Part I: The following Vendor Questions/Clarifications ‘Q’ have been submitted. The Government Response ‘R’ follows each question/clarification. These questions/clarifications and responses in this section are provided for informational purposes only; neither the questions nor the responses set forth below amend the terms and conditions of the Request for Proposal (RFP) unless stated below.
Q.1 - Can you please confirm if CLIN 0003 – part number is wrong? We believe it should be 6854893.
NSN is correct.
R.1 – Yes, the part number for CLIN 0003 is wrong and should read part number 6854893. The NSN is correct. See revised schedule pages, attached. See Change 2 in Part II – Changes to The Request For Proposal of this modification and Attachment 1 for the corrected schedule pages.
Q.2 – CLIN 0005, Control Assembly – This part is no longer used, as confirmed by the Navy Program office. The part is no longer produced per the Original Equipment Manufacturer (OEM), Rolls‐Royce and the prior repair source no longer repairs this part. Can this part be removed from the RFQ?
R.2. – Yes, CLIN 0005, NSN 7H 2835-01-287-9385, Nomenclature – Control Assembly, TE; Part Number 23039916 is deleted from the Request For Proposal. CLIN 0005 is deleted and the subsequent CLINs are renumbered. See Change 2 in Part II – Changes to The Request For Proposal of this modification and Attachment 1 for the corrected schedule pages.
Q.3 – CLIN 0006, turbine casing assembly – StandardAero has a U.S. Navy (USN) approved proprietary hard face coating that can be applied to the casing struts. StandardAero developed this coating as the USN was removing engines early due to heavy wear on the struts. Will the USN consider this in their evaluation of proposals?
R.3 – There is no approved process for the use of this hard face coating at this time and it should not be applied to the struts. CLIN 0006, NSN 7HE 2835-01-321-3218 shall be repaired in accordance with the Statement of Work specified in Section C of the Request for Proposal.
Q.4 - Section B Item 4 – Indicates a multiple award IDIQ. Can the USN please confirm its intention to award IDIQ’s to multiple suppliers (i.e. StandardAero and RWG)?
R.4 – Per Section M01 –Evaluation Factors –
In accordance with FAR Clause 52.216-27 – Single or Multiple Awards the government may make award to the two approved sources under this solicitation.
The government may issue up to two separate awards from this solicitation to the eligible, and responsible Offerors whose offers, are conforming to the solicitation requirements and prices are determined to be fair and reasonable. The government reserves the right to award to a single Offeror if an agreement cannot be reached on a fair and reasonable price with multiple offerors or if multiple offers are not received.
Q.5 - How does the USN plan to award individual orders?
R.5 – The United States Navy plans to award individual orders as outlined in Section C02 – ORDERING
PROCEDURES
C02 – ORDERING PROCEDURES:
If Multiple awards are made, after the minimum contract amount has been satisfied, each Awardee will be given a fair opportunity to be considered for each delivery order exceeding $3,500.00, IAW FAR 16.505(b)(1).
1. Unless an exception applies IAW FAR 16.505(b)(2), awardees will be provided a fair opportunity to be considered for each order using the following procedures:
(i) The government will provide a fair notice of the intent to make a purchase to all awardees. The notice will include a description of the supplies to be delivered and the factors upon which the award will be made. These factors may include, either singly, or in combination, price, delivery, urgency, and capacity to perform the work.
(ii) Each multiple award contractor may submit its proposal in response to the Government’s request for order proposal. All proposals must be received in writing by the time specified in the Government’s notice of intent to make a purchase.
(iii) The Government will issue orders based upon an assessment of the offers using the factors specified in the Government’s notice of intent to make a purchase.
(iv) Orders shall be issued by the POC in writing and shall be dated and numbered. They shall set forth as applicable (1) the supplies, data, or other items being ordered and include attachments,
(2) the quantities to be furnished, (3) delivery date, (4) packaging and shipping instructions and
(5) funds obligated. An order is considered “issued” when the Government electronically signs and distributes the order into the Electronic Data Access (EDA) System. The issued order will then be electronically delivered to the Contractor’s representative.
Q.6 – Will the price the Offeror submits in its response to the referenced RFP become a ceiling price?
R.6 – Yes, the IDIQ Firm Fixed Prices are a “ceiling price”. The contractor has the opportunity to submit lower pricing or maintain the pricing that is identified in the base contract. However, contractors may not increase their prices from what is specified in the base contract.
IDIQ quantity limitation are establish in Section I23 – 52.216-19 Order Limitations (OCT 1995). The quantities listed are corrected as shown in See Change 3 in Part II – Changes to The Request For Proposal of this modification.
