (TMMA), and the organic depot repair facility for the AN/SLQ- 32(V)6. The AN/SLQ-32(V)6 is an integration of highly complex subsystems, assemblies, sub-assemblies, and components from several vendors.

The AN/SLQ-32(V)6 primary mission is to provide electronic support capabilities for U.S. Navy ships. It is capable of receiving a wide range of radar signals commonly employed by surface ships, missiles, aircraft and coastal radar installations. The primary purpose of this electronic warfare suite is Anti-Ship Missile Defense (ASMD). The (V)6 improves upon Block 1 through an upgraded antenna system and receiver. Some of the improvements the Block 2 system offers over legacy versions of the SLQ-32 are higher sensitivity, wider frequency coverage, more accurate direction finding, better emitter identification, and improved range detection. The increase in range also results in significantly more emitters being detected and displayed, which can be an issue for operators in dense radio frequency (RF) environments.

NSWC-CR has also been designated as the ISEA for the MK-53 DLS. The MK-53 DLS primary mission is to provide a rapid response Active Expendable Decoy (AED) System capable of providing highly effective defense for ships against modern Anti-Ship Missiles (ASMs). It is intended to counter a wide spectrum of present and future radar-guided ASMs. The system can either be integrated with the Combat System or used with the stand-alone Fire Control System. The MK-53 DLS contains up to six (6) Nulka Launchers, associated Processor Power Supplies and a Decoy Launch Processor. It can be integrated with the legacy MK-36 DLS or stand alone. With the ever-changing complexity of ASMs, Nulka can be continually upgraded in order to provide protection to the Fleet.
