2) On page eleven ( 11) of the solicitation section C4.3.3.4, is replaced with following:
C4.3.3.4. Hoisting: The craft shall have four lifting points to attach hoisting slings. The two aft lifting points shall be located on the transom and the two forward lifting points shall be located on a permanently mounted thrust-board located in the bow. The thrust-board may be designed for removal for repair, but should not come loose or dislodged if hoisting the craft in a partially deflated state. The lifting points shall be able to withstand a hoist of the craft in full-payload condition (2,700-lb payload). The lifting sling shall be capable of hoisting the craft in a medium payload condition (1,400-lb payload) with hard flooring installed, without the craft buckling or distorting. Payload excludes the weight of the craft itself.
QUESTION AND ANSWER
The following question and its answer are hereby provided:
Question 4: On pages 3-5 of the Solicitation, there is a table on these pages near the top with the left hand 3 lines starting with H,M,N. If it is relevant, please provide an explanation as to how it pertains to the solicitation.
Answer 4: Please review MIL-STD-2073-IE as referenced in section C.4.2.1 on page ten of the solicitation, and note (3) on page eight of the solicitation.
Question 5: The URL specified does not function. Please provide an alternate URL or instruction.
Answer 5: The website: "http://www.nll.navsup.navy.mil/navicp/default.cfm", has changed to: https://tarp.navsisa.navy.mil, you must have a PKI certificate to use. If you only want to review the definitions of packaging codes IA W MIL-STD-2073-IE and do not have a DoD PKI certificate, you can utilize https://palm.saic.corn!code lookup.nsf/codecheck. If you want to lookup packaging codes for specific NIINs, you'll need to utilize the P700-CNP application. If you do not possess a CAC, you can purchase an external DOD PKI certificate to access the TARP Server P700-CNP application. Information for acquiring these external DOD PKI certificates can be obtained at http:/ liase.disa.millpki/eca/.
You may review or print a copy of MIL-STD-2073-lE on-line at "https: //ace .dau .mil/adl/en US/44775/file/56106/MIL-STD-2073-1E%20with%20Chg%201. pdf". Section 'J' has the codes for each element of the packaging code. It provides a short description of the material necessary to meet each element of the code.
N00104-12-R-L001, Amendment 0009 Page 3 of 16
Question 6: Section L, PART II TECHNICAL PROPOSAL second 1, page 41
This note states that the proposal shall address, as they appear in the solicitation, each requirement (paragraph) in section C. To clarify the items requiring response, would that be each section in C:
C-C6? Or just C4 PROCUREMENT SPECIFICATION TECHNICAL DATA PACKAGE BOATS and C5 PROCUREMENT SPECIFICATION TECHNICAL DATA PACKAGE- HARD
FLOOR KITS?
Answer 6: All sections in part C.4 and C.5 must be addressed in the technical proposal.
Question 7: C.6 MINI STOCK POINT- As Noted in Amendment 2
This notes that the Mini Stock Point applies only to products that have NSNs. If the product does not have an NSN when bid, does the Mini Stock Point apply? At b in the same section, it is noted that the cost of the Mini Stock Point and Commercial Asset Visibility is to be amortized over the cost of the crafts and the hard floors. What quantity should be used for the amortization?
Answer 7: The Mini Stock Point Statement of Work on pages fifteen and sixteen of the solicitation, has been replaced by the Performance Based Logistics-Commercial (PBL-C) Statement of Work on pages eleven to fourteen of this amendment.
Question 8: SECTION F- DELIVERIES OR PERFORMANCE p.l9
The required delivery schedule stated in the original solicitation states that quantity is cited on each order, due within 90 days after the date of the order. Per Amendment 2, NA VSUP WSS will be the only entity issuing delivery orders. Also per Amendment 2, maximum order for a single item is listed as 653 for OOlAA year one and so on. We interpret this to mean, as written for example, that a single order could be received for 653 units of line item OOlAA in year one of the contract and so on, and that 653 units would be due in 90 days. The contract states on page 19, that offers proposing delivery that will not clearly fall within the applicable required delivery period specified above (90 days) will be considered non-responsive and rejected. Supplying this quantity of boats in 90 days is not reasonable for industry. It is in the best interest of the government to provide a schedule of a 'not to exceed' number monthly that industry can plan for, gain economies of scale against, and pass this on to the government.
