About this file

This modification amends a solicitation for submarine valve regulated lead acid batteries. The Navy seeks these batteries to power all classes of submarines. The amendment corrects the description for one contract line item and modifies the ordering instructions. Awardees will each receive a minimum order of 256 battery cells in the first year. The Navy intends to maintain a viable industrial base and may award orders to multiple vendors. Production orders will consider vendor performance, delivery timelines, and capacity based on open orders and mission requirements.

SUMMARY OF CHANGES

SECTION B - SUPPLIES OR SERVICES AND PRICES

CLIN 0023

The CLIN description has changed from Battery Boosting for Virginia (A) Class to Battery Boosting for Virginia (VA) Class.

SECTION H - SPECIAL CONTRACT REQUIREMENTS

The following have been modified:

ORDERING INSTRUCTIONS

ORDERING INSTRUCTIONS

FAR 16.5 is NOT applicable to this contract.

If split awards are made, the following procedures will be used for ordering under the resultant contracts.

1. Contract minimum: 12 cells for CLIN 0001 and 12 cells for CLIN 0002 if first articles required

256 C-Cells total on CLIN 0004 in year one, if first articles are waived 0 each all other CLINs

2. Contracts not requiring first article submission will be immediately eligible to receive delivery orders for production quantities of CLINs 0003-0037.

3. If First Articles are required (CLIN 0001 and/or 0002), Delivery Order 0001 will be issued for CLIN 0001 and/or 0002 for any Awardee that is not granted a waiver by the Government for first article submission. If only one cell type is awarded, Delivery Order 0001 would only provide for first article delivery of the cell type offered and accepted by the Government. The awardee will not be eligible for production quantity orders under item 3 below prior to successful completion of first article testing and acceptance of CLINs 0001/0002. Upon successful completion of first article testing by the Government, orders for production quantities will be placed as described in item 4.

4. Production Ordering

A. Subject to funding availability, it is the Government’s intent that each awardee will receive a minimum of one (1) order in year one for the minimum quantity of 256 C-Cells total (equivalent of 1 LA class battery).

B. Ordered cells can be either B-cells or C-cell or a combination of both.

C. The Government will place subsequent orders based on risk analysis of fleet readiness as it relates to power and energy sources for all classes of submarines covered by this requirement. In determining which contractor will receive each order the Government will consider one (1) or a combination of the following:

current performance/battery-life of deployed cells and delivery lead time/current production capacity of each vendor considering all open orders. In addition the Government may consider other variables as they impact fleet readiness and capability at the sole discretion of the Navy. Orders above 256 cells will be determined at the sole discretion of the Government taking into consideration the overall mission

requirements and schedules.

D. Regardless of any prohibition to the criteria listed, the Navy also maintains the right to award delivery orders to multiple vendors in order to maintain a viable industrial base for the SVRLA program.