Q.7 – Will the USN compete work on a task order basis or on an annual basis, other?
R.7 - It depends on the Government’s demand. It is anticipated that awards will be issued on an annual basis, however, if the demand spikes additional task orders could be issued on an as needed basis.
Q.8 - Will the multiple award prime contract holders be required to submit updated pricing on an annual basis?
R.8 – No, pricing will only be provided in the solicitation phase and updated pricing will not be requested or be required on an annual basis.
Q.9 - Section C Item C02 – states if multiple awards are made each awardee shall have a fair opportunity to be considered for each Delivery Order (DO). Would we be able to change our price on each competition for each specific DO?
R.9 – Yes. Per Section C02 – Ordering Procedures 1((i) – The government will provide a fair notice of the intent to make a purchase to all awardees. The notice will include a description of the supplies to be delivered and the factors upon which the award will be made. These factors may include, either singly, or in combination, price, delivery, urgency, and capacity to perform the work.
The contractor may choose to submit a lower price or delivery based upon the government’s need, which will be conveyed to the contractor in the request for quote. Alternately, the contractor may choose to maintain the prices identified in the base contract.
Q.10 – Section C.1. Statement of Work o What happens if repairable assets are received in an incorrect configuration or missing parts? StandardAero suggests wording be added in the SOW to allow 1) USN to supply replacement parts based on our submitted Record of Discrepancy and/or 2) StandardAero to invoice O&A to replace the missing parts. A stop turn time should also be considered while this type of situation is resolved.
o To keep pricing reasonable, we would recommend that replacement of higher dollar parts with very low replacement factors (ex. Gearbox housing, PTO housing, PTO shaft) be excluded from the FFP. A specific list of these parts can be provided along with fixed pricing for each part. Requirements for parts on this list would be determined based on inspection of the asset.
R10 - Part 1 – No, the Government will not be providing replacement parts. The contractor is responsible for providing all replacement parts.
R10 – Part 2 – No, O&A pricing will not be considered. All pricing and Repair Turn-Around Times (RTAT) should reflect the worst case scenario to repair the unit, if that is going to be an issue.
R10 – Part 3 – The Government will not be providing replacement parts.
Q.11 - Section C.2.2. – States that repair assets may not be considered Beyond Economic Repair, but can be determined to be Beyond Physical Repair. Can the USN please provide definitions for Beyond Economic Repair and Beyond Physical Repair?
R.11 – Beyond Physical Repair means the unit cannot be returned to service due to excessive damage or component obsolescence regardless of cost.
Beyond Economic Repair means, it is not economically feasible to repair the unit and the cost to repair it would be greater than the cost to replace it or purchase it new.
Q.12 - Section F Item F04 – States that the contractor is to induct repair assets immediately upon receipt if there is an open DO. Can this language be changed to “within 3 working days” for the first asset and “within 3 working days” following each prior induction on that DO?
R.12 – The Government will change this language to read “the contractor is required to make inductions within 3 working days (excluding weekends and holidays) of receipt of material, if there is an open delivery order for that particular asset. See Change 4 in Part II – Changes to The Request For Proposal of this modification for the corrected language.
Q.13 - Section K32 (page 110) – requires the bidder to provide evidence that pricing is fair and reasonable. Is this required in a competitive RFP?
R.13 – Normally competition establishes price reasonableness. However, the Contracting Officer is responsible for making a determination of price reasonableness on every award. If competition is not received or additional information is required by the Contracting Officer to make that determination, the offeror may be required to submit that information later if requested. The Government is requesting this information at the same time pricing is submitted to avoid delays in award.
Q.14 - Section M, Evaluation Factors – notes that the Government may make award to the two approved sources. The next point notes that the Government may issue up to two separate awards.
Can the USN please confirm if there are only two (2) approved sources?
R.14 – Yes, there are two approved sources.
Part II: Changes to the Request for Proposal (RFP) – The following changes are hereby made and incorporated into the RFP:
Change 1 – The closing date specified in block 9, page 1 of the Request for Proposal is hereby extended from: 2:00 PM May 28, 2019 to: 2:00 PM June 24, 2019.

Note, the contractor is required to make inductions within 3 working days (excluding weekends and holidays) of receipt of material, if there is an open delivery order for that particular asset.
Transaction Item Reporting WEBCAVS: Delivery of performance shall be on a daily basis (excluding weekends and holidays ) as required by the occurrence of the events identified in Section C hereof.
1. Contractor shall complete WEBCAVS "Receipt" transaction immediately upon receiving the articles to be serviced.