Answer 8: The quantities listed on pages three, four, and five of the solicitation are estimates.
NA VSUP WSS cannot predict exact future requirements or ordering schedules. The solicitation will not be amended to reflect "not-to-exceed" numbers.

Question 9: C.4.3.8.4.2 PHASE II - Offerors Bid Sample Phase p. 12
At V. it states that a 12" wide by 12" long seam sample for each type of seam used in construction.
After Amendment 5, and the addition of C4.3.3.1.1.15 SEAM TESTS, it notes: The bonding together of any two or more pieces of coated fabric (such as lap joints, butt joints, and closures, chafing or reinforcing patches, coated fabric flanges, of valves, etc) shall be considered seams and shall be subjected to all seam tests specified in Table 2 and tested in accordance with 4.8.8.
Can you please clarify 4.8.8 as we do not find this reference contained within the solicitation or its amendments.
Answer 9:
following:
C.4.3.3.1.1.15 Seam Tests, on page 6 of Amendment 0005, is replaced by the
C.4.3.3.1.1.15 Seam Tests. The bonding together of any two or more pieces of coated fabric (such as lap joints, butt joints, and closures, chafing or reinforcing patches, coated fabric flanges of valves, etc.) shall be considered as seams and shall be subjected to all seam tests specified in Table 2, except chafing patches which will only be tested for peel. Applicable test procedures are specified in Table 2 and the following method. The average breaking strength of five specimens for each type of seam for each test shall be compared to Table 2 for conformance. Breaking strength specimens shall be 50 millimeters wide (parallel to the seam) and shall extend (perpendicular to the seam) 75 millimeters beyond both edges of the seam. For test conducted after immersion in a fluid, no part of the test specimens shall be coated or covered during the water immersion periods.
Specimens shall be cooled in the immersion fluids at 23 ±3°C, for 30 to 90 minutes before testing.
Testing of immersed specimens shall be completed within 3 minutes after removal from the immersion fluids. The average peel adhesion strength of two specimens for each type seam shall be compared to table 2 for conformance. The offeror shall use an adequate sized seam sample for the peel adhesion testing so that the test samples for both the initial and after-water adhesion values can be cut from the same seam sample specimen.
Question 10: Can you please clarify what specifically is required to be included in the bid sample with the addition of C.4.3.8.4.2?
a. Will you require if applicable to the craft design:
i. Welded seam sample 12" wide by 12" long
ii. Glued Seam sample 12" wide by 12" long
a. 1 each for each combination of fabrics bonded
iii. Rubbing strake applied to fabric sample 12" wide by 12" long
iv. Any additional scenarios?
Answer 10: A sample from each type of seam and each type of material is required. Please see items V and VI in section C.4.3.8.4.2, and provide samples that are applicable to your craft.

Question II: C.4.3.11 CRAFT ACCESSORIES Per Amendment 3
In reference to the repair kit, it refers to conical plugs, patches, and clamps in plural, but does not specify quantity or sizes. Is this left to the discretion of the contractor?
Answer 11: Yes, the quantities and sizes are at the discretion of the contractor.
Question 12: In reference to the conical plugs, can you describe what these are, or a source to get them? We are having trouble locating 'conical plugs'.
Answer 12: Conical plugs are used to temporarily plug small holes during emergency inflatable repair. Conical plugs are common items and can be located thru commercial sources. They are also referred to as life raft repair kit plugs.
Question 13: In reference to the repair kits, we read the paragraph to require two repair kits. Can you confirm that this is correct, and that the need is for two?
