Q&A

QUESTIONS RECEIVED:

1. Can I get prints for part number G3400048-1?

a. This is a legacy material. We now use ABLESTIK 506-1-004 as adhesive strips; this material was described in the previous Amendment to this solicitation. It’s also listed as Item 10 in the disposables table of the Antenna Array Slat Manufacturing Procedure (89 WIS 10 3665).

2. Can I get prints for part number EA93093NA?

a. This is also a legacy material. See 5.2 of Antenna Array Slat Manufacturing Procedure (89 WIS 10

3665) for current materials and procedures. To clarify, we believe EA93093NA is referencing “Black Epoxy Ink” (drawing 195783, D-3).

3. Do you have a different CAD format? We are unable to open the file type provided.

a. We can provide .stp and .log files through DoD SAFE. The link will be provided upon receipt of a valid Joint Certification Program (JCP) certificate. For questions, please contact Heather Krout, heather.m.krout.civ@us.navy.mil.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK (SOW)

STATEMENT OF WORK

FOR

MANUFACTURE, FIRST ARTICLE ACCEPTANCE, AND PRODUCTION

OF AN/SPS-48E ARRAYS

14 July 2021

1. SCOPE

This statement of work (SOW) defines the requirements for manufacture of AN/SPS-48E arrays, First Article testing requirements and array production. Mandatory Government inspection points are defined as applicable. Government Furnished Material (GFM) and Government Furnished Equipment (GFE) information are provided in this SOW.

1.1 Background: The AN/SPS-48E radar set is a long range, three dimensional, air search radar system, that provides contact range, bearing and height information to be displayed on consoles/workstations. The antenna consists of multiple arrays that are exposed to weather. The antennas must be overhauled and restored on a regular basis to keep systems operational. The restoration effort requires new arrays to be used after existing arrays have reached the end of their service life. This acquisition meets the requirement for supplying new arrays in support of AN/SPS-48E antenna restorations.

2. APPLICABLE DOCUMENTS

The following documents of the revision or issue in effect at the date of the order or as otherwise specified by the delivery order (DO), form a part of this SOW to the extent described herein. The exact revision of documents is not cited in the text of the SOW for convenience of reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.

3.3.2. If the contractor believes there are errors in the drawings and process documents provided, the contractor shall inform the Government via a Government Information Deficiency Report. If the Government confirms there are errors, the Government will update the drawings/processes. (CDRL A002)

3.4. AN/SPS-48E Array First Article Manufacturing and Test Requirements (CLIN 0001) As ordered via DO and this SOW, the contractor may be required to deliver First Article arrays, Part Number 195784-2 and Part Number 195783-2. First Article testing may be waived for previously qualified manufacturers of the AN/SPS-48 arrays, within the past 3 years. The First Article components shall be subjected to pre-assembly inspection of materials ordered/received. After the Government has verified that the correct materials were ordered and received for array manufacturing, the contractor shall proceed with the array manufacturing processes contained in the guidance documentation. The contractor shall perform First Article testing in accordance with Table 1. The contractor shall manufacture First Article arrays using the same equipment/facilities as the production arrays. First Article testing is a joint effort between the contractor and Government as indicated in Table 1. The contractor shall make personnel available to respond to questions from the Government’s First Article Inspection team. The contractor shall make all procurement and contractor created documentation for this effort available to the Government’s First Article Inspection team as required during audit/test conduct.