Answer 13: Only one repair kit is required, C.4.3.11 on page six of Amendment 0003 is replaced by the following:
C.4.3.11 Craft Accessories
C.4.3.11.1 The Bare craft manufactured for delivery to the Government is required to include the following accessories: one( I) each commercial technical manual, attachment straps to secure all removable accessories, and one (1) bag for the storage and transportation of the boat when in its rolled up position. The All-Up craft manufactured for delivery to the Government is required to include the following accessories: stowage compartment(s) for the onboard emergency craft repair kit. The one (1) emergency craft repair kit is to include: conical plugs, patches, clamps, and one (1) factory calibrated pressure gauge metered in PSI. One (1) paddle bag (six paddle capacity), connected to the boat via fastening clips, one (1) each commercial technical manual, six (6) long handle, with a dull black matte finish of sufficient strength and durability, two (2) each foot operated inflation pumps, each with hose and connectors, and one ( 1) fabric covered aluminum slatted roll up floor. Each craft, either Bare or All-Up shall include one (1) four leg single point lift and one ( 1) towing bridle.
Question 14: Also in reference to the repair kit, glue is not required. Is contractor to assume that glue is requested to be left out of the repair kit, and that the end user would be expected to have the appropriate glue on hand by which to apply the included patches? Please clarify if glue appropriate to the fabric the craft is constructed from should be included in the repair kit. Or please indicate if a self adhering patch is indicated.
N00104-12-R-L001, Amendment 0009 Page 6 of 16
Answer 14: The patch design and materials are at the contractor's discretion. Glue is not required. Any adhesives that qualify as HAZMAT should not be included in the on-board repair kit. The Material Data Safety Sheet (MSDS) will indicate whether or not an adhesive is hazardous material (HAZMA T).
Question 15: Also in reference to the repair kit, does 'clamp' refer to clambshell mechanical clamps?
Answer 15: Yes, the "clamp" does refer to the clam-shell type mechanical sealing clamps.
Question 16: In reference to the paddles required, are shaft length, blade width, and material (ash, aluminum/plastic etc.) also at the discretion of the contractor as these are not specified?
Answer 16: Other than the requirements in C.4.3.11 as amended in question 13, paddle design and materials are at the contractor's discretion and should be appropriate and functional for the size and type of craft proposed.
Question 17: In reference to the Field Manual requirement, can you please provide details on what is expected in a Field Manual, and how this differs from the Owner's Manual?
Answer 17: Please see section C.4.3.11 as amended in answer 17 above and section C.4.6.2 on page 14 of the solicitation. A commercial technical manual is required. The commercial technical manual shall be in accordance with MIL-DTL-24784/4B, Associated Detail Specification commercial Off-The Shelf (COTS) Equipment Manual can be found on the internet.
Question 18: C.5.3 REQUIREMENTS- HARD FLOOR KIT
There is no mention of a storage bag for the Hard Floor Kit. Please clarify if a storage bag for the Hard Floor Kit is required.
Answer 18: A storage bag for the hard floor kit is required. Section C.5.3.1.1 on page 14 of the solicitation is replaced with the following:
C.5.3.1.1 Manufacturing and Design- The Hard Floor Kit and storage bag furnished under this contract shall meet the material and physical requirements of the Contractors commercially available kit and all requirements of the procurement specification and purchase description stated herein.
N00104-12-R-L001, Amendment 0009 Page 7 of 16
Question 19: C.4.3.2 PERFORMANCE AND MOBILITY
This section refers to the craft, fully inflated, being able to survive a soft duck deployment. If industry is responsible for verifying soft duck deployment survivability, can a simulated test procedure be indicated if a helicopter is unavailable? Or please clarify that this is not a requirement for industry.
Answer 19: Section C.4.3.2.3 states: 'The craft, partially inflated, shall be able to survive a deployment from a helicopter in a slow hover from a height of 26 feet (commonly referred to as soft-duck-rigged) with a minimum payload of 790 lbs.' The contractor may elect to use alternate methods of dropping the craft as specified in section C.4.3.2.
Question 20: C.4.3.9.1 BID SAMPLE I C.4.3.11 CRAFT ACCESSORIES per Amendment 3
This section includes a towing bridle to be included with the bid sample. At C.4.3.11 craft accessories there is no towing bridle included. Please clarify if a towing bridle should be included with the craft accessories, or if it was intentional to have it only included with the bid sample.
This section, bid sample, also refers to 'spare parts', could you clarify what is meant by this?
Answer 20: With respect to the towing bridle, please see section C.4.3.11 as amended answer 13, above. Please see page eleven of the solicitation, C.4.3.3.5.
Section C.4.3.9.1 on page 4 of amendment 0002 is replaced with:
C.4.3.9.1. BID SAMPLE. Two Each (2), inflatable "ALL UP" craft, as specified herein, will include one (1) repair kit, six (6) paddles, one (1) craft carrying case and/or storage case, two (2) foot pumps, each with hose and connectors, one (I) factory calibrated pressure gauge metered in PSI, one (1) four leg single point lift and one ( 1) towing bridle. The Bid Sample will be returned to the Manufacturer unless otherwise negotiated by the Procurment Contracting Officer.
Question 21: C.4.4.5.1 BID SAMPLE TESTING
This section refers to the documents at C.4.2, and the specifications contained therein, that will be used in the examination and testing of the bid sample. It notes that the bid sample testing which finds, detects, or uncovers one or more defects against the requirements specified in C.4 and C.5 (now fortified with C.4.3.3.1-C.4.3.3.1.1.16 per Amendment 5) will be grounds for a determination of Technical Non-Acceptability. Per Amendment 5, reference to The NA VSEA document T9008- CV -SBS-0 10- Specifications for Building CRRC, referenced at C.4.2, has been removed. This seems to indicate that the criteria for the testing of the bid sample has been removed. Please confirm that the bid sample will be subjected to examination and testing that includes those items referenced in section C.4 and C.5 as amended by Amendment 5, as noted at Section M in Amendment 3.
N00104-12-R-L001, Amendment 0009 Page 8 of 16
Answer 21: The bid samples will be subjected to examination and testing consistent with the requirements of sections C.4 and C.5.
Question 22: III. CA V REPORTER'S PRIMARY RESPONSIBILITIES
The URL noted https:l/applications.ahf.nmci.navy.mil/cavweb/ does not function for us, can you provide an alternative?
Answer 22: The requirement for CAY, (ATTACHMENT "A", WEB-BASED COMMERCIAL
ASSET VISIBILITY (WEBCA V) STATEMENT OF WORK, NA VSUP WSS
MECHANICSBURG/PHILADELPHIA 10 JUNE 2010), on pages 41 thru 47 of the solicitation is deleted.
Question 23: Will all bid samples, regardless if contractor has previously supplied CRRCs to the Government, be subjected to the same testing? And will all contractors be responsible for supplying bid samples as indicated in the solicitation, in the same form? If there will be tests or criteria, or requirements for full bid samples waived due to previous performance or deliveries under previous contracts, please indicate what those will be.
Answer 23: All offeror's bid samples will be tested in accordance with the solicitation. There will be no waivers.
Question 24: FOB Origin - It is noted that the shipments will be FOB origin but there is no mention of how shipping will be coordinated and shipping documents prepared. Can you provide more detail on how the orders are to be shipped and who will be responsible for coordinating pickups and deliveries?
Answer 24: Please see paragraph H on Pages 44 and 45 of the solicitation.
Question 25: Does the government provide training to the awardee for the proper administration of the Mini Stock Point and Commercial Asset Visibility?
Answer 25: See question 22 above, the requirement for CA Vis deleted.
Question 26: Can you provide a min/max of anticipated boats/items in the MSP and an average number of boats/items that would be required in the MSP? Similarly, can you indicate how long the boats will be warehoused?
N00104-12-R-L001, Amendment 0009 Page 9 of 16
Answer 26: The Mini Stock Point Statement of Work on pages fifteen and sixteen of the solicitation, has been replaced by the PBL-C Statement of Work on pages eleven to fourteen of this amendment.
Question 27: It was previously noted that NA VSUP would be the only ordering entity. Can you give more information on how many separate deliveries could be required as the result of one order including expected time frames?
Answer 27: Please see the answer to question eight, above. The Mini Stock Point Statement of Work on pages fifteen and sixteen of the solicitation, has been replaced by the PBL-C Statement of Work on pages eleven to fourteen of this amendment.
Question 28: With regard to the components of the boat (other than the fabric and the labor to product the end item) and separate items included with the boat, can you please clarify if the following items are covered under the provisions of the Berry Amendment?
Boat components:
Fiber Lanyards on plastic Fiber reinforced hose Attachment Straps for removable Accessories
Foot Pump (fabric bellows) Slings Towing Bridles
Answer 28: This solicitation is for the procurement of a textile end product that is subject to the restrictions of the Berry Amendment. All stages and components of the end product must comply with the Berry Amendment.
Question 29: AOOl
This provision requires documentation of production lot test procedures 90 days prior to actual production be submitted to the PCO for approval/disapproval. Similarly, as written, the contract currently requires orders to be delivered in 90 days from the date of the order. Will provision be made to ensure that an order is not issued in advance of the production lot test procedures being approved, so as not to absorb production time within the 90 day window?
Answer 29: The requirement for DD1423 AOOl, Production Lot Test Procedures and DD1423 A002, Production Lot Test Report are deleted from the solicitation.
N00104-12-R-L001, Amendment 0009 Page 10 of 16
Question 30: Page 16, 4.0 OTHER CONDITIONS- 8.0 All material ordered under this contract is to be shipped in place to the mini-stock point at the contractor.
This seems to indicate that it is a requirement that the packaging and warehousing of the mini stock point items remain in house with the contractor. Could an outside service provider perform these functions?
Answer 30: The Mini Stock Point Statement of Work on pages fifteen and sixteen of the solicitation, has been replaced by the PBL-C Statement of Work on pages eleven to fourteen of this amendment. The Government will not dictate the stocking levels required to meet the requirements of the PBL-C Statement of Work.
Question 31: C.4.3.8.3 HYPERBARIC AND DEEP SUBMERGENCE SAFE SYSTEM
CERTIFICATION
In Amendment 3, there were two questions posed and answered regarding this provision. One addressed whether MSDS sheets satisfied the Tox/Flam list requirement, the other noting that MSDS often become irrelevant in a craft ready for operation, as the toxicity of the substance requiring MSDS cures, changes form, and no longer has applicable MSDS sheets. Do you require documentation addressing the toxic and flammable characteristics of the non-metallic materials/components even if an MSDS does not apply?
Answer 31: NAVSUP-WSS does not require documentation for material that does not have an MSDS. The MSDS for each item used in construction must be provided.
Question 32: C.4.3.4.2 AUTOMATIC INFLATION SYSTEM
This provision refers to the filling of the craft from a 1OOft SCUBA cylinder, but that the craft shall have the capability to be inflated by either breathable air or C02. The 1OOft SCUBA cylinder seems to indicate that breathable air would be the means for inflation. Please clarify that the craft needs to be capable of being inflated with both C02 and breathable air.
If C02 is also a requirement, please confirm that C02 cylinders and related fittings will be supplied by the Navy and are not a requirement under this contract.
Answer 32: The craft must be capable of being inflated with both C02 and breathable air.
Cylinders and fittings are not a requirement of this solicitation.
Question 33: I believe I am correct that we are not able to submit the proposal for the CRRC electronically the NECO information said it would be detailed on the relevant information sheet.
Can you confirm this please I cant find it on any sheets, do we have the option to deliver a paper version or an electrical one?
Answer 33: Offeror's shall deliver the actual documents as set forth in Amendment 0003, page two, paragraph two.
N00104-12-R-L001, Amendment 0009 Page 11 of 16
Question 34: Also could you clarify the requirement to fully answer the whole of the section C4.3.8 in the Technical Overview as it states that the Technical Proposal will be incomplete without the TOX/Flam list and the changes insist that the Technical Proposal is submitted with the initial bid. C4.3.8.2 also states that Offerors may be requested to provide information. Amendment 2 states that only the Technical Proposal is required, in order to get it all correct this is a bit confusing.
Answer 34: The offer shall review question six (6) of this amendment and read Amendment 0003, page two, paragraph two as no further changes have been.
Question 35: C.4.3.3.4- This section refers to hoisting, and states that "the craft shall have four lifting points to attach hoisting slings. The two aft lifting points shall be located on the transom and the two forward lifting points shall be located on a permanently mounted thrust-board located in the bow. The thrust-board may be designed for removal for repair, but should not come loose or dislodged if hoisting the craft in a partially deflated state. The lifting points shall be able to withstand a hoist of the craft in full-load condition with the hard flooring installed."
Can you please define 'full load condition'?
Answer 35: Please see section C.3.3.2.2 on page 11 of the solicitation.
